Court finds in favor of evictions |

The Court of Sala IV gave a ruling in favor of the Public Works Ministry that allowed workers to clear an area near the Virilla River Bridge on Route # 32, an area that will be part of a new highway. On Thursday, the 19 houses erected by squatters were destroyed by ministry demolition teams. According to the Ministry, the squatters were invading property belonging to the ministry and had been given one month notice to vacate the area. The removal of the houses was a collaborative effort that included police officers, immigration officials, representatives of the Children's Board, operators of the electric company, operators of the water institute and the demolition squad of the Public Works Ministry. Traffic congestion in the area led to the project which has a cost of $22,000, said the ministry. It will increase the road capacity from two to five lanes. Carlos Jiménez, who is in charge of new construction, explained the importance of this road. "On this area, on average, 34,000 vehicles pass through on a daily basis and the goal is to build the new step to the west side of the current bridge, in such a way that the three lanes are in service towards the capital and the two lanes of the current bridge are in the direction of Santo Domingo de Heredia," he said. According to the ministry, the construction is being carried out by Consorcio Virilla. "The new bridge will have a length of 286 meters, includes 3 lanes of 3.60 m each, sidewalk of 1.50 m, plus a meter for elements of security, as barriers. The separation between the existing bridge and the new bridge to be built will be 5.50 m."

The 19 houses erected by squatters on the area that will be part of a new highway, were destroyed by ministry demolition teams. Improvements will also be made on 856 linear meters of highway, two 50-meter-high piers will be built, the slopes will be reinforced and a series of preliminary works will have to be done to allow access to the riverbed from the highway. According to the ministry, the project has a term of 18 months. Once the bridge is finished, travel at speeds of up to 80 km / h will be permitted. |

Government announces salary increases of 2.96 percent |

The government announced the approval of a salary increase to non-government employees of 2.96 percent. The increase will be effective as of January 1, 2019. The salary increase is mandatory for employees who earn the minimum wage. The salary increase is equivalent to ¢2,960 colones (equivalent to $4.95) per each hundred thousand colones of salary. For example: a person who earns ¢340,000 per month (equivalent to $568) will have a salary increase of ¢10,000 per month. The government also approved a salary increase of 3.50 percent for domestic employees. For example: for a person who earns ¢100.00 (approximately $167), the salary will increase ¢3,500 additional colones. This increase will also apply as of January 1, 2019. The percentage of the increase was agreed upon by unanimous vote of the representatives of the National Salary Council. This council is made up of representatives of companies, representatives of trade unions and representatives of the Ministry of Labor. Steven Nuñez, Minister of Labor, said that it is important for the government that agreement be given by all parties. "I am proud to announce the excellent results that social dialogue allows in a democracy like ours, which makes it possible to reach tripartite agreements unanimously in search of the greatest benefit for all sectors," said Núñez. According to the ministry, private sector workers are equivalent to 80 percent of the country's workforce. If an employee does not receive the minimum increase granted under the law, he should file a claim with the Ministry of Labor which will carry out the investigation of the complaint. |

Government considers that it is unfair to pay for work that was not done. The employer could be fined if it is shown that the workers do not receive the new minimum wage according to their functions. The government also announced that decisions on minimum wages will be announced by March 25, 2019. According to the government, this minimum wage regulation is made based on the recommendations of the Organization for Economic Cooperation and Development (OECD). The objective of the salary approval, known as El Salario Unico (single wage), is to prevent people from receiving disproportionate salaries in relation to the functions they perform. |

Drivers fined for not using child seats |

The Traffic Police report that, so far this year, 1,034 drivers have been fined for not using an adequate booster seat for the child in the vehicle. This, say the police, puts the life of the child at risk. According to the Traffic Law, children under 12 years of age must use a specific booster seat that is rated for their age, weight and height. The police are calling on drivers not to be negligent and avoid putting children at risk of losing their lives in a car accident. German Marín, Director of the Traffic Police, considers that drivers have not been able to understand the importance of safety measures for passengers. "On average, there are 4 drivers per day that we punish for this behavior, but we know that there are more. It is a pity that the driver cannot understand the risk to which he exposes the passengers. Even more deplorable are the excuses they give to the officers, such as: that they do not have money to buy the booster seat, or that they left it forgotten at home or in another car." he said. Tickets have also been given to and fines have been paid by motorcycle drivers who had a child under 5 years of age on the vehicle. Transportation of preschool children by motorcycle is prohibited by the traffic law. "Between January and September, 105 drivers were sanctioned for this reason," said Marin.

This year, 1,034 drivers have been fined for not using an adequate booster seat for the child in the vehicle. More people die in motorcycle accidents than in accidents involving other vehicles. From January to September this year there were 131 deaths from motorcycle accidents. That number is more than double the statistic for deaths in car accidents which were 54 in the same period. According to the traffic law, the fine for not using the booster seat or for carrying a child on a motorcycle is $350 in addition to 4 points on the license and the obligation to pass an extra course in road education, when the driver’s license is up for renewal.

Operations begin in new port in Moín |

The government, through the National Council of Concessions, announced the start of operations of the first berth in the new Moín Container Terminal. Paola Benavides, technical secretary of the board confirmed that from the initial order to begin operation, the concessionaire had five days to actually open the first berth at the container terminal. The second phase of this project is scheduled to begin operations in February 2019, stated the council. Kenneth Waugh, general director of APM Terminals, said that, "the authorization that the Council gives us today to start receiving commercial ships represents a change in the logistics paradigms of maritime cargo handling and, therefore, a huge leap towards improvement in national competitiveness." According to the government, this stage will include 432 meters of quay with a depth of draft of 14.50 meters, 6 Super Postpanamax gantry cranes and a maneuvering dock 450 meters in diameter. It will have a capacity to handle more than 4,000 containers of refrigerated cargo. The plan of the new port says that it will be completed in two other phases that were named 2B and 3. Development of these phases will be carried out in accordance with the volume growth experienced by the new terminal. Phase 2B will have an area of 20 hectares and its construction will begin when the terminal reaches than 1.5 million TEUs per year. At that point, the port will add 250 meters of dock with a depth of 16 meters, 2 gantry cranes (Super Postpanamax) and the diameter of the turning basin will be increased to 600 meters. |

Moin port will have a capacity to handle more than 4,000 containers of refrigerated cargo. This will allow 6,000 containers of refrigerated cargo to be served. Phase 3 will add another 20 hectares and is projected to begin when the port serves more than 2.5 million TEUs per year. Phase 3 includes the addition of 600 meters of dock with a depth of 16 meters. An additional gantry crane will be installed (Super Postpanamax) and the turning basin will be maintained at 600 m. The service capacity for refrigerated cargo containers will be increased to more than 8,000. Plans for the final project show a port area of be a total area of 80 hectares which will be confined by a breakwater and dykes 3,907 meters in length. |

Matina dam repairs will cost over $500,000 |

By A.M. Costa Rica staff The government has confirmed the start of the repairs of the dams in Matina, Limón. The construction project has a cost of $523,658. The project was financed by the Public Works Ministry ($9,000) and the National Banana Corporation which contributed $514 thousand for the execution of the project. The dams in Matina were destroyed by the tropical storms that affected the country over the last few weeks. This meant that it was impossible to prevent the rivers from flooding the areas of Matina, Estrada and Corina, in Limón. President Alvarado celebrated, "the capacity demonstrated by public and private organizations to coordinate and make these repairs that will positively impact thousands of people in Limón." According to the ministry, the new dams will be completed in two months.
