Costa Rica Tightens Pet-Friendly Rules

Costa Rica has tightened its pet-friendly regulations after a recent incident in Escazú, San José, where a child was bitten by a pit bull inside a shopping mall.



According to reports, the boy was attacked on the left leg while shopping with his mother. Witnesses said the dog was not wearing a muzzle and lunged without warning. The child was taken to a medical center for treatment, while the dog’s owner allegedly left the mall with the animal and did not assist the victim or take responsibility.



In response, the Ministry of Health has revised the rules governing pets in public spaces that serve food, such as hotels, restaurants, bars, supermarkets, farmers’ markets, festivals, and fairs, among others, to prevent similar incidents.



Under the updated sanitary order:



  • Only certified service animals, such as guide dogs for the visually impaired, are automatically permitted inside establishments.


  • Service animals may stay inside businesses but are still prohibited from entering areas where food is prepared, sold, or consumed.







Businesses that voluntarily allow pets must meet strict conditions, including:



  • Posting clear signs stating pets are welcome and under what conditions (e.g., collar, leash, or muzzle).



  • Providing waste disposal stations and ensuring owners pick up after their pets.



  • Adding pet-related emergencies to their safety plans.



  • Carrying liability insurance for pet-related accidents or attacks.



  • Requiring pets to remain under the control of a responsible adult at all times.



  • Guaranteeing compliance with all public health and animal welfare laws by both owners and businesses.



  • Training staff on the updated regulations.



Authorities warned that businesses failing to comply may face fines, suspension or cancellation of permits, closure, and even legal consequences for disobeying public health orders.
Health inspectors will be conducting checks in shopping centers and other establishments that admit pets to ensure compliance.



The new rules are already in effect.
