New product codes must
be included in the invoices By the A.M. Costa Rica staff As of Dec. 1, all products and services that are charged with the 13% value-added tax, so-called IVA, must include the code created by the government through the Ministry of Finance. That means all electronic invoices, both for goods and services must include a specific code created by the ministry and listed in the Catalog of Goods and Services, also known as CAByS. The CAByS is a list of codes of goods and services that are marketed in Costa Rica, grouped by categories and has a reference tax rate of 13% IVA. The goods and services in the catalog, which includes more than 20 thousand products, are identified with a unique 13-digit code. CAbyS will also be integrated into the Ministry's electronic billing system, known as Exonet which will come into effect on Dec. 01/2020. The goal of the catalog is to make it an easier process to pay taxes, identify products and services, as well as control stocks, Carlos Vargas, Director of the Tax Department said. The ministry will also use this catalog to improve controls and as a tool for not allowing people to evade taxes. The catalog is published on the website of the ministry under the "CAByS" section.
