Deputies approve Dual Education project

With 48 votes in favor and 2 against the deputies of the Legislative Assembly, announced the approval, on its first vote, of the Dual Education project, file No. 20876, which seeks to regulate the professional training of the students.

"The goal of this project is to guarantee to Costa Rican youth a high-quality education," said Congress in its statement.

According to Congress, Dual Education is " the technical and professional education, voluntary, integral, practical, formative, continuous, permanent, open, and non-exclusive training of the educational system, which allows students to train in two areas of learning, at a high school and at a training company. "

The program clarifies how companies can include educational programs to be students' mentors.

Also, companies and public institutions must meet the minimum conditions outlined by the program requirements.

The program requires a minimum age of 15 years for students to participate in an internship in one of the government institutions or authorized companies.

In addition, the project creates a special scholarship fund for Dual Education and technical training. The fund will be managed by the National Learning Institute, known as Ina.

This fund will support students who want to participate in Dual Education programs.

It is expected that additional information on the recently approved project will be disseminated by the Ministry of Education.

In July, public schools students and the union of the Ministry of Education, marched in protest against this Dual Education program, as A.M. Costa Rica previously reported.

Students of some public high schools supported by members of public employee unions marched to protest on two bills that are under consideration by deputies at the Legislative Assembly.

The unions and students main request was the cancellation of the Dual Education program, that will allow students of technical schools to complete an internship in private companies. Students said the conditions of internships were unfair because they would not receive a salary, insurance, or other work benefits.

Students also protested against the bill No.21.097, which seeks to establish a list of essential public services, including public education, in which employees' right to strike may be limited or restricted.

The protesters also want to cancel the final exams, known as FARO test. These are tests that senior students at the fifth and fourth level must take. The Public Education Ministry set up these tests to assess the level of student learning.

Also, students are against unisex bathrooms for transgender students to prevent them from being attacked by others. According to the Ministry, these new restroom does not mean that bathroom for men or women will be eliminated, said the ministry in its statement.
