Government commits to improving Hammerhead Shark Sanctuary |

The Environmental Ministry and Misión Tiburón (shark mission) are committed to increasing ocean conservation efforts. One of their efforts is aimed at the hammerhead shark sanctuary in Golfo Dulce. Costa Rica is world famous for its biodiversity but its waters are over-exploited and contaminated. In the hope of correcting the situation, the Ministry and the organization signed an agreement to improve the conditions in the sanctuary with the hope of increasing the shark population. According to the Conservation Biology Journal, populations of eight of the twelve species of sharks and rays on Cocos Island have decreased in the last 20 years. According to Carlos Rodríguez, Minister of the Environment, the objective is to contribute to scientific research, monitoring the population of hammerheads and other species, strengthen the control and surveillance program, and improve the capacities of public officials and others. "The government is pleased to work with Misión Tiburón in the interest of recognizing that 92 percent of its territory is marine and as such we include it in the scale of national values and principles and as a fundamental part of the country's development,” said Rodriguez. Ilena Zanella, President of Misión Tiburón, added that, "the Hammerhead Shark Sanctuary was created to protect an important breeding area for this endangered species. Strengthening this Sanctuary will benefit the hammerhead population throughout the Eastern Tropical Pacific region, including our Coco Island." |

Police will close streets near Children's Museum Christmas Festival on Saturday |

The first Christmas activity in Costa Rica is traditionally the Christmas Festival at the Children’s Museum on December first. Police will close roads near the museum at 2p.m. to ensure the continuity of the festival. The Christmas Festival at the museum starts at 10 a.m. with games, dances, and children's concerts and continues through the evening when the museum will be lit for Christmas, followed by a fireworks display. It is expected that thousands of families will attend the festival. In order to avoid serious traffic problems and accidents, the police announced that 4th Street from the east side of the Bank of Costa Rica, on Second Avenue, to the Children's Museum will be closed in the early afternoon German Marín, director of the police, confirmed that there will be “regulated passage” on Avenues 1, 3, 5 and 7 and that Avenue 9, the closest to the museum, will be closed in mid-afternoon due to the presence of pedestrians. “The avenues will have to be closed due to the possible presence of a large number of people,” said Marín, and drivers should remember the festival crowds when planning their route. According to Marín, impact on vehicle traffic should be slightly less than in previous years because the festival will be on a Saturday when traffic is usually lower in the capital than it is on weekdays. The police call to parents, "so that they do not neglect their children and walk only on the sidewalks," because, when the roads are closed to cars, the public tends to invade them. |

Christmas activities in San José begin Saturday |

This weekend Christmas activities begin in San José with concerts, craft sales, typical foods, and outdoor activities. The most important activity in San José is the Christmas Festival at the Children’s Museum. Thousands of light bulbs light up the "Castle of Dreams" in the 18th edition of the facade lighting of the Children's Museum this Saturday, December 1st, starting at 6:30p.m. The lightubg follows activities that begin at 10 a.m. in the museum. The main show will be the games of lights and fireworks that will include the participation of more than 25 characters, actors and dancers on stage, video-mapping, a play of lights, surprises for children, the lighting of the more than 4,000 bulbs that decorate the outline of the facade, and impressive fireworks. Among the options, you can find the Fair "Hecho Aquí" in the Old Customs House where crafts, books, and all kinds of souvenirs will be sold. This is a cultural fair that starts today at 10 a.m. and runs until Sunday, December 2, at 7 p.m. The activity is for all the public and admission is free. The Christmas Festival of La Libertad Park in Desamparados, starts on Saturday, December 1 at 10 a.m. and continues until 7 p.m. The festival has a sale of typical foods, games in the open air, zumba and music. The activity is for everyone and admission is free. The National Symphony Orchestra closes its Official 2018 Season with the presentation of the German pianist Markus Groh who will perform the "Concert No. 2 for Piano," by the German composer Johannes Brahms. The concert will be Friday at 8 p.m., and on Sunday, December 2 at 10:30 a.m., at the National Theater of Costa Rica. The pianist, who is visiting Costa Rica for the second year in a row, has performed with symphony orchestras from New York, Philadelphia, San Francisco, Baltimore, Houston, Washington National Orchestra, D.C. and Seattle, and outside the United States with the Vancouver Symphony Orchestra, the Beijing Symphony, Berlin, Bournemouth in England, Residentie Orkest / La Haye, the Helsinki Philharmonic and the London Symphony, among others. Tickets can be purchased at the theater ticket office. National Theater is in first avenue San Jose downtown.

The Band of San José will give the Christmas Concert on Sunday, December 2, at noon, in the Puriscal Park. UN Chief appeals to G-20 leaders for cooperation on urgent global issues |

U.N. Secretary-General Antonio Guterres has appealed to G-20 leaders ahead of their meetings this week to cooperate more to address some of the planet's most pressing issues. "Threats to human prosperity are becoming increasingly acute," Guterres wrote in a five-page letter dated Nov. 16 and released by the U.N. on Wednesday. "More, rather than less, cooperation is needed," he said. Guterres detailed threats from global hunger to climate-related disasters to the need for empowering women and harnessing technology for good. He said multilateralism must be "preserved and renewed," and he urged international support for the U.N.'s Sustainable Development Goals (SDGs), which he said "provide us with an agreed blueprint to tackle the most daunting challenges of our times." The U.N. General Assembly adopted the SDGs in 2015. The 17 global goals provide a framework for ending extreme poverty and hunger, improving health and education, and protecting the planet, all by 2030. "I hope leaders at the G-20 will give it a strong push forward," Guterres told reporters ahead of his departure for the summit in Argentina. The U.N. chief is also grappling with a series of international crises and conflicts. At the top of the list is the nearly four-year-old war in Yemen that has left half that nation —14 million people— on the brink of starvation. "We are at a very crucial moment in relation to Yemen," Guterres said in response to reporters' questions. "I believe there is a chance to be able to start effective negotiations in Sweden early in December, but we are not yet there." His special envoy, Martin Griffiths, has been shuttling around the region talking to key players and trying to get them to the negotiating table in Sweden. Saudi Arabia, which leads the pro-government coalition bombing the Iranian-backed Houthi rebels in Yemen, will be represented at the G-20 by Crown Prince Mohammed Bin Salman. Asked if he would meet with the prince, who has come under international scrutiny for his possible role in the brutal murder of a Saudi dissident journalist, Guterres said he is ready to meet him. "I'm ready to discuss it with the crown prince or with any other Saudi officials, because I believe it is a very important objective at the present moment," Guterres said. "If we are able to stop the Yemeni war, we will be stopping the most tragic humanitarian disaster we are facing in today's world." The U.N. chief also made a big pitch for action on climate change. |

In 2015, leaders made ambitious commitments under the Paris Agreement to mitigate the effects of climate change and adapt to its effects. China and the United States — the world's two biggest emitters of greenhouse gases — both joined the deal, but the U.S. under the Trump administration announced its intention to withdraw. "The members of the G-20 are responsible for more than three-quarters of greenhouse emissions," Guterres told reporters. "Yet, it is equally true that G-20 members have the power to bend the emissions curve. They also have the resources to provide the financing needed for both mitigation and adaptation," he added. The U.N. chief has insisted that greening the global economy will be good for everyone, creating jobs and investment opportunities. After the G-20, Guterres will travel to Katowice, Poland, for the Conference of the Parties (COP- 24) to the Paris accord. The G20 (or Group of Twenty) is an international forum for the governments and central bank governors from Argentina, Australia, Brazil, Canada, China, the European Union, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United Kingdom, and the United States. It was founded in 1999 with the aim of discuss policy pertaining to the promotion of international financial stability. |

Claims of robbery on the Pacific Coast have diminished, police said |

By A.M. Costa Rica staff The Security Ministry reports that the decrease in robbery complaints in the Pacific Coast area is due to police operations. "The intense police work carried out by police officers to combat crimes against property has allowed a significant decrease in the number of complaints of these crimes," says the ministry report. For the year, and as of November 15, 100 fewer complaints were received compared to the same period of the previous year. The places where this decrease is most reflected are Puntarenas, Esparza, Quepos, Chomes and Parrita. The report says "thefts and invasions of houses and assaults on businesses are the crimes that show the greatest decrease." There has also been a reported increase in the confiscation of firearms. During 2018 the police officers seized a total of 176 weapons: 91 are pistols, 58 revolvers, 10 rifles, 6 shotguns and 13 handmade weapons. The number of arrests for the period has also increased, "7,280 arrests were recorded, of which 3,811 are due to drug-related crimes, 459 for crimes against property and 730 for domestic violence.”

Police has also been a reported increase in the confiscation of firearms. The ministry also reports an increase in the seizure of drugs. "In total, 15,922 grams of marijuana, 3,424 grams of cocaine and 1,952 grams of crack have been seized." The police announced that the operations will continue for the rest of the year, especially in places visited by tourists. |
