Public Works Ministry announces demolition of 30 houses |

According to the Public Works Ministry, soon the country will have modern highway, #39, which will connect the main roads between San Jose and Pacific and Atlantic coasts. Construction of the highway required the demolition of 30 houses. According to the Ministry, work to complete the highway which is called the Circunvalacion, is advancing with simultaneous work on 3 of its 4 sections. It is estimated that section 2B, which began in September of last year is 85 percent completed and will enter into service in December. Section 2B covers the area between León XIII and Colima in Tibás, where a 1.3 km long four-lane road is being built. The Ministry also confirms that "constructive work is progressing on Functional Unit 3” which is 25 percent completed. The work on this unit began last March, and includes a section that will connect Colima de Tibas with the entrance to the Virilla River Bridge. This project includes the construction of 2.25 km of viaduct, four lanes, and access to existing properties and streets. The Ministry announced that part of the work, which began last August, included the construction of the new school José Rafael Vargas Quirós in Colima de Tibás, which is 15 percent complete. Finally, the work in the fourth area is 5 percent complete. Squatters had occupied part of the area where work was to be done so demolition teams of the ministry had to clear the land. Demolition was required "To free part of the land needed to continue the work of the first intersection at three levels of the country and a 400-meter road to four lanes.” The new road connect Calle Blancos with Route 32 and the entrance to the Rio Virilla Bridge in Tibas said the Ministry.

Construction of the highway required the demolition of 30 houses. According to the Ministry, the demolition teams, with the support of the police, destroyed approximately 30 homes made by hand by a group of squatters who had invaded the property belonging to the ministry. According to the police report "the families were evicted from the dangerous area known as in the Triangle of Solidarity." Since August, the ministry's demolition team has carried out several evictions and has cleaned up the area that is destined for the highway expansion project. According to the Ministry, "there are still some houses to demolish,” but they hope to have the area cleared during November. The new highway project will link routes from Caldera Port on the Pacific Coast with the capital in San José and then to the port of Limón on the Atlantic Coast. |

Tortuguero Park confirms increase in jaguar population |

A report from the Environmental Ministry, states that, in addition to the increase in the population of turtles that arrives to spawn in the Tortuguero National Park, there is also an increase in the population of Jaguars. Park rangers spotted four jaguars, confirming the increase of this population of felines, a species in danger of extinction in the region. Carlos Rodriguez, Environment Minister confirmed that the signs are clear and that there are “great indicators that the ecosystem has been restored." On the occasion of the Turtle Festival, the inhabitants in the vicinity of the park announced their aspiration to become the first community to do away with single use plastic. Created in 1970, the Tortuguero National Park was one of the first conservation areas in Costa Rica. Its objective is the protection of the nesting site of the green turtle, an activity that has resulted in an increasing stabilization of the ecology of the area. "Tortuguero is sending a powerful message to the world. It is a successful case of the outstanding work of the inhabitants to conserve the biodiversity of the place where they live," said Minister Rodríguez. The count of new jaguars also "confirms the observations of Costa Rican scientists, the population of these felines is also increasing," added the minister. According to the ministry, 124,000 tourists, 90 percent of whom are foreigners, visit the park, creating work for the inhabitants of the area who offer services in tourism, restaurants, and hotels. |

The government announced that it would make an investment of more than $2.5 million in order to improve facilities in the area, including those, “to improve the runway of the Tortuguero airport, the construction of an aircraft parking platform and a new terminal that meets all the conditions for passenger attention, as well as offices of police officers among other improvements.” |

Government invests to prevent dry season damage in Guanacaste |

President Carlos Alvarado confirmed that "Guanacaste is the province that is most shaped for development." Consequently, the government has increased its attention on travelers at the Daniel Oduber airport to cope with tourism and export trips and to attract new businesses. "The challenge is to operate 24 hours a day, which will allow that the flights that come to Liberia for tourism are linked more and more with the export business. This will allow a greater linkage of the local economy with the global economy, improving the cost structure and competitiveness,” said President Alvarado. Along with the modernization of the airport, Alvarado mentioned a list of events such as the Agricultural Ministry’s the attention to rural routes and the extension of the Cañas-Limónal section, the construction of the Coca Cola concentrate plant in Liberia and the advances in the Water Project for Guanacaste, among others. "All this tells us that Guanacaste is the province that is shaping up towards development like no other,” said Alvarado. He also encouraged everyone involved to make timely decisions and keep the macroeconomics of the situation in mind. The government announced that an investment of more than $8 million will be made in 2019, to insure that the people of Guanacaste will be provided for if there is a serious drought. According to the Guanacaste Municipality, the dry season can be dangerous in that place because the lack of rain is compounded by an increase in temperature from November to April.

The area is also very vulnerable in the rainy season due to tropical storms, floods and landslides. The warm and dry climate makes tropical dry forests the natural vegetation of the province. The only exception is the part of the high plateau of the province, which consists of the upper slopes of the Pacific-facing volcanoes in the Cordillera de Guanacaste and the northern half of the Cordillera de Tilarán. The cold and humid conditions along these mountain ranges support lush cloud forests.

Municipality of Santa Cruz to go solar |

The Santa Cruz Municipality in Guanacaste confirmed the construction of its new organization building. The total cost of the work is around $5 million for an estimated area of 10 thousand square meters. The building will be equipped with solar panels. According to the municipality, the project consists of four buildings for municipal offices and another one for municipal council offices which will be connected by open air corridors. On the ground floor there will be a service platform, a lounge and a series of shopping areas, restaurants, cafes, multipurpose plaza and meeting spaces for citizens. The complex also has entertainment areas for children and parking for bicycles. Marcela Guerrero, executive president of the Municipal Advisory Institute said, "We want to offer a solution tailored to each municipality and adapted to its environment. In this sense, we take into account that Santa Cruz is one of the cantons that receives the most hours of sunshine per year, so we proposed a building that would take advantage of the characteristics in aspects such as adaptation to climate change, reduction of energy consumption and generation through alternative methods such as solar panels." According to the report of the Institute, the design of the new municipal building is based on a maximum use of light and natural ventilation, and a system of rainwater reuse that will serve for the irrigation of the gardens and sanitary services. Eduardo Picado, engineer of the project, stated that this project is based on the culture of the region with modernity. "The project of the new building of the municipality finds its genesis in the local history, Chorotega and its artistic contribution, which evolves and it is transformed to integrate the past, the present and the future of this community.” The project is designed to be sustainable and provide public, commercial, cultural and administrative spaces for the canton. Mayor Maria Rosa Lopez added that this new building is necessary because the 2012 earthquake destroyed a large part of the buildings in the area. "After the earthquake we had to rent 5 or 6 different buildings as a temporary measure.” |

The total cost of the work is around $5 million The canton now faces the problem of coordination of services and to restore services to a central location. This decision was taken by the municipality after the National Emergency Commission declared the previous building uninhabitable due to structural damage following the Nicoya earthquake in September 2012. According to the municipality, 5 offices have been rented in different buildings of the center of the canton so as not to interrupt the services offered to the community. The rentals were seen as a temporary measure. The 2012 Costa Rica earthquake occurred at 08:42 local time on September 5. The epicenter of the 7.6 Mw earthquake was in the Nicoya Peninsula, 11 kilometers east-southeast of Nicoya. Two people are known to have died. It was the second strongest earthquake recorded in Costa Rica's history, following the 1991 Limon earthquake. |

Government will invest in South Zone infrastructure |

Marvin Rodriguez, second vice president, confirmed the investment of more than $560 thousand for the repair of Térraba Dam. According to the government, the dike reconstruction intervention has been awarded and work was started by engineers and a work team of the Public Works Ministry. However, due to the increase in rainfall and current conditions at the dike, it is not advisable to continue with the project. Alexander Solis, director of the National Emergency Commission, stated that, "Once the weather conditions improve, the dike reconstruction work will continue." Additionally, the government announced the construction of the Training Center of the National Learning Institute in the Southern Zone. According to Jorge Fallas, director of the region "the Administrative Board of the South Pacific School has the economic resource provided by the Development Board of the South Zone, for an amount of $510 thousand." According to the adjustment in the construction schedule of the institute, the work is expected to be completed in six months. |

Teenager illegal immigrant suspect of $30,000 money laundering |

By A.M. Costa Rica staff Officers of the National Coastguard police stopped a Nicaraguan, age 16, suspected of crossing the border illegally. The teenager had apparently sailed from Nicaragua and attempted to enter Costa Rica with $30,000 hidden under his clothing. According to the police report, "the officers captured a teenager in Bahia Salinas in Guanacaste,” and found the money in his clothes. The arrest occurred at 10 pm when personnel from the Coast Guard Station of Puerto Mora in Guanacaste performed a routine patrol. According to the police report, officers near a hotel in the town noticed a boat that was approaching land very slowly. The officers found the behavior of the boat suspicious so they waited on the beach with their vehicle lights on. When the suspect got off the beach and approached the vehicle, he finally noticed that it was a police vehicle and tried to flee the scene. This alerted the officers who chased the suspect. Once the young man was in custody, he was searched and the officers found packages hidden in his clothes. The packages contained $20 and $50 bills with a total of $30,830. "The young man was totally undocumented and said he was from San Juan del Sur, Nicaragua, and he was 16 years old," said the police report. The boat that delivered the teenager to Costa Rica fled back to Nicaraguan waters when the young man was chased and arrested.

Prosecutor of Liberia for the proper
detention. "The prosecution ordered
the arrest of the suspect for the
alleged crime of money laundering."
Because he is a presumed minor, the
teenager’s name was omitted from the
police report.
According to the police report, the young man was taken to the Prosecutor's Office of Liberia, while the money was deposited in a bank account of the Costa Rican Institute on Drugs. OIJ will continue to investigate the case. |
