 -Published: Monday, December 16, 2019- By the A.M. Costa Rica staff President Carlos Alvarado and the Minister of Health, Daniel Salas, signed Thursday the technical norms or rules to regulate therapeutic abortion in accordance with Article 121 of the Criminal Code. The Ministry of Health developed the text of this regulation that was approved by Social Security Thursday. According to Alvarado, Social Security has six months to comply with the norms. Then Social Security will allow the practice of therapeutic abortion in public hospitals. According to Salas, the regulation does not legalize abortion. The norm is a guide for abortion to be practiced in cases when the life of the pregnant woman is in danger and as long as the woman agrees to the procedure. The main requirements for an abortion to be authorized, in accordance with the approved standards, is the pregnant woman must request the opinion of three physicians who agree to proceed with the abortion. Also, doctors must make their recommendations in a maximum of three days. If the response of the doctors is negative to proceed with the abortion, the pregnant woman can request a new evaluation of three other doctors one more time. Abortion cannot be applied against the will of the pregnant woman, according to the new norms. The Ministry of Health is the institution responsible for ensuring that hospitals and clinics, both private and public, apply this procedure following the law. In January, representatives of the National Institute of Women have called on Alvarado to approve the regulation of abortion. According to the institute, "without this regulation, the Costa Rican government is violating the international commitments it has assumed to guarantee the effective protection of women's human rights, such as the Convention on the Elimination of All Forms of Discrimination against Women." -------------------------- Is the approved norm a step on the way to allow the practice of abortion in Costa Rica?
