President
Carlos Alvarado, and the minister of Finance,
Rocío Aguilar, signed a directive ordering
that television contracts in public
institutions not be renewed.
The order suspends hiring processes that entail new obligations for the central government regarding paid television services, either by cable or by satellite. In the case of contracts that have already been started but have not yet been awarded, it will be up to the head of the institution to decide on the termination of those services. The government urged "the autonomous, semi-autonomous institutions and attached entities, as well as the other powers of the Republic, to apply the measures considered in this guideline." Tuesday the president and the minister of Environment and Energy, Carlos Manuel Rodríguez signed another directive that regulates the handling, consumption and labeling of plastic for single use in public institutions. The signing of the measures, in the framework of the World Environment Day, took place in the Presidential House, after the session of the government council. "These actions respond to the unequivocal commitment that this administration has to decarbonize of the economy," said the president. The guideline instructs the Ministry of Education, the Costa Rican Social Security Fund and the Ministry of Justice, to abstain from the purchase, use and consumption of single-use plastics, including those made with styrofoam, in dining rooms contracted in all institutions of primary and secondary education, public and semi-private, health system and prisons. |

will have to halt the services.
Among the rejected items are
single-use plastics straws, fast food
containers, disposable tableware and
cutlery.
According to the National Strategy on the replacement of single-use plastics, these must be substituted by renewable and degradable alternatives. Likewise, the strategy urges the different institutions to work in education and awareness campaigns in this regard. |

Luis Ricardo Calderón Madrigal, a citizen from La Bandera de Copey de Dota, grows the best coffee of the country and will participate in the 11th edition of the international Cup of Excellence 2018, which will take place via Internet July 10, according to a judging Friday. Calderón became the finalist after the evaluation of 25 international tasting experts. The grain of Geisha variety achieved a score of 91.29, and it is cultivated by the Calderón family in the Don Cayito farm in La Bandera, located on the slopes of Copey de Dota, at 1,950 meters above sea level. The second place belong to Grupo Los Grandes. The third place went to María Elena Camacho coffee grown in La Union de Concepción farm in San Rafael de Heredia in the Central Valley coffee region. The event took place Friday. Participating coffee producers, beneficiaries and exporters participate in the contest, which is registered before the Coffee Institute of Costa Rica, known as ICAFE. "For the national coffee sector, the Cup of Excellence is one of the most important events, as the selected lots have the opportunity to compete, obtain high prices and penetrate new niche markets of the finest coffees where customers are willing to pay for our quality," said Ronald Peters, executive director of ICAFE. |

The Cup of Excellence is contest organized yearly.
Initially, the
organizers received 77 samples from five of the
eight coffee regions. They are Central Valley,
Turrialba, Tres Ríos, Tarrazú and Valle
Occidental. Officials said that 58 samples
managed
to pass the initial selection. Then 41 managed
to
continue with the evaluation by the
international
judges of Japan, Korea, Australia, Denmark,
United
States, among others.
At the end of the international tasting, judges decided that 36 samples will participate in the Cup of Excellence auction. |

Police investigates apparent child porn diffusion | |

Two men were detained in two raids conducted by the Functional Management Operational Unit of the Public Prosecutor's Office as suspects in the crime of disseminating pornography. The arrest of one of them was carried out in Heredia, while the other was captured in Liberia. Suspects are 20 and 36 years old. In each of the raids, officers of the Judicial Investigation Organization seized one cell phone and two computers. The investigation began as a result of information received by Interpol Costa Rica from Interpol Spain, saying two different groups were using in the instant messaging application. According to the inquiries, there was pedophile material in the content of the messages. After the intervention of the police unit, both suspects were transferred to judicial offices. The unit said that agents are seeking to verify that pornographic material came from their telephones. |

The penalty established in the national legislation for the dissemination of pornography is 1 to 4 years in prison. |

Seeking to contribute to the biological and ecosystemic consolidation of the Guanacaste mountain range and the altitudinal migration of different species and the mitigation of the effects of climate change, President Carlos Alvarado and Environment Minister Carlos Manuel Rodríguez signed a decree Monday in order to expand and safeguard the resources of the site declared one of natural heritage by the U.N. Educational, Scientific and Educational Organization. In addition, the decree seeks to strengthen the protection of watersheds. Four areas surrounding the park, which are the state's natural heritage, are part of this extension of the Rincón de la Vieja. "Today we are showing to Costa Rica that we are going to fight to protect their fundamental rights as the right to health, and at the same time we are sending a clear message that national parks deserve to be protected and we will be vigilant that this is done," said Rodríguez. |

The National Emergency Commission says at least eight areas of the country are prone to landslides caused by heavy rains over the weekend. This was confirmed by the commission's chief of operations, Sigifredo Pérez, who said that geologists and other personnel of the institution are evaluating the conditions of the land. According to Pérez, the more vulnerable areas are Desamparados, Heredia Centro, San Rafael, Palmares, Grecia and San Ramón, as well as in the west of the Central Valley. As for the last week, Perez said that heavy rains generated problems in at least 30 cantons, where 186 incidents were taken care of. According Pérez, a total of 77 homes were affected by floods. |

Tuesday the National Road Council put into service the Route 257, which connects Route 32 with the new container terminal of Moín. The construction of the new terminal cost $71.85 million. The project was delivered several months in advance, according to engineer Carlos Jiménez. The new route 257 has these components: An intersection marked with the Route 32 already in service, a first section of four lanes, two for each direction. and two viaducts for each lane of 950 meters of length each. All the connections of Route 257 and the container terminal include links with the a local route. The works also has sidewalks, bike paths, barriers and a pedestrian bridge at the beginning of the project. |
