Tourism Chamber Rejects Costa Rica's Jacó Beach Red-Light District Proposal

The Central Pacific Tourism and Commerce Chamber (Catucoso) has rejected a proposal to establish a red-light district in Jacó Beach, in Garabito Canton, Puntarenas Province.



Catucoso stated such an initiative would jeopardize public safety, social harmony and the area's reputation as one of Costa Rica's leading tourist destinations.



The Chamber's opposition came in response to a proposal recently presented by Garabito Canton Mayor Francisco González during a Municipal Council meeting.



González argued that attempting to combat prostitution and other related activities solely at the local level would not solve the problem. Instead, he proposed creating a designated area similar to a red-light district where those activities could be regulated.



According to reports, Gonzalez's proposal called for creating an adults-only district where prostitution and cannabis shops would be permitted.








His proposal also included allowing the sale of recreational cannabis, which remains illegal in Costa Rica,  and collecting taxes from cannabis shop operators and people involved in prostitution.


The mayor presented the proposal during a meeting of canton representatives held at the municipal government offices.


In response, Catucoso stressed that it opposes any initiative that could compromise public safety, social harmony, or the community's quality of life.


"The Chamber firmly and unequivocally rejects any proposal that seeks to steer the development of the canton toward activities that compromise public safety, social coexistence, the image of our tourism destination, or the quality of life of its residents," the organization said in a statement.


The Chamber said business owners in the area remain committed to principles and values that promote sustainable, responsible and inclusive economic development through tourism, commerce, investment and the well-being of local communities.


Catucoso also urged González to engage in broad discussions with business leaders and community groups in Jacó Beach before advancing any initiative that could affect the image of the popular beach town, which attracts thousands of visitors each year.

"We are convinced that our canton should continue to be recognized for its natural beauty, surfing, entrepreneurship, investment, culture, sports, and the hospitality of its people," the Chamber said.


The organization also called on municipal authorities to prioritize other pressing issues, including improving public safety, land-use planning, economic development and strengthening the tourism industry.


Jacó is home to a 2.5-mile-long black sand beach that is one of Costa Rica's best-known surfing destinations. The town features numerous surfing schools, hotels, restaurants and condominiums.


Visitors to Jacó can enjoy a wide range of outdoor activities, including ATV tours, horseback riding, snorkeling cruises, hiking and zip-lining, among many other attractions.


According to Costa Rica's National Institute of Statistics and Census, Jacó had an estimated population of nearly 17,000 in 2022.
