Migration
agents investigate foreigners
for possible links with Islamic
state

Specialists from the General
Directorate of Migration confirmed
on Wednesday the arrest and
investigation of four foreigners
who were extradited from Nicaragua
and could have links with the
Islamic state.
Investigators report that three
men of Egyptian nationality
surnamed Ibrahim, 33, Eissa, 26,
and Mohamed, 41 and an Iraqi man
surnamed Yaoob, 29 were extradited
from Nicaragua to Costa Rica
Tuesday night.
Nicaraguan authorities extradited
the four foreigners to Costa Rica
because they were arrested when
they tried to enter Nicaragua
illegally from Costa Rica.
According to the Migration report,
before these men were arrested in
Nicaragua, they had already
entered Costa Rica. The three
Egyptian men entered Costa Rica on
June 9, while the Iraqi man
entered on June 13. They all came
from Panama.
"They came from Panama legally,"
said Stephen Madden, Director of
the Migration Police. "They are
given a resolution (or
authorization) of transit for 25
days in our country."
According to the controlled
migratory flow system protocol,
the authorities of Panama had
already investigated these four
foreigners in their databases and
with the Interpol police.
"In Costa Rica, the same queries
are again made (from databases and
with Interpol) and also the
biometric process where they come
out with negative results," said
Madden. This means that there was
no international warning against
the four foreigners.
Authorities report, however, that
"in June we had received
information about these people who
were of a dangerous profile," said
Madden. "So the immigration
police, in compliance with their
duties of national security,
communicated what was happening to
the personnel of Security of the
United States Embassy."
The four men were transferred
measures to the Migration
Apprehension Center in Los Lagos in
Heredia* with maximum
security and a deeper research
process will be done with the help
of translators.
The international alert on three
of these foreigners occurred on
June 21 in a statement from the
Federal Police of Mexico where a
call was made to widely
disseminate the photograph of the
alleged members of the terrorist
group.
"The 3 men, two of Egyptian
nationality and one more of Iraqi
nationality, who are considered
terrorists and were registered in
BITMAP in Panama on May 12 and in
Costa Rica on June 9, CR
authorities received information
from a source that the subjects
are members of the terrorist group
ISIS and that they are on their
way to the U.S.,” say the
security authorities of Mexico in
its statement.
The men mentioned in that alert
coincide in name, age, and
nationality with three of the
foreigners who entered Costa Rica
on June 9.
