Costa Rican Ex-Lawmaker Faces Pretrial Restrictions In Sexual Abuse Case

A judge in the Desamparados Canton Criminal Court in San José on Wednesday ordered pretrial restrictions against former lawmaker Fabricio Alvarado-Muńoz after reviewing a case involving multiple sexual harassment complaints.



Alvarado, 52, served two terms in Congress (Legislative Assembly), first from 2014 to 2018 with the National Restoration Party (PRN) and later from April 2022 to April 2026 with the New Republic Party (PNR), a political movement widely described as ultra-conservative and rooted in Christian fundamentalist ideology.



He also ran for president in the 2025 election with the support of his party, but failed to secure enough votes to win the presidency.

According to authorities, the Public Prosecutor’s Office requested the pretrial measures in connection with three sexual harassment complaints filed against Alvarado. The judge ordered him not to contact, harass or interfere in any way with the alleged victims or witnesses.



Among the complainants are reportedly a woman identified by the surname Castillo and former lawmaker Marolin Raquel Azofeifa-Trejos, who served alongside Alvarado in Congress as members of the same political party from April 2022 to April 2026.



Castillo’s complaint became public in August 2025. She accused Alvarado of sexually abusing her when she was 13 years old, allegations stemming from incidents that allegedly occurred nearly two decades ago.






The alleged victim, now 32, filed her complaint in February 2025. She later spoke publicly on social media, claiming the abuse occurred at least 10 times in 2006, when she was 13.


A third woman accusing Alvarado has kept the legal process private, and her identity has not been disclosed publicly.


The Congress is also reviewing the case and could potentially impose sanctions against Alvarado if lawmakers determine there are sufficient grounds to support the allegations.


However, Alvarado’s term as a lawmaker ended April 30, raising questions about whether any sanctions recommended in a congressional report would still be legally enforceable.


Alvarado lives in San José, is married and has two daughters.
