Police call for help to find missing Florida tourist

Judicial Investigation Organization is asking for help to find Carla Stefaniak, 36 years old, who has been missing for three days. Ms Stefaniak was born in Venezuela and is a resident of Florida.

Ms Stefaniak’s relatives report that she came to Costa Rica with other relatives to celebrate a family member’s birthday.

Most of the family returned to the United States but Stefaniak decided to stay in the country visiting places like San Jose, Jaco, Quepos and San Carlos.

On November 28, the day of her trip back to the United States, she disappeared.

According to April Antonieta, Carla's sister-in-law who was also in Costa Rica for the birthday celebration said that family members are asking for help in finding their relative.

"My close friend and sister-in-law Carla Stefaniak (Carla Margarita) just disappeared in Costa Rica. She took an Uber around 1:00 pm from Thrifty car rental to her Airbnb. The Uber driver waited for her for about 50 minutes before taking her for a tour around San Jose. She arrived back to her Airbnb between 4 and 5 p.m. The last time we heard from her was on 11/27 around 8 p.m. when she said it was raining crazy and power went out. She continued with, ‘Its pretty sketchy here.’ She had stayed at the villa she found on Airbnb’s site. She had a flight next day (11/28) at 1:30 pm, but she never showed up. She has shown no sign of online presence since 11/27 at 8p.m. "

According to Ms Antonieta, they have reported the case to the Embassy, FBI and Costa Rican judicial investigators. "The U.S. Embassy in Costa Rica and FBI are already alerted, they are trying to work with local authorities."

The family asks for any information to help to find Carla. "Words cannot express how shocking and devastating this is to her family and her friends. If anyone can help with this situation, it will be highly appreciated."

Police train 6 thousand children in violence avoidance

The Security Ministry, with the support of the United States Embassy, trained 6,000 children in the ‘GREAT’ program this year.

Gang Resistance Education And Training (G.R.E.A.T.) is an evidence-based and effective gang and violence prevention program built around school-based, law enforcement officer-instructed classroom curricula.

Thursday was the graduation of the last group of school children of the Carolina Dent School in the town of Sagrada Familia.

The students took an oath to avoid violence.

"I am committed to using my GREAT skills to reduce violence in my community, working to resolve conflicts peacefully, and stop bullying every time I see it." was the student's oath.

Among the students who received their "GREAT" degree, David Rodríguez stood out. He said that this course helped him learn strategies to stop fights among his classmates.

"I liked it a lot because they taught us not to get involved in gangs, not to use drugs and not to steal. One day some school mates were fighting, so I applied the steps of the book and I could stop the fight," said David.

Daniel Calderón, police General Director, said that the program is important because it gives new tools to children and teaches them how to face situations where there is violence.

learn strategies to stop fights among his classmates.



"The police know that we should focus our efforts on prevention and working with children is one of the most rewarding experiences for any police officer. In this effort the U.S. Embassy has been a great collaborator for us in all these programs that are aimed at the student population. The idea is to give better tools to the children so that they face their lives and leave us a better country in the future," said Calderón.

The GREAT program is intended as an immunization against delinquency, youth violence, and gang membership for children in the years immediately before they are introduced to gangs and delinquent behavior.

Teachers reject Ministry proposal – strike continues

In Costa Rica, there are three unions of employees of the Ministry of Education, the National Association of Educators (ANDE), the Union of Workers of Costa Rican Education (SEC), and the Association of Secondary Teachers (APSE). Each of these organizations has its internal organization and an independent leadership structure.

Yesterday, the SEC union accepted the proposal of the Ministry of Education, ending the strike of its members. "We agreed to stop the strike in a vote that was made in a democratic, inclusive and participatory manner, and the members will return to the schools on Monday, December 3," the union said in a brief statement.

The other two unions are still on strike.

APSE members are continuing to analyze the Ministry's proposal, confirmed Mélida Cedeño, president of that union.  She said "we are carrying out the consultation process on the draft agreement proposal regarding the strike." She denied any news that the union has already made an official decision on ending the strike and said that the decision would be made and communicated in a timely manner.

Leaders of ANDE confirmed that the members are still on strike. "The National Council of Representatives of ANDE analyzed the results of the consultation made to the bases (referring to the members), between yesterday and Thursday.
The query yields the following results:
• 41.42 percent in favor of the draft proposal.
• 58.58 percent against the draft proposal.

Consequently, by majority agreement of the bases (referring to the members), it is decided to reject the draft proposal document and go on strike.” said the union in a statement.

Today is the 82nd day of a continuous strike that began on September 10. Although the Labor Court reaffirmed that the strike of these three unions is illegal, the unions continue to protest against the new tax plan known as bill project #20,580.

Government commits to improving
Hammerhead Shark Sanctuary

The Environmental Ministry and Misión Tiburón (shark mission) are committed to increasing ocean conservation efforts. One of their efforts is aimed at the hammerhead shark sanctuary in Golfo Dulce.

Costa Rica is world famous for its biodiversity but its waters are over-exploited and contaminated. In the hope of correcting the situation, the Ministry and the organization signed an agreement to improve the conditions in the sanctuary with the hope of increasing the shark population.

According to the Conservation Biology Journal, populations of eight of the twelve species of sharks and rays on Cocos Island have decreased in the last 20 years.

According to Carlos Rodríguez, Minister of the Environment, the objective is to contribute to scientific research, monitoring the population of hammerheads and other species, strengthen the control and surveillance program, and improve the capacities of public officials and others.

"The government is pleased to work with Misión Tiburón in the interest of recognizing that 92 percent of its territory is marine and as such we include it in the scale of national values and principles and as a fundamental part of the country's development,” said Rodriguez.

Ilena Zanella, President of Misión Tiburón, added that, "the Hammerhead Shark Sanctuary was created to protect an important breeding area for this endangered species. Strengthening this Sanctuary will benefit the hammerhead population throughout the Eastern Tropical Pacific region, including our Coco Island."

The Declaration of Hammerhead Shark in Golfo Dulce was given by decree the previous government of Luis Guillermo Solis.

It was based on Article 50 of the Political Constitution which says that "the government shall guarantee, defend and preserve the right to a healthy and ecologically balanced environment."

Police will close streets near Children's
Museum Christmas Festival on Saturday

The first Christmas activity in Costa Rica is traditionally the Christmas Festival at the Children’s Museum on December first. Police will close roads near the museum at 2p.m. to ensure the continuity of the festival. 

The Christmas Festival at the museum starts at 10 a.m. with games, dances, and children's concerts and continues through the evening when the museum will be lit for Christmas, followed by a fireworks display. It is expected that thousands of families will attend the festival.

In order to avoid serious traffic problems and accidents, the police announced that 4th Street from the east side of the Bank of Costa Rica, on Second Avenue, to the Children's Museum will be closed in the early afternoon

German Marín, director of the police, confirmed that there will be “regulated passage” on Avenues 1, 3, 5 and 7 and that Avenue 9, the closest to the museum, will be closed in mid-afternoon due to the presence of pedestrians.

“The avenues will have to be closed due to the possible presence of a large number of people,” said Marín, and drivers should remember the festival crowds when planning their route.

According to Marín, impact on vehicle traffic should be slightly less than in previous years because the festival will be on a Saturday when traffic is usually lower in the capital than it is on weekdays.

The police call to parents, "so that they do not neglect their children and walk only on the sidewalks," because, when the roads are closed to cars, the public tends to invade them.

Other recommendations of the police are: not running, wear reflective clothing, cross at the corners, do not cross with the red light in the corners and ignore the instructions of traffic officials, do not arrive by car - look for another option as travel by taxi, train or bus. Those who park in unauthorized spaces will be fined.

The traditional illumination of the Children's Museum building marks the beginning of Christmas in San José.

Christmas activities in San José begin Saturday

This weekend Christmas activities begin in San José with concerts, craft sales, typical foods, and outdoor activities.

The most important activity in San José is the Christmas Festival at the Children’s Museum. Thousands of light bulbs light up the "Castle of Dreams" in the 18th edition of the facade lighting of the Children's Museum this Saturday, December 1st, starting at 6:30p.m. The lightubg follows activities that begin at 10 a.m. in the museum.

The main show will be the games of lights and fireworks that will include the participation of more than 25 characters, actors and dancers on stage, video-mapping, a play of lights, surprises for children, the lighting of the more than 4,000 bulbs that decorate the outline of the facade, and impressive fireworks.

Among the options, you can find the Fair "Hecho Aquí" in the Old Customs House where crafts, books, and all kinds of souvenirs will be sold. This is a cultural fair that starts today at 10 a.m. and runs until Sunday, December 2, at 7 p.m. The activity is for all the public and admission is free.

The Christmas Festival of La Libertad Park in Desamparados, starts on Saturday, December 1 at 10 a.m. and continues until 7 p.m. The festival has a sale of typical foods, games in the open air, zumba and music. The activity is for everyone and admission is free.

The National Symphony Orchestra closes its Official 2018 Season with the presentation of the German pianist Markus Groh who will perform the "Concert No. 2 for Piano," by the German composer Johannes Brahms. The concert will be Friday at 8 p.m., and on Sunday, December 2 at 10:30 a.m., at the National Theater of Costa Rica.

The pianist, who is visiting Costa Rica for the second year in a row, has performed with symphony orchestras from New York, Philadelphia, San Francisco, Baltimore, Houston, Washington National Orchestra, D.C. and Seattle, and outside the United States with the Vancouver Symphony Orchestra, the Beijing Symphony, Berlin, Bournemouth in England, Residentie Orkest / La Haye, the Helsinki Philharmonic and the London Symphony, among others. Tickets can be purchased at the theater ticket office. National Theater is in first avenue San Jose downtown.

The Band of Acosta is continuing to give concerts to raise funds to pay the costs of the trip to the Rose Parade.


On Saturday, Costa Ricans celebrate the abolition of its national army. The ceremony in commemoration of the 70th anniversary of the Abolition of the Army, organized by the Presidential House, will be at the gardens of the National Museum of Costa Rica on December first beginning at 9 a.m. President Alvarado will give a speech at the ceremony.

The Band of Acosta, which was chosen to represent Costa Rican music in the Rose Parade in California, is continuing to give concerts to raise funds to pay the costs of the trip to Pasadena. On Saturday they will be performing with the musicians and dancers in the Moravian park at 5 p.m. Admission is free. Donations are optional.

The Band of San José will give the Christmas Concert on Sunday, December 2, at noon, in the Puriscal Park. Free admission

UN Chief appeals to G-20 leaders for
cooperation on urgent global issues

U.N. Secretary-General Antonio Guterres has appealed to G-20 leaders ahead of their meetings this week to cooperate more to address some of the planet's most pressing issues.

"Threats to human prosperity are becoming increasingly acute," Guterres wrote in a five-page letter dated Nov. 16 and released by the U.N. on Wednesday. "More, rather than less, cooperation is needed," he said.

Guterres detailed threats from global hunger to climate-related disasters to the need for empowering women and harnessing technology for good. He said multilateralism must be "preserved and renewed," and he urged international support for the U.N.'s Sustainable Development Goals (SDGs), which he said "provide us with an agreed blueprint to tackle the most daunting challenges of our times."

The U.N. General Assembly adopted the SDGs in 2015. The 17 global goals provide a framework for ending extreme poverty and hunger, improving health and education, and protecting the planet, all by 2030.

"I hope leaders at the G-20 will give it a strong push forward," Guterres told reporters ahead of his departure for the summit in Argentina.

The U.N. chief is also grappling with a series of international crises and conflicts. At the top of the list is the nearly four-year-old war in Yemen that has left half that nation —14 million people— on the brink of starvation.

"We are at a very crucial moment in relation to Yemen," Guterres said in response to reporters' questions. "I believe there is a chance to be able to start effective negotiations in Sweden early in December, but we are not yet there."

His special envoy, Martin Griffiths, has been shuttling around the region talking to key players and trying to get them to the negotiating table in Sweden. Saudi Arabia, which leads the pro-government coalition bombing the Iranian-backed Houthi rebels in Yemen, will be represented at the G-20 by Crown Prince Mohammed Bin Salman. Asked if he would meet with the prince, who has come under international scrutiny for his possible role in the brutal murder of a Saudi dissident journalist, Guterres said he is ready to meet him.

"I'm ready to discuss it with the crown prince or with any other Saudi officials, because I believe it is a very important objective at the present moment," Guterres said. "If we are able to stop the Yemeni war, we will be stopping the most tragic humanitarian disaster we are facing in today's world."

The U.N. chief also made a big pitch for action on climate change.

"Climate action can no longer wait," he wrote. "Decisive action to halt the progress of climate change is imperative."

In 2015, leaders made ambitious commitments under the Paris Agreement to mitigate the effects of climate change and adapt to its effects. China and the United States — the world's two biggest emitters of greenhouse gases — both joined the deal, but the U.S. under the Trump administration announced its intention to withdraw.

"The members of the G-20 are responsible for more than three-quarters of greenhouse emissions," Guterres told reporters. "Yet, it is equally true that G-20 members have the power to bend the emissions curve. They also have the resources to provide the financing needed for both mitigation and adaptation," he added.

The U.N. chief has insisted that greening the global economy will be good for everyone, creating jobs and investment opportunities.

After the G-20, Guterres will travel to Katowice, Poland, for the Conference of the Parties (COP- 24) to the Paris accord.

The G20 (or Group of Twenty) is an international forum for the governments and central bank governors from Argentina, Australia, Brazil, Canada, China, the European Union, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United Kingdom, and the United States. It was founded in 1999 with the aim of discuss policy pertaining to the promotion of international financial stability.

Claims of robbery on the Pacific
Coast have diminished, police said

The Security Ministry reports that the decrease in robbery complaints in the Pacific Coast area is due to police operations.

"The intense police work carried out by police officers to combat crimes against property has allowed a significant decrease in the number of complaints of these crimes," says the ministry report.

For the year, and as of November 15, 100 fewer complaints were received compared to the same period of the previous year. The places where this decrease is most reflected are Puntarenas, Esparza, Quepos, Chomes and Parrita.

The report says "thefts and invasions of houses and assaults on businesses are the crimes that show the greatest decrease."

There has also been a reported increase in the confiscation of firearms. During 2018 the police officers seized a total of 176 weapons: 91 are pistols, 58 revolvers, 10 rifles, 6 shotguns and 13 handmade weapons.

The number of arrests for the period has also increased, "7,280 arrests were recorded, of which 3,811 are due to drug-related crimes, 459 for crimes against property and 730 for domestic violence.”

Police has also been a reported increase
in the confiscation of firearms.


The ministry also reports an increase in the seizure of drugs. "In total, 15,922 grams of marijuana, 3,424 grams of cocaine and 1,952 grams of crack have been seized."

The police announced that the operations will continue for the rest of the year, especially in places visited by tourists.
