Police arrest former Venezuelan governor suspected of kidnapping

By the A.M. Costa Rica staff

Wednesday agents of the Judicial Investigating Organization raided the property of a Venezuelan in Coronado* in San José, who was identified as the 63-year-old former governor of the State of Guárico in the South American country. He was identified by his surname Manuitt-Carpio.

Agents also arrested the man's son, 25, who has the surname Manuitt-Morao and another man, 38, surnamed Martínez Cameros.

In another raid in the area of Escazú agents also detained two Costa Ricans, one a 36-year-old man surnamed Aguilar-Aguirre, and a 22-year-old man surnamed Villalobos-Montero.

All were arrested on suspicion of kidnapping and torture.

According to the agents' report, the suspects operate a farm in Coronado where they raise cows for milk production. In April a group of unknown men entered the property and stole some of the cattle.

As a result of the apparent cattle theft, the five suspects went to the homes of farm workers, tied them up and tortured them to obtain identification of the cattle thieves, said judicial agents.

The owners of the farm suspected that their employees knew who took the cattle, and for that reason, they decided to take justice with their own hands, agents said.

According to the investigation report, the agents collected enough information to link the five suspects with at least eight reports of kidnapping and torture.

The five men were taken to the cells of the Public Ministry where they were interrogated by the judicial agents and after that, they must wait until a judge orders the pre-trial measures against him

According to AFP News Agency, in 2009 Costa Rica granted refugee status to the former governor, Manuitt-Carpio, and his family.

Should the Immigration authorities reject the refugee status of the Venezuelan suspects if they are guilty of the accusations?
