Social Security announces an investment of $42 million in clinics in Guanacaste

Social Security announced the investment of $42 million in four major improvement projects and clinic constructions in Bagaces*, Liberia*, Santa Cruz* and the building for chronic kidney disease care in Guanacaste.

According to Mario Ruiz Cubillo, Social Security medical manager, in 2020 improvements will be made in the Dr. Enrique Baltodano Briceño Hospital*, in three clinics in Carrillo*, in 12 clinics in
Liberia* and in four clinics in Nicoya*, among others.

The project at the Enrique Baltodano Briceño Hospital in Liberia* will result in a new area with furniture and equipment necessary to provide renal replacement services in peritoneal dialysis and hemodialysis therapies under the modality of the one-day treatment.

The project will be financed with a donation from the Social Protection Board and own Social Security resources.

"It is important to clarify that the first stage of the contractual execution is the one related to technical design services and permit procedures," said Social Security in its statement. "After the design has been approved, and construction permits have been obtained, the improvements begin."

Social Security is investing more resources to increase and improve the medical services to patients.

On April the  Constitutional Court gave Social Security six months, until November, to reduce patient waiting lists in hospitals, as A.M. Costa Rica reported. The court ordered Social Security to design an integrated management system to reduce the "disproportionate and unreasonable deadlines that the patient should expect to receive care in hospitals," said the ruling. The problem is one that represents a systematic and repeated violation of the right to health, the court said.

The magistrates were responding to an appeal by a female senior citizen filed Sept. 13, 2018.

The woman said that she required surgery at the San Rafael Hospital in the province of Alajuela*, but that she was not informed of a specific date for the operation and that she was placed on the waiting list. For this reason, the woman appealed to the Constitutional Court, alleging that her right to health was violated by the medical center.

The Constitutional Court concluded that the problem in terms of excessive waiting lists is a constant in Social Security. "These actions in the provision of public service violate the right to health, as a fundamental right autonomous and violate the constitutional principles of public service," said the decision.

Social Security must define reasonable waiting times for treatments, as well as objective criteria to specify the location of a patient on waiting lists, the court added. It was also required to set a schedule of actions to meet the goals.

Within the plan, Social Security should propose solutions to the shortcomings and problems recognized by the institution itself: lack of adequate infrastructure, lack of specialized doctors, equipment needs, and the absenteeism of patients to appointments in various medical centers, among others, said the court.

To follow up on compliance with this ruling, the Constitutional Chamber set a public and oral hearing for 9 a.m. on Nov. 14, in the Supreme Court of Justice. On that day, the authorities of Social Security must present a summary of compliance.

The dialysis center, in part, is due to a wave of renal failures experienced by sugar cane workers that have been blamed on chronic dehydration. A number of workers all along the Pacific coast of Central America have been affected.
