U.K. Ambassador Concludes Diplomatic Mission In Costa Rica

United Kingdom Ambassador Benjamin Edward Noel Lyster-Binns concluded his diplomatic mission in Costa Rica on Friday, wrapping up five years in the post.


At a farewell meeting at the Ministry of Foreign Affairs in San José, Foreign Minister Arnoldo André highlighted Lyster-Binns’ efforts to strengthen bilateral ties, expand cooperation across multiple sectors and promote shared values such as democracy, human rights and sustainability.


“Together, we have strengthened ties that are truly important,  in growth, security, climate action and the defense of human rights,” Lyster-Binns said in a farewell message published by the U.K. Embassy. “I have worked hand in hand with Costa Rican leaders who share our conviction that small countries can have a big impact on the world.”


Lyster-Binns said his time in Costa Rica included experiences he will never forget.  “But above all, I will remember the people, Costa Rican colleagues who became true friends, the communities that welcomed me with open arms, and the young people who work every day to build a better future,” he added.


According to the Ministry, under Lyster-Binns’ leadership, the bilateral relationship gained renewed momentum and a stronger strategic focus. Among the achievements he cited was international recognition of the High Ambition Coalition for Nature and People (HAC) with the 2024 Earthshot Prize, which allowed Costa Rica to implement the world’s first Marine Payments for Environmental Services program.


The ambassador also strengthened scientific cooperation through work with Kew Gardens to promote biodiversity conservation. In cybersecurity, Costa Rica received support from the University of Oxford’s Global Cyber Security Capacity Centre, which conducted a cybersecurity maturity assessment in 2024.


“The continuation and strengthening of training opportunities through the prestigious Chevening Scholarships is another notable achievement,” André said.





Lyster-Binns facilitated high-level meetings, including the first AACRU Association Council Meeting in 2023 and a 2025 visit by Trade Envoy Jessica Morden. The United Kingdom also backed Costa Rica’s accession process to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).



“Ambassador Lyster-Binns leaves us with much more than a completed term; he leaves a legacy of sincere cooperation, lasting friendship and firm commitment,” André said. “Thanks to his dedication and hard work, our ties not only strengthened but also gained renewed dynamism.”



Both diplomats emphasized the countries’ shared commitment to democracy, human rights and multilateralism, and expressed satisfaction with joint efforts to deepen friendship and cooperation.



Lyster-Binns has served as the United Kingdom’s ambassador to Costa Rica since November 2020.



In January 2025, Edward Roberts was appointed as the new U.K. ambassador to Costa Rica and is expected to assume leadership of the embassy following Lyster-Binns’ departure.



Costa Rica and the United Kingdom have maintained bilateral relations for more than 175 years. Diplomatic ties were formally established in 1848, shortly after Costa Rica declared itself an independent republic. The two countries have collaborated in trade, education, environmental conservation and human rights.
