vice-minister of Foreign Affairs
By the A.M. Costa Rica staff President Carlos Alvarado announced Friday the new minister Foreign Affairs will be Rodolfo Solano-Quirós and the new vice minister will be Adriana Bolaños-Argueta. According to the government, Solano replaces Manuel Ventura who resigned Jan. 28. Solano has more than 30 years working for the government in international representations in South Korea, Japan, Singapore, India, Brunei, Malaysia and in the opening processes of Costa Rican embassies in the Republic of China and Qatar, said the government in its statement. Bolaños replaces Lorena Aguilar who also resigned last week. Bolaños has also worked for the government as director-general of foreign policy. Ventura resigned his post to take up the role as a representative of the country before the Organization of American States in Washington, D.C., as of March. "The job change is due to the wear and tear that represents a charge that required multiple trips," the government said in its statement. “experience will be better in a vital mission for foreign relations, and that will allow you better conditions for your health." Currently, at the OAS, the government has Monserrath Solano as its representative. Due to the change, she will be assigned as Costa Rican ambassador to the United Nations organizations based in Geneva, Switzerland. Ventura was appointed foreign minister, after the resignation of Vice President Epsy Campbell in 2018.  Campbell was working as vice president and Foreign Affairs minister since the beginning of the Alvarado administration. In December 2018 she resigned her position as Foreign Affairs minister after holding the position for just over seven months. Campbell announced her decision in the Legislative Assembly in front of the deputies. "I informed the president of my decision to resign as Foreign Affairs minister," Campbell said to deputies. "I will continue working hard to achieve the levels of development that this country deserves from my office as first vice president of the Republic of Costa Rica." In October and November 2018, Campbell was the focus of a debate over her hiring of individuals for key and high-status positions in the ministry. Campbell ultimately asked those individuals to leave their jobs. Campbell’s decision was the result of the verdict by Luis Guillermo Bonilla of the Attorney General’s Office that the individuals had been hired illegally and did not meet certain hiring criteria. That decision was the result of an investigation requested by Deputy Karine Niño. The Office of the Attorney General said, "Under no circumstances can an anomalous practice or administrative custom against the law be perpetuated and become a source of law, let alone generate acquired rights, especially when there is administrative jurisprudence on the issues concerned. That jurisprudence is a normative source of the legal system and compliance with it is mandatory and must be respected by anyone in public administration under penalty of law.” The two individuals and their jobs were: Adriana Murillo in the position of director of foreign policy and Carolina Fernandez in the position of alternative director of foreign policy. In October 2018, Vice President Campbell had to appear in the Legislative Assembly in a hearing led by Deputy Yorleni León. Campbell was questioned about the hiring of key employees which some in the legislature thought were personally motivated. During her appearance, the vice president confirmed that she hired her goddaughter Katherine Rivera as adviser and a Foreign Ministry staff member. An investigation was opened to determine if hiring Rivera was made in accordance with the provisions of the contracting regulations of the ministry, especially since no suitability contest was held. As a consequence of the problematic situation, Rivera resigned from her position at the Foreign Ministry. -------------------- What may be the biggest challenge for the new minister Solano?
