President Alvarado proposes to
Biden create a fund to provide loans

On Monday, President Carlos Alvarado spoke to the U.S. President-elect Joe Biden, in a conversation where he offered congratulations on his election as the 46th president of the United States, and to propose the creation of a fund, so-called FACE, to provide loans to less developed countries.

According to the government, that fund would be created with 0.7% of the GDP of the world’s most developed nations. The loans would then be disbursed under favorable conditions including low interest rates, long-term period, and others.

A less economically developed region is classified in comparison with another highly developed country. For example, the economic development between Costa Rica and the U.S.

Alvarado also congratulated U.S. citizens for "the extraordinary demonstration of citizen participation in the recent elections."

According to Alvarado, optimism has been generated in Costa Rica and throughout the region with the election of Biden, especially with his promise to work together on multiple issues such as the fight against the pandemic, economic reactivation, climate change, human rights, among others.

The government said in a statement it will work actively and constructively with the Biden administration to develop a bilateral strengthening strategy, promoting permanent political dialogue, cooperation actions, commercial promotion and attracting investment.

Both leaders also talked about threats facing the region, such as the economic and fiscal consequences of the pandemic and climate change that will intensify migratory phenomena.

"The U.S. will play an important role in solidarity and promote effective multilateralism to achieve a green and resilient economic reconstruction," told Alvarado told Biden. "You can count on Costa Rica to undertake this urgent task."

Both Alvarado and  Biden agreed to work together on an agenda to address those challenges, as well as actions to strengthen the Inter-American Development Bank (IDB).

Joseph Biden is  the president-elect of the United States. He defeated  president Donald Trump in the 2020 presidential election and will be inaugurated as the 46th president on January 20, 2021. A member of the Democratic Party, Biden served as the 47th vice president during the President Barack Obama administration from 2009 to 2017. He represented Delaware in the United States Senate from 1973 to 2009.
