Former
President of Ecuador arrested
By the A.M. Costa Rica staff and
wire services
The Guayas Prosecutor's Office in western Ecuador,
arrested on Thursday the former president Abdalá Jaime
Bucaram Ortiz after he was detained at his home,
during one of the raids related to the purchase of
medical supplies by the Social Security hospital in
Guayaquil.
Bucaram was President of Ecuador from 1996 to 1997.
According to the Ecuador Prosecutor's report, at
Bucaram’s house, a pistol with several boxes of
ammunition was found. The legal possession of the gun
he could not justify, so he was arrested and
transferred to the Public Ministry.
Through videoconference, the prosecutor David Nelson
del Castillo requested preventive detention against
Bucaram and justified his request with the
presentation of elements of conviction, such as: the
report of the Judicial Police, the apprehension
report, the weapon along with the seized ammunition,
among others items, that were placed in custody.
The Judge of Criminal Guarantees Ismael Figueroa did
not accept the request of the Prosecutor's Office and
ordered a 30-day house arrest for Bucaram. According
to the Magistrate, he considered it appropriate to
impose this measure because the defendant is 68 years
old and has health problems.
Early Wednesday morning, the Prosecutor's Office
raided the home of Bucaram, as part of the
investigation related to the purchase of medical
supplies for the Teodoro Maldonado Carbo Social
Security Hospital in Guayaquil, with alleged
overpricing.
Boxes with medical supplies (around 5,000 masks and
2,000 rapid tests for covid-19) were found in the
former man's home, which were seized as evidence and
entered a chain of custody, said the Prosecutor.
In this case, the Prosecutor investigates an alleged
crime of embezzlement, which is a crime consisting of
the misappropriation of the money belonging to the
State by the people who are in charge of its control
and custody.
