U.S. Embassy employees respond
to the call for blood donation

Employees of the U.S. Embassy responded to Social Security’s call for blood donations of any type in order that the reserves in the National Blood Bank will remain at a viable level, able to satisfy the usual and extraordinary demand of blood by hospitals during the holidays.

More than 40 employees volunteered to be blood donors, say the embassy, responding to Social Security’s call of, “ a voluntary act that saves lives."

The National Blood Bank states that this blood donation campaign will be active from Monday to Friday, from 7 a.m. until 3 p.m., and on Saturdays from 8 a.m. until 12 noon. Donations can be made in the clinic of the organization in Via 204 and Avenue 32 in Zapote.

Dr. Sebastián Molina, a specialist at the National Blood Bank, confirms that hospitals in the country are expecting a rising demand for blood in the coming days as a result of potential accidents. "The institution is making a special call for people to come to donate during the months of December and January,”  Dr Molina said.

People interested in donating must weigh more than 50 kilos, present a valid national identity card or residence card, be between 18 to 65 years old, be in good health, and eat a light breakfast before donating.

According to the National Blood Bank, the goal is to supply the demand of the different hospitals in the country during the holidays, as well as to maintain the necessary stock of blood for any emergency.



Drunk drivers will be sent directly
to jail, said Attorney General

The Attorney General, in coordination with the traffic police, announced the implementation of new actions to detect and prosecute those who drive under the influence of alcohol or drugs.

According to Emilia Navas, General Attorney, any person who is arrested for the crime of reckless or drunk driving will go directly to prisons of the Judicial Investigation Organization.

"I have told the prosecutors throughout the country that the way they must handle in the cases of people arrested for these events will change, which means that the person driving after having consumed liquor or drugs will be arrested, transferred to cells of the judicial police, investigated and processed," said Navas.

Navas added that the investigation and processing means that all persons arrested for drunk driving will have fingerprints taken, will be photographed and identification information will be placed in a criminal file.

Prior to this, said Navas, the procedure was to record identifying information and then release the individual without opening a criminal file. Now, each drunk driver will be processed and a criminal file will be opened.

The changes will give each prosecutor the responsibility of analyzing each case and deciding on whether to ask for precautionary measures. This is already established in the Law.

"The prosecutors and traffic officers have decided to work jointly to strengthen their policies regarding the crime of reckless and drunk driving and we are aware of the seriousness of this criminal act and its consequences," said. Navas

According to German Marin, director of the Traffic Police,  they are increasing operations on the roads to detect drunk drivers. "The message we want to make clear is that, if you are going to drive a vehicle, you must be totally sober."

Marin added that  last year 458 people died accidents and so far in 2018, 415 people have died. There are multiple factors for each accident but include driving under the effects of liquor and drugs.

Navas confirmed that next year the prosecutor’s office will continue to work with the Traffic Department, the Judicial Investigation Organization and the police, in order to improve the reparation plans for damage caused, when the accused persons decide to submit to the application of an alternative measure.

All persons arrested for drunk driving will have
a criminal record.

Reparation plans for damages are donations or communal work done by drivers convicted of driving drunk. According to Navas, this alternative measure of punishment is not consistent with the seriousness of the facts and the consequences of this crime.

According to the Traffic Law, liquor consumption limits established in the Penal Code equate to a blood alcohol level of 0.75 grams if blood is drawn and 0.38 milligrams on the breathalyzer.

The penal code imposes a sentence of one to three years in jail for crimes such as reckless driving. This would include:

-Drives under the influence of alcoholic beverages, with a concentration of alcohol in the blood higher than 0.75 grams per liter of blood or with a breathalyzer test result of 0.38 milligrams per liter, in both cases for any type of driver.

-A blood alcohol level of more than 0.5 grams in a blood test or more that 0.25milligrams on the breathalyzer if the person being tested is a new or a professional driver.

This offense also applies in cases where the driver is under the influence of toxic drugs, narcotics, psychotropic substances or other substances that produce states of mental alteration and analgesic or depressive effects, according to the definitions, scope and characteristics established by the Health Ministry.



Coastguard helps British tourist injured at Flamingo beach

The National Coast Guard Service reported that it had responded to an emergency call on behalf of a Welsh tourist identified as Ed Cole, 59 years old, who was injured in Santa Cruz in Guanacaste.

The rescue report stated that Cole was diving near Flamingo beach. When he returned to the tourist boat, he fell and hit his head while trying to board.  Cole hit his head hard and was bleeding heavily.

The Luis Diego Castro coastguard in the area responded to an emergency call from the tourist boat. They rendered first aid and managed to stop the bleeding.

They then coordinated ambulance service for Cole and transported him to to the Enrique Baltodano Briceño Hospital in the city of Liberia.

The emergency medical team of the Hospital reported that Cole was in good general health and left the medical center on his own.

Solving claims on your vehicle, license,
plates or fines must wait until January 7

The Road Safety Council (COSEVI), confirmed that the offices of the institution will be closed from December 21 to January 7, due to holiday vacations.

Anyone who needs to make any claim or procedure related to a vehicle, license, plates or fines must wait until the institutions open again in January.

"If your vehicle or plates or license is seized during the holidays, you must wait until Monday, January 7 to make the claim or request a refund," the organization confirmed.

No type of procedure as a claim on infractions, fines or complaints will be taken care of, since the offices are closed for vacations.

Carlos Rivas, legal director of the organization, said "the people who are sanctioned, for example, on Friday, December 21, will be without a vehicle, without a license or without plates until, January 7. That is 16 days.  It is better to respect the traffic law."

The Traffic Department report shows one of the most frequently sanctioned behaviors is illegal parking. During 2018, more than 35,000 fines were registered for that infraction.

The Traffic Law states that when a vehicle is confiscated, the driver must pay the fine plus the cost of custody of the vehicle. This means the driver must pay a fine for each day that the car is in custody - the daily fine is ¢3.985 colones ($6.70).

Cosevi will be closed from December 21

As an example, a person whose vehicle is seized on December 21, would have to pay the custody fine for 17 days, of ¢67,745 colones ($113) just for custody expenses.

The fines will not expire for seven years so, a driver who has been sanctioned for breaking the law must pay the fine, the cost of custody of the vehicle, any old fines that have not yet expired, plus the corresponding interest.

RECOPE announces reduction in price of fuel

The Costa Rican Petroleum Refinery, RECOPE, filed a request for a reduction in the price of fuels with the Public Services Regulatory Authority. The new price would take effect in the month of January.

New prices per liter would be as follows:
- Super gasoline will drop ₡40 to
597
- Plus91 gasoline will come down by
44 to 582
- Diesel will decrease by ₡54 to
533

RECOPE has stated that the fall in crude oil prices in the international market and the change in the colon/dollar rate are two factors that make it possible to request a reduction in the local fuel market.

RECOPE updates and/or adjusts the fuel prices in Costa Rica on the second Friday of each month.  The international price of each refined product (not oil) in the preceding 15 days and the variation in the colon/dollar exchange rate are both considered when adjusting the consumer price of the products.

According to the institution, the international market presented variations in prices in the following way:

1. Super Gasoline: in November the value was $75.36 per barrel and in December it decreased to $63.184; a decrease of $12.18 per barrel, equivalent to a reduction of 16.16 percent.

2. Gasoline Plus 91: in November the value was $73.18 per barrel and in December, $61.05; this generates a reduction of $12.14 per barrel, equivalent to a decrease of 16.58 percent.

3. Diesel 50: in November the value was $91.23 per barrel and in December $74.07; that is a reduction of $17.15 per barrel, which represents a decrease of 18.8 percent.

Additionally, the institution took into account a study of the value of the colon which showed an increase in the value of the colon in relation to the dollar. In November, the exchange rate was at ₡616.21. In December, the exchange rate was registered at ₡600.53 which represents a recovery of the colon of 2.54 percent.

RECOPE reported that this is the fourth reduction of the year for Plus 91 gasoline and diesel, and the fifth for super gasoline.

No plate number restriction in San José
during the holidays, say police

The Traffic Police confirmed that during the holidays from December 22 to January 6, there will not be a restriction of plate numbers in San José. A driver with any license plate number is free to drive on any day in the city.

This is because, during the holidays at the end of the year the traffic decreases because the students and the public institution employees are in vacations. For those reasons is not necessary to maintain the rule of plate number restriction in San José.

Although there will be no restriction, say police, officers will be alert to arrest any driver who violates the traffic law as speeding drunk driving or drug driving.

In addition, the police report that there will be an increased number of officers on traffic duty and that they will regulate the highways to the coasts and the countryside to monitor drivers going on vacation.

According to Germán Marín, director of the Traffic Police, although there is a reinforcement of police officers on the routes to the beaches and the countryside that does not mean that surveillance in the cities will decrease.

Since the officers will not have to regulate the “drive by number” restriction, there will be more than sufficient officers to monitor infractions “such as improper parking, reckless driving, speeding or drunk driving. These behaviors are very common on holidays," Director Marín said.

From December 22 to January 6, there will not be
a restriction of plate numbers in San José.


The traffic police report that the holiday operations will include an increase in the presence of officers at the horse parade (known as Tope), the San Jose Carnival and the Popular Festival of Zapote.

"We are going to distribute the officers in such a way that we can attend the capital, but we know that most people will be in rural areas and that is where we must also patrol," said Director Marin.
