international public health emergency
By the A.M. Costa Rica staff and wire services The World Health Organization declared Thursday that the new coronavirus outbreak is a public health emergency of international concern. The news comes as the case count and death toll from the virus have soared in recent days. As of Thursday, there were 7,736 cases and 170 deaths in China, as well as 98 cases in 18 other countries, said World Health. Although the number of cases outside of China is relatively small compared with the number in China at this time, officials stressed that efforts are needed to stop the spread of the virus further. "The only way we will defeat this outbreak is for all countries to work together in a spirit of solidarity and cooperation," Tedros Adhanom Ghebreyesus, the director-general of the agency, said in a news conference Thursday. "We are all in this together." The announcement is a reversal of World Health's decision last week not to declare a public health emergency of international concern. The main reason for the declaration is concern that the virus could spread to countries with weaker health systems. "We don't know what sort of damage the virus could do if it were to spread in a country with a weaker health system," Ghebreyesus said. As for the outbreak in China itself, Ghebreyesus emphasized that his agency continues to have the confidence in China's capacity to control the outbreak there. The declaration can help the agency better coordinate an international response to the outbreak, particularly in countries that are less prepared for the virus. Ghebreyesus stressed that at this time his agency is not recommending any trade or travel restrictions in response to the outbreak. World Health has declared such an emergency just five times before: in 2009 for the swine flu pandemic, in 2014 for a polio outbreak, in 2014 for the ebola outbreak in West Africa, in 2016 for the zika outbreak and in 2019 for the ebola outbreak in the Democratic Republic of Congo. The organization first established the declaration in 2005 after the severe acute respiratory syndrome (SARS) outbreak. In Costa Rica, the Social Security announced the creation of a team of specialists who will work on the guidelines and contingency plans to confront the risk of introducing the latest coronavirus. The authorities confirmed that no cases of infection with this virus have been reported in Costa Rica. According to Mario Ruiz-Cubillo, medical manager of Social Security, the country is in a preparation phase, which includes the follow-up on the cases of this virus in the countries where it has been confirmed. The team of specialists is made up of professionals with extensive experience in clinical aspects, occupational health and biosafety, epidemiological surveillance, risk communication, organization and logistics. The medical manager announced that Social Security is preparing and anticipating a timely response to patients and workers. “The country does not have an emergency,” said Ruiz-Cubillo, however he advises the population to be attentive to the official information provided by the Ministry of Health and by Social Security. The authorities advise increasing prevention measures, which are recommended for respiratory infections and flu such as washing hands with soap and water, covering the mouth with a disposable napkin when coughing or sneezing, as well as keeping home and offices clean. Also, the Ministry of Health announced the activation of an emergency operations center in response to the international alert for the virus. In Costa Rica the alert is coordinated by the National Emergency Commission, which will have to execute a response plan in the event of a possible case of infection found in the country. The special group also includes personnel from the Judicial Investigation Agency, the National Firefighters Institute, the Red Cross, Social Security, the Department of Migration, among other institutions. The General Directorate of Migration will work jointly with the authorities at border posts and airports to develop sanitary measures to prevent the entry of someone with the virus, according to the plan. The special process for people returning to the country from any of the countries with confirmed cases of infection or death from the virus will be reported by the Ministry of Health. To determine if infected persons enter the country, immigration workers and the airlines will have the duty to make a report if a person intends to enter the country with some of the symptoms, the ministry said.
