donates $4.1 million to refugees
in Costa Rica By the A.M. Costa Rica staff The U. N. High Commissioner for Refugees, said Saturday it was donating $4.1 million for the needs of refugees living in Costa Rica in poverty. The donation was announced after a meeting of Kelly T. Clements, deputy high commissioner, with President Carlos Alvarado during her two days in the country. According to the government, Clements also came to the country to follow up on the humanitarian funds assigned by U.N. agency and to analyze options to open up new opportunities for international cooperation. "We congratulate Costa Rica for its commitment and great efforts to welcome people fleeing violence and persecution," said Clements. "We reaffirm our support for the country in the humanitarian response to people who have fled to save their lives. " According to the government, there are currently 87,190 asylum seekers in Costa Rica, of which 80% are Nicaraguans and 7% are Venezuelans. According to the Organization for Economic Co-operation and Development, migrants contribute 11.9% added value to the country even though they represent 10% of the population. The U. N. High Commissioner for Refugees donation will be used in refugee support, medical services and creation of community centers, the government said. Costa Rica also will be included along with the countries of Ghana, Kenya and Malawi, in a $2 million donation fund. This fund will be used in a program that includes four pillars of assistance: - Support to the General Directorate of Migration and Foreigners. - Humanitarian assistance to families seeking refuge in extreme poverty. - Support to civil society organizations that provide free legal information and representation to shelter applicants. - Support for communities that receive refuge seekers through peaceful coexistence activities. Social Security and the refugee agency signed an agreement in December for $1.8 million to provide medical insurance to 6,000 people seeking refuge and also people living as refugees with serious health conditions and in poverty. This agreement covers medical services for refugees until Dec. 31. Clements visited some of the community centers located in the northern part of the country to learn about the needs and situation of Nicaraguan asylum seekers. Clements also visited the community centers of Canalete, Bijagua and Quebradón in the canton of Upala. These centers are funded with a donation of $300,000 from her agency. Clements, formerly a U.S. State Department official, announced the creation of a humanitarian assistance program for the delivery of cash, through which some 600 asylum-seeking families in extreme poverty will receive an economic subsidy. Also, she announced that her agency will also finance the hiring of additional employees who will work in the General Directorate of Migration to process refugee status applications and thus reduce the waiting times for resolutions. She left the country to El Salvador on Saturday. The U. N. created the High Commissioner for Refugees in 1950, during the aftermaths of World War II. The organization is a program governed by the U.N. General Assembly and the U.N. Economic and Social Council.
