Headquartered in Washington, D.C., Starlink founded by Elon Musk, provides satellite internet access and mobile service coverage in more than 60 countries. The service relies on a low-Earth orbit (LEO) satellite constellation to deliver high-speed, low-latency internet. Its offerings are packaged for residential use, mobile devices and maritime applications. One agreement is with Kölbi, the telecom brand of the state-owned Public Electricity Services Institute (ICE). The company said the strategic alliance is intended to expand access to high-speed satellite internet, particularly in underserved areas of the country.
A second agreement was announced Tuesday by Liberty Latin America, a branch of the telecommunications provider headquartered in the U.S. State of Colorado, that operates in Costa Rica. According to the companies, the partnerships aim to strengthen internet access in remote and rural regions where traditional infrastructure is limited, while also offering connectivity solutions for enterprise and government clients. Liberty said Starlink service is expected to be fully implemented by mid-April. Kölbi reported that it has already begun installing the service.

improving nationwide coverage.
