Government reduces
bureaucracy procedures

As part of the measures for economic revitalization, the government established the decree No.085-Mideplan-MEIC, to eliminate paperwork and requirements requested by public institutions, announced the Ministry of Planification on Thursday.

According to the ministry, the goal of this decree is the use of the Affidavit Declaration, or Declaracion Jurada in Spanish, a mechanism to replace a series of traditional bureaucratic procedures.

An Affidavit Declaration or just affidavit is a written sworn statement of fact that is voluntarily made by an affiant or deponent under an oath or affirmation which is administered by a person who is authorized to do so by law.

"We have given greater importance to the affidavit, as a fundamental action to speed up the procedures that promote entrepreneurship and economic growth," said Victoria Hernández, Minister of Economy.

The affidavit is an alternative to speedy procedures for individuals or companies when they carry out tasks at government public institutions.

Those organizations are ministries, institutes, municipalities, Social Security, banks, among others.

Also, the decree improves the Single Investment Window system, known as Ventanilla Única de Inversión in Spanish. This is a government platform to carry out the procedures to create new companies.

Some of these procedures are registration of agrochemicals, environmental license, registration of the customs function for companies in industrial areas free of taxes and sanitary operating permit.

Entrepreneurs can make most of the basic procedures to register a new company in one single platform and avoid doing these duties at each one of the government institutions.

The decree also includes a Regulatory Plan that applies to public institutions. In this case, the authorities of public organizations must report to the government the progress in simplifying procedures. The goal is to achieve 100% of improvements by December of this year, said the ministry.
