Costa Rica grants citizenship to a stateless woman,
a pioneer move in Latin America

By A.M. Costa Rica staff

Costa Rica became the first country in Latin America to grant nationality to a stateless person, a condition that affects millions in the world and that often goes unnoticed in society.

Eloísa Castro, a 69-year-old woman and mother of six children, received Costa Rican nationality becoming the first person in the region to leave statelessness, a status that has made her face trouble all her life in regarding access to public services.

"Because I do not have that identity cars, although I am diabetic, when I went to the hospitals, they did not treat me. Now I am happy, and I thank everyone who helped me, because now I can receive medical attention," Castro said in statements released by the Supreme Electoral Tribunal.

Castro, a who lives in Coronado in the northwest sector of San José, was never registered by her parents, who abandoned her as a child.

She does not know her precise place of birth either. Her status as a stateless person was certified by the Ministry of Foreign Affairs.

The tribunal which is in charge of the Civil Registry, explained the achievement is the result of a modification of its regulations and the inclusion of a chapter that allows persons declared stateless by the Ministry of Foreign Affairs to opt-in for nationality.

The general director of the Civil Registry, Luis Bolaños, told media that the story of Castro is very rough, because during her life she had to go through "very ugly things because she did not have the possibility of identifying herself".

Bolaños explained that there are countries in Latin America such as Brazil and Uruguay that have legislation that allows someone to be declared stateless, but Costa Rica is the first country to go one step further and actually grant a citizenship.

With her official nationality and having her identity card already, Castro "will be able to vote and have access to medical services, banking, state aid and all the benefits and rights that a Costa Rican citizen has," said Bolaños.

acquired photo to deliver her identity card.

Aside from this case, the Civil Registry does not have pending applications from stateless persons for nationalization.

Statelessness is a phenomenon that affects 10 million people in the world, according to United Nations data, which goes virtually unnoticed, but which causes serious harm to people who suffer it.

In Costa Rica and Panama, a project of the U. N. Agency for Refugees is underway together with local authorities, considered a global example in the fight against statelessness.

The initiative, called Chiriticos, is a play on words that unites the western Panamanian province of Chiriquí and the nickname of Ticos that Costa Ricans embrace. It aims to reduce the risk of statelessness to the Ngäbe Buglé natives, natives of the Panamanian province of Chiriqui.

Large groups of these natives people are constantly moving to Costa Rica for agricultural labor, most of them without identification documents, which makes them vulnerable to labor exploitation and poor access to basic services such as health.

Many of these people stay in Costa Rica. Some women give birth, but they do not register their children before the civil authorities due to fear of being deported or due to other economic problems.
Medical milestone allowed the liver transplant
to a girl and adult woman simultaneously

By A.M. Costa Rica staff

A true medical milestone was achieved by more than 100 health professionals in a unique process in the country, according to the Costa Rican Social Security Fund, known as La Caja.

After several years of study, on May 23 a liver transplant, known as hepatic split, simultaneously benefited a girl of 2 years and an adult woman of 50 years.

Edward Castro, a transplant and hepatobiliary surgeon, said that the procedure consisted of splitting a cadaveric donor liver into two segments to benefit two patients.

Castro stressed that the medical process was so complex that the surgery was performed at the same time in two different hospitals, Hospital México and Hospital de Niños.

The specialist said that when the possibility of carrying out the transplant was okayed a special procedure was initiated. Traffic Police and the ambulances of both hospitals were ready to transfer the surgeons.

Worldwide only three hospitals have managed to perform this type of procedure.

The liver was obtained from a dead donor, and the team of surgeons managed to divide it into two fully functional sections and placed them in two containers, a press release say.

One of the most striking aspects of this surgery is that both the girl and the adult patient were simultaneously transplanted at two different hospitals by two different teams of surgeons.

The dual efforts reflect the institutional capacity to coordinate an event of this magnitude and the scientific capacity and surgical experience of those who performed it, said the Caja on a press statement.

According to doctors José Pablo Garbanzo, Edward Castro Santa and Mariamalia Matamoros, surgeons who performed the procedures, this undoubtedly shows that the country has full capacity to perform transplants of this complexity and definitely places the Costa Rican Social Security Fund in a privileged position.

The procedure consisted of splitting a cadaveric donor liver into two segments to benefit two patients.

Just two weeks after having performed both transplants, the doctors report patients are in full recovery with their two new livers working properly and making the dream of their new lives a reality, according to the health authorities.

Douglas Montero, medical director of the Hospital Mexico, said that up to date, the team has performed seven liver transplants, of which five were made in the last month, involving five adults and two minors.

"Only one transplant includes a contingent of more than 50 workers," aside from the equipment, operating rooms, intensive care units, among others," he said.

Marvin Agüero Chinchilla, a technical coordinator of the Institutional Program of Donation and Transplants, said that for three years the authorities of  the Caja has doubled efforts to increase its capacities installed in liver transplantation.

Among the measures, the doctor pointed out that the Board of Directors approved  three medical centers that have the equipment, physical facilities and equipment of surgeons duly authorized by the Ministry of Health.

He emphasized that the institution has a program of donation and transplants, an activity that can only take place in a hospital, given that it is a highly complex surgery that requires a deployment of human, technical and physical resources.

No more cable T.V. on public institutions, president orders

By AM Costa Rica staff

President Carlos Alvarado, and the minister of Finance, Rocío Aguilar, signed a directive ordering that television contracts in public institutions not be renewed.

The order suspends hiring processes that entail new obligations for the central government regarding paid television services, either by cable or by satellite.

In the case of contracts that have already been started but have not yet been awarded, it will be up to the head of the institution to decide on the termination of those services.

The government urged "the autonomous, semi-autonomous institutions and attached entities, as well as the other powers of the Republic, to apply the measures considered in this guideline."

Tuesday the president and the minister of Environment and Energy, Carlos Manuel Rodríguez signed another directive that regulates the handling, consumption and labeling of plastic for single use in public institutions.

The signing of the measures, in the framework of the World Environment Day, took place in the Presidential House, after the session of the government council.

"These actions respond to the unequivocal commitment that this administration has to decarbonize of the economy," said the president.

The guideline instructs the Ministry of Education, the Costa Rican Social Security Fund and the Ministry of Justice, to abstain from the purchase, use and consumption of single-use plastics, including those made with styrofoam, in dining rooms contracted in all institutions of primary and secondary education, public and semi-private, health system and prisons.

The use of paid television is very common in banking institutions, which will have to halt the services.

Among the rejected items are single-use plastics straws, fast food containers, disposable tableware and cutlery.

According to the National Strategy on the replacement of single-use plastics, these must be substituted by renewable and degradable alternatives.

Likewise, the strategy urges the different institutions to work in education and awareness campaigns in this regard.

Coffee grown in Copey de Dota will represent
the country in international auction

By A.M. Costa Rica staff

Luis Ricardo Calderón Madrigal, a citizen from La Bandera de Copey de Dota, grows the best coffee of the country and will participate in the 11th edition of the international Cup of Excellence 2018, which will take place via Internet July 10, according to a judging Friday.

Calderón became the finalist after the evaluation of 25 international tasting experts.

The grain of Geisha variety achieved a score of 91.29, and it is cultivated by the Calderón family in the Don Cayito farm in La Bandera, located on the slopes of Copey de Dota, at 1,950 meters above sea level.

The second place belong to Grupo Los Grandes. The third place went to María Elena Camacho coffee grown in La Union de Concepción farm in San Rafael de Heredia in the Central Valley coffee region.

The event took place Friday.

Participating coffee producers, beneficiaries and exporters participate in the contest, which is registered before the Coffee Institute of Costa Rica, known as ICAFE.

"For the national coffee sector, the Cup of Excellence is one of the most important events, as the selected lots have the opportunity to compete, obtain high prices and penetrate new niche markets of the finest coffees where customers are willing to pay for our quality," said Ronald Peters, executive director of ICAFE.

The Cup of Excellence is contest organized yearly.
Initially, the organizers received 77 samples from five of the eight coffee regions. They are Central Valley, Turrialba, Tres Ríos, Tarrazú and Valle Occidental. Officials said that 58 samples managed to pass the initial selection. Then 41 managed to continue with the evaluation by the international judges of Japan, Korea, Australia, Denmark, United States, among others.

At the end of the international tasting, judges decided that 36 samples will participate in the Cup of Excellence auction.

Police investigates apparent child porn diffusion
Rectangulo110117.jpg
By A.M. Costa Rica staff

Two men were detained in two raids conducted by the Functional Management Operational Unit of the Public Prosecutor's Office as suspects in the crime of disseminating pornography.

The arrest of one of them was carried out in Heredia, while the other was captured in Liberia.

Suspects are 20 and 36 years old. In each of the raids, officers of the Judicial Investigation Organization seized one cell phone and two computers.

The investigation began as a result of information received by Interpol Costa Rica from Interpol Spain, saying two different groups were using in the instant messaging application.

According to the inquiries, there was pedophile material in the content of the messages.

After the intervention of the police unit, both suspects were transferred to judicial offices.

The unit  said that agents are seeking to verify that pornographic material came from their telephones.

Authorities expand protection area of
the Rincon de la Vieja Volcano National Park

By A.M. Costa Rica staff

Seeking to contribute to the biological and ecosystemic consolidation of the Guanacaste mountain range and the altitudinal migration of different species and the mitigation of the effects of climate change, President Carlos Alvarado and Environment Minister Carlos Manuel Rodríguez signed a decree Monday in order to expand and safeguard the resources of the site declared one of natural heritage by the U.N. Educational, Scientific and Educational Organization.

In addition, the decree seeks to strengthen the protection of watersheds.

Four areas surrounding the park, which are the state's natural heritage, are part of this extension of the Rincón de la Vieja.

"Today we are showing to Costa Rica that we are going to fight to protect their fundamental rights as the right to health, and at the same time we are sending a clear message that national parks deserve to be protected and we will be vigilant that this is done," said Rodríguez.

The National Emergency Commission says at least eight areas of the country are prone to landslides caused by heavy rains over the weekend.

This was confirmed by the commission's chief of operations, Sigifredo Pérez, who said that geologists and other personnel of the institution are evaluating the conditions of the land.

According to Pérez, the more vulnerable areas are Desamparados, Heredia Centro, San Rafael, Palmares, Grecia and San Ramón, as well as in the west of the Central Valley.

As for the last week, Perez said that heavy rains generated problems in at least 30 cantons, where 186 incidents were taken care of.
