![]() By A.M. Costa Rica staff The Road Safety Council (COSEVI), confirmed that the offices of the institution will be closed from December 21 to January 7, due to holiday vacations. Anyone who needs to make any claim or procedure related to a vehicle, license, plates or fines must wait until the institutions open again in January. "If your vehicle or plates or license is seized during the holidays, you must wait until Monday, January 7 to make the claim or request a refund," the organization confirmed. No type of procedure as a claim on infractions, fines or complaints will be taken care of, since the offices are closed for vacations. Carlos Rivas, legal director of the organization, said "the people who are sanctioned, for example, on Friday, December 21, will be without a vehicle, without a license or without plates until, January 7. That is 16 days. It is better to respect the traffic law." The Traffic Department report shows one of the most frequently sanctioned behaviors is illegal parking. During 2018, more than 35,000 fines were registered for that infraction. The Traffic Law states that when a vehicle is confiscated, the driver must pay the fine plus the cost of custody of the vehicle. This means the driver must pay a fine for each day that the car is in custody - the daily fine is ¢3.985 colones ($6.70).

Cosevi will be closed from December 21 to January 7, due to holiday vacations. As an example, a person whose vehicle is seized on December 21, would have to pay the custody fine for 17 days, of ¢67,745 colones ($113) just for custody expenses. The fines will not expire for seven years so, a driver who has been sanctioned for breaking the law must pay the fine, the cost of custody of the vehicle, any old fines that have not yet expired, plus the corresponding interest. |

RECOPE announces reduction in price of fuel |

![]() By A.M. Costa Rica staff The Costa Rican Petroleum Refinery, RECOPE, filed a request for a reduction in the price of fuels with the Public Services Regulatory Authority. The new price would take effect in the month of January. New prices per liter would be as follows: - Super gasoline will drop ₡40 to ₡597 - Plus91 gasoline will come down by ₡44 to ₡582 - Diesel will decrease by ₡54 to ₡533 RECOPE has stated that the fall in crude oil prices in the international market and the change in the colon/dollar rate are two factors that make it possible to request a reduction in the local fuel market. RECOPE updates and/or adjusts the fuel prices in Costa Rica on the second Friday of each month. The international price of each refined product (not oil) in the preceding 15 days and the variation in the colon/dollar exchange rate are both considered when adjusting the consumer price of the products. According to the institution, the international market presented variations in prices in the following way: 1. Super Gasoline: in November the value was $75.36 per barrel and in December it decreased to $63.184; a decrease of $12.18 per barrel, equivalent to a reduction of 16.16 percent. 2. Gasoline Plus 91: in November the value was $73.18 per barrel and in December, $61.05; this generates a reduction of $12.14 per barrel, equivalent to a decrease of 16.58 percent. 3. Diesel 50: in November the value was $91.23 per barrel and in December $74.07; that is a reduction of $17.15 per barrel, which represents a decrease of 18.8 percent. |

Additionally, the institution took into account a study of the value of the colon which showed an increase in the value of the colon in relation to the dollar. In November, the exchange rate was at ₡616.21. In December, the exchange rate was registered at ₡600.53 which represents a recovery of the colon of 2.54 percent. RECOPE reported that this is the fourth reduction of the year for Plus 91 gasoline and diesel, and the fifth for super gasoline. |

No plate number restriction in San José during the holidays, say police |

![]() By A.M. Costa Rica staff The Traffic Police confirmed that during the holidays from December 22 to January 6, there will not be a restriction of plate numbers in San José. A driver with any license plate number is free to drive on any day in the city. This is because, during the holidays at the end of the year the traffic decreases because the students and the public institution employees are in vacations. For those reasons is not necessary to maintain the rule of plate number restriction in San José. Although there will be no restriction, say police, officers will be alert to arrest any driver who violates the traffic law as speeding drunk driving or drug driving. In addition, the police report that there will be an increased number of officers on traffic duty and that they will regulate the highways to the coasts and the countryside to monitor drivers going on vacation. According to Germán Marín, director of the Traffic Police, although there is a reinforcement of police officers on the routes to the beaches and the countryside that does not mean that surveillance in the cities will decrease. Since the officers will not have to regulate the “drive by number” restriction, there will be more than sufficient officers to monitor infractions “such as improper parking, reckless driving, speeding or drunk driving. These behaviors are very common on holidays," Director Marín said. |

The traffic police report that the holiday operations will include an increase in the presence of officers at the horse parade (known as Tope), the San Jose Carnival and the Popular Festival of Zapote. "We are going to distribute the officers in such a way that we can attend the capital, but we know that most people will be in rural areas and that is where we must also patrol," said Director Marin. |
