Attempted femicide refers to an act of extreme gender-based violence in which an individual, most often a current or former intimate partner, attacks a woman or girl with the clear intent to kill her, but the victim survives.

The OIJ said agents from its specialized section on Gender-based violence, Human trafficking and Migrant smuggling began investigating the case Sept. 22 after the alleged victim called 911 to report that her partner had allegedly physically assaulted her.

The alleged violence occurred at the couple's residence in the Uruca District of San José Province, according to authorities.

After conducting an investigation and gathering sufficient evidence, the Public Prosecutor's Office authorized a search warrant for the residence shared by Ramsay and the alleged victim.

During the operation, authorities seized documents and electronic devices considered relevant evidence in the case. Agents also coordinated a medical examination of the alleged victim so that the doctor's conclusions could be incorporated into the investigation.

Judicial agents then conducted a surveillance operation that led to the suspect's arrest.

Ramsay was taken into custody and transported to the Public Ministry's offices in San José, where investigators are questioning him. He remains detained pending a judge's decision on pretrial measures while facing attempted femicide charges.

Officials declined to provide additional details, citing the confidentiality of the ongoing investigation. The OIJ said only members of Ramsay's family are authorized to request further information about the case.

The victim's name is being withheld, authorities said.

Authorities also urged the public to report suspected cases of domestic violence or attempted femicide. Tips can be submitted confidentially by calling the 10-digit hotline at 800-8000-645 or the short line 1176. Bilingual agents are available to assist callers in English and Spanish.

Canadian authorities state that information shared with consular officials remains confidential under the provisions of Canada's Privacy Act.

"You have the right, for example, to decide who will be notified of your situation and, if you wish, to identify who may act as your designated contact person," the Canadian government states on its website. "No one (your family, friends or anyone else) will have access to information you have shared with Canadian consular officials without your consent."
