Road cameras installation advances

By the A.M. Costa Rica staff

The Road Safety Council announced Monday the company that won the competition for the installation of a smart camera system for more road control.

According to the council, in the negotiation there were five bidders, of which only the ITS Technology Management Consortium company met all the requirements requested for the implementation of the project.

According to the council, the deal will allow the creation of the Intelligent Transport System for the Technological Management of a Safe and Efficient Mobility, known as SICOM, through which real-time data will be generated that will allow the detection of infractions such as disrespect of red light, speeding, faulty parking, among others.

After the company's choice is ratified, the cameras will be installed in 100 places in San José Province. The system will provide instant information of any driver infractions to the Ministry of Public Works and Transportation, among other public institutions.

According to the council, the camera installation contract will be valid for four years. The contract  also includes the equipment, the staff in charge of managing and maintaining the equipment.

For the accomplishment of this program, the company will have access to the database of the National Property Registry, the National Insurance Institute and the vehicle inspection company, which will facilitate the automatic review of vehicles that is seem making an infraction the regulations established in the Traffic Law and will be fined, said the authorities.

At the time a fault is detected, vehicle owners will be notified in two ways:

1- An email that the owner has voluntarily registered for such purposes.

2- The fine will be registered in the name of the owner of the vehicle, which must be paid when the annual road tax, so called marchamo, will be paid

In March 2019, the ministry announced the project for the purchase of cameras valued at $30 million, which will be financed with the institution budget.

The ministry announces the new final cost of $49 million of this road camera project. It is expected to start by the end of next year.

According to the ministry, high-tech cameras could capture numbers of license plates or more detailed characteristics of alleged offenders in real-time, then transmit the data to other units, such as the Red Cross or Traffic Police, to make a quick response.
