President Laura Fernández-Delgado disclosed Thursday that she had dismissed Manuel Tovar-Rivera as head of the Ministry of Foreign Affairs, the Presidential House announced.

Tovar’s dismissal came as he was representing Costa Rica at the 81st session of the United Nations General Assembly, or UNGA 81, which is taking place this month in New York City, in the U.S. State of New York.

According to the authorities, the decision followed Tovar’s participation Tuesday in the Shield of the Americas Summit, an anti-cartel coalition led by U.S. President Donald Trump. The summit was held at United Nations headquarters in New York City.

The summit also brought together U.S. President Trump; Secretary of State Marco Rubio; Treasury Secretary Scott Bessent; U.S. Trade Representative Jamieson Greer; White House Deputy Chief of Staff for Policy Stephen Miller; and Kristi Noem, the U.S. Department of State’s special envoy to the Shield of the Americas.

The high-level meeting included the presidents of Argentina, Chile,  Ecuador,  Guyana,  Honduras,  Paraguay,  Peru,  Trinidad and Tobago and the Dominican Republic, along with officials from other countries.

Authorities said the conflict arose because Tovar failed to inform Fernández in advance about the Shield of the Americas Summit, which most of the region’s presidents attended to work toward a common front against drug trafficking and organized crime.

“Tovar attended the session without giving prior notice or informing President Fernández of his participation,” the Presidential House said in a statement. “This negligence prevented the president from participating in the summit, causing significant strategic damage.”
