Vice President Campbell’s goddaughter resigns

Catherinne Rivera Mckinley, whose appointment to the Ministry of Foreign Affairs was questioned by the legislature, has resigned from her position. Her controversial appointment was made by Vice President Epsy Campbell.

Vice President Campbell, who is also the Foreign Minister, has, as part of her functions, the responsibility of hiring her advisers in that organization.

Last week, Vice President Campbell had to appear in the Legislative Assembly, in a hearing led by Deputy Yorleni Leon. Campbell was questioned about the hiring of key employees which some in the legislature believe were personally motivated.

During her appearance, the vice president confirmed that she is Rivera's godmother, and added that Rivera is the godmother of one of her grandsons.

She also stated that Rivera was hired without an open application period which would have given other professionals time to apply for the position.

An investigation was opened to determine if the hiring of Rivera was made in accordance with the provisions of the contracting regulations of the Ministry, especially since no suitability contest was held.

According to the prosecutor's file, "the investigation is being carried out for the alleged crime of illegal hiring and to determine whether or not there is an offense."

Vice President Campbell responded that all the hiring of officials was "enforced, ethically coherent and totally transparent."

Campbell stated, "all my actions are subject to the internal control of the Chancellery and public scrutiny, and I have been consistent throughout my career in defending transparency, ethics in public service and accountability, would not act against my principles."

Because of the problematic situation, Rivera resigned her key position at the Foreign Ministry. In her letter of resignation, Rivera says that there is racism in the country, which is why she believes the wave of criticism has been unleashed against Chancellor Campbell.

"Today, when different sectors of the country are not satisfied with a black woman directing the international relations of this country, I will not allow them to use my name, my experience and my knowledge, so that the voices of hatred, resentment are lit and treacheries that jeopardize the achievement of the superior objectives of the project, which a few years ago brought us together to fight for a more inclusive, supportive Costa Rica and where all of us enjoy a minimum recognition of our human rights," Rivera said in her resignation.

Despite Rivera's resignation, the investigation into the vice president at the Prosecutor's Office continues.




Free English lessons begin for 100 youths

A total of 100 young people living in Puntarenas started lessons to learn the English language thanks to the Alliance for Bilingualism Program.

This program is funded by the Labor Ministry, the Costa Rican Coalition of Development Initiatives and the ALIARSE Foundation.

The official opening of the course took place at the Boston University College of Puntarenas.

President Carlos Alvarado Quesada confirmed that this program of learning a second language is a great help to give more opportunities for better jobs for young people. The challenge is to forge a true  alliance to extend the mastery of English and other languages as a state policy that ensures job opportunities and improvement for people of all ages and all territories."

Steven Núñez, Labor Minister, believes that this is a valuable opportunity for young people. "It fills us with great enthusiasm and satisfaction to participate in the beginning of lessons to train these first 100 young people of Puntarenas in the English language.” The language lessons will be provided by English teachers from the United States as part of a national strategy called  the Alliance for Bilingualism.

Learning a second language is a key to opening employment opportunities for people. "That is why this effort of the government to support the most vulnerable populations with tools that facilitate their employment is important," Minister Nuñez added.

Classes will last one year. Every four months, teachers rotate so that students have the opportunity to learn from different accents and experiences. Upon completion, they will be certified under the Test of English for International Communication (TOEIC).

In addition to training in the English language, students will have life skills courses and training in topics such as the job search process, the correct behavior in a job interview and the preparation of resumes.

The language lessons will be provided by English teachers from the United States as part of a national strategy called  the Alliance for Bilingualism.


Students must have at least a bachelor's degree in secondary education and most of them are part of the social assistance program, National Strategy for Poverty Reduction.

These courses are part of the cooperation agreement of the Alliance for Bilingualism (ABi), signed on August 29, which establishes English language education for 1,000 people, of whom 800 are located outside the Greater Metropolitan Area.

ABi is a national strategy that seeks to turn Costa Rica into a bilingual country so that people can have a better opportunity to compete for quality jobs.

The Labor Ministry currently has 22 allied training centers for teaching English through this social assistance program.

Public Works Ministry announces demolition of 30 houses

According to the Public Works Ministry, soon the country will have modern highway, #39, which will connect the main roads between San Jose and Pacific and Atlantic coasts. Construction of the highway required the demolition of 30 houses.

According to the Ministry, work to complete the highway which is called the Circunvalacion, is advancing with simultaneous work on 3 of its 4 sections. 

It is estimated that section 2B, which began in September of last year is 85 percent completed and will enter into service in December.

Section 2B covers the area between León XIII and Colima in Tibás, where a 1.3 km long four-lane road is being built.

The Ministry also confirms that "constructive work is progressing on Functional Unit 3” which is 25 percent completed.

The work on this unit began last March, and includes a section that will connect Colima de Tibas with the entrance to the Virilla River Bridge. This project includes the construction of 2.25 km of viaduct, four lanes, and access to existing properties and streets.

The Ministry announced that part of the work, which began last August, included the construction of the new school José Rafael Vargas Quirós in Colima de Tibás, which is 15 percent complete.

Finally, the work in the fourth area is 5 percent complete.  Squatters had occupied part of the area where work was to be done so demolition teams of the ministry had to clear the land.

Demolition was required "To free part of the land needed to continue the work of the first intersection at three levels of the country and a 400-meter road to four lanes.” The new road connect Calle Blancos with Route 32 and the entrance to the Rio Virilla Bridge in Tibas  said the Ministry.

According to the Ministry, the demolition teams, with the support of the police, destroyed approximately 30 homes made by hand by a group of squatters who had invaded the property belonging to the ministry.

According to the police report "the families were evicted from the dangerous area known as in the Triangle of Solidarity."

Since August, the ministry's demolition team has carried out several evictions and has cleaned up the area that is destined for the highway expansion project.

According to the Ministry, "there are still some houses to demolish,” but they hope to have the area cleared during November.

The new highway project will link routes from Caldera Port on the Pacific Coast with the capital in San José and then to the port of Limón on the Atlantic Coast.

Tortuguero Park confirms increase in jaguar population

A report from the Environmental Ministry, states that, in addition to the increase in the population of turtles that arrives to spawn in the Tortuguero National Park, there is also an increase in the population of Jaguars.

Park rangers spotted four jaguars, confirming the increase of this population of felines, a species in danger of extinction in the region.

Carlos Rodriguez, Environment Minister confirmed that the signs are clear and that there are “great indicators that the ecosystem has been restored."

On the occasion of the Turtle Festival, the inhabitants in the vicinity of the park announced their aspiration to become the first community to do away with single use plastic.

Created in 1970, the Tortuguero National Park was one of the first conservation areas in Costa Rica. Its objective is the protection of the nesting site of the green turtle, an activity that has resulted in an increasing stabilization of the ecology of the area.

"Tortuguero is sending a powerful message to the world. It is a successful case of the outstanding work of the inhabitants to conserve the biodiversity of the place where they live," said Minister Rodríguez.

The count of new jaguars also "confirms the observations of Costa Rican scientists, the population of these felines is also increasing," added the minister.

According to the ministry, 124,000 tourists, 90 percent of whom are foreigners, visit the park, creating work for the inhabitants of the area who offer services in tourism, restaurants, and hotels.

"Costa Rica is once again showing its international conservationist reputation and the achievements obtained from an innovative approach, as in the case of Tortuguero, which has created economic and employment opportunities based on biodiversity," Minister Rodriguez added.

The government announced that it would make an investment of more than $2.5 million in order to improve facilities in the area, including those, “to improve the runway of the Tortuguero airport, the construction of an aircraft parking platform and a new terminal that meets all the conditions for passenger attention, as well as offices of police officers among other improvements.”

Government invests to prevent
dry season damage in Guanacaste

President Carlos Alvarado confirmed that "Guanacaste is the province that is most shaped for development."

Consequently, the government has increased its attention on travelers at the Daniel Oduber airport to cope with tourism and export trips and to attract new businesses.

"The challenge is to operate 24 hours a day, which will allow that the flights that come to Liberia for tourism are linked more and more with the export business. This will allow a greater linkage of the local economy with the global economy, improving the cost structure and competitiveness,” said President Alvarado.

Along with the modernization of the airport, Alvarado mentioned a list of events such as the Agricultural Ministry’s the attention to rural routes and the extension of the Cañas-Limónal section, the construction of the Coca Cola concentrate plant in Liberia and the advances in the Water Project for Guanacaste, among others.

"All this tells us that Guanacaste is the province that is shaping up towards development like no other,” said Alvarado. He also encouraged everyone involved to make timely decisions and keep the macroeconomics of the situation in mind.

The government announced that an investment of more than $8 million will be made in 2019, to insure that the people of Guanacaste will be provided for if there is a serious drought.

According to the Guanacaste Municipality, the dry season can be dangerous in that place because the lack of rain is compounded by an increase in temperature from November to April.

The area is also very vulnerable in the rainy season due to tropical storms, floods and landslides.

The warm and dry climate makes tropical dry forests the natural vegetation of the province.

The only exception is the part of the high plateau of the province, which consists of the upper slopes of the Pacific-facing volcanoes in the Cordillera de Guanacaste and the northern half of the Cordillera de Tilarán.

The cold and humid conditions along these mountain ranges support lush cloud forests.

Municipality of Santa Cruz to go solar

The Santa Cruz Municipality in Guanacaste confirmed the construction of its new organization building. The total cost of the work is around $5 million for an estimated area of 10 thousand square meters. The building will be equipped with solar panels.

According to the municipality, the project consists of four buildings for municipal offices and another one for municipal council offices which will be connected by open air corridors. On the ground floor there will be a service platform, a lounge and a series of shopping areas, restaurants, cafes, multipurpose plaza and meeting spaces for citizens. The complex also has entertainment areas for children and parking for bicycles.

Marcela Guerrero, executive president of the Municipal Advisory Institute said, "We want to offer a solution tailored to each municipality and adapted to its environment. In this sense, we take into account that Santa Cruz is one of the cantons that receives the most hours of sunshine per year, so we proposed a building that would take advantage of the characteristics in aspects such as adaptation to climate change, reduction of energy consumption and generation through alternative methods such as solar panels."

According to the report of the Institute, the design of the new municipal building is based on a maximum use of light and natural ventilation, and a system of rainwater reuse that will serve for the irrigation of the gardens and sanitary services.

Eduardo Picado, engineer of the project, stated that this project is based on the culture of the region with modernity. "The project of the new building of the municipality finds its genesis in the local history, Chorotega and its artistic contribution, which evolves and it is transformed to integrate the past, the present and the future of this community.” The project is designed to be sustainable and provide public, commercial, cultural and administrative spaces for the canton.

Mayor Maria Rosa Lopez added that this new building is necessary because the 2012 earthquake destroyed a large part of the buildings in the area. "After the earthquake we had to rent 5 or 6 different buildings as a temporary measure.”

The total cost of the work is around $5 million



The canton now faces the problem of coordination of services and to restore services to a central location.

This decision was taken by the municipality after the National Emergency Commission declared the previous building uninhabitable due to structural damage following the Nicoya earthquake in September 2012.

According to the municipality, 5 offices have been rented in different buildings of the center of the canton so as not to interrupt the services offered to the community. The rentals were seen as a temporary measure.


The 2012 Costa Rica earthquake occurred at 08:42 local time on September 5. The epicenter of the 7.6 Mw earthquake was in the Nicoya Peninsula, 11 kilometers east-southeast of Nicoya. Two people are known to have died. It was the second strongest earthquake recorded in Costa Rica's history, following the 1991 Limon earthquake.

Government will invest in South Zone infrastructure

Marvin Rodriguez, second vice president, confirmed the investment of more than $560 thousand for the repair of Térraba Dam.

According to the government, the dike reconstruction intervention has been awarded and work was started by engineers and a work team of the Public Works Ministry.

However, due to the increase in rainfall and current conditions at the dike, it is not advisable to continue with the project.

Alexander Solis, director of the National Emergency Commission, stated that, "Once the weather conditions improve, the dike reconstruction work will continue."

Additionally, the government announced the construction of the Training Center of the National Learning Institute in the Southern Zone.

According to Jorge Fallas, director of the region "the Administrative Board of the South Pacific School has the economic resource provided by the Development Board of the South Zone, for an amount of $510 thousand."

According to the adjustment in the construction schedule of the institute, the work is expected to be completed in six months.

Construction was to begin on the institute in October, but due to the strike of the employees of the Ministry of Education, it was not able to take bids on the project so the bidding process was extended until November 2nd said director Fallas.

Teenager illegal immigrant suspect
of $30,000 money laundering

Officers of the National Coastguard police stopped a Nicaraguan, age 16, suspected of crossing the border illegally.

The teenager had apparently sailed from Nicaragua and attempted to enter Costa Rica with $30,000 hidden under his clothing.

According to the police report, "the officers captured a teenager in Bahia Salinas in  Guanacaste,” and found the money in his clothes. 

The arrest occurred at 10 pm when personnel from the Coast Guard Station of Puerto Mora in Guanacaste performed a routine patrol.

According to the police report, officers near a hotel in the town noticed a boat that was approaching land very slowly. The officers found the behavior of the boat suspicious so they waited on the beach with their vehicle lights on. When the suspect got off the beach and approached the vehicle, he finally noticed that it was a police vehicle and tried to flee the scene.  This alerted the officers who chased the suspect.

Once the young man was in custody, he was searched and the officers found packages hidden in his clothes.  The packages contained $20 and $50 bills with a total of $30,830.

"The young man was totally undocumented and said he was from San Juan del Sur, Nicaragua, and he was 16 years old," said the police report.

The boat that delivered the teenager to Costa Rica fled back to Nicaraguan waters when the young man was chased and arrested.

Because the suspect is apparently a minor, the officers requested the authorization of the Prosecutor of Liberia for the proper detention. "The prosecution ordered the arrest of the suspect for the alleged crime of money laundering." Because he is a presumed minor, the teenager’s name was omitted from the police report.

According to the police report, the young man was taken to the Prosecutor's Office of Liberia, while the money was deposited in a bank account of the Costa Rican Institute on Drugs.

OIJ will continue to investigate the case.
