New law improves the National
Learning Institute

President Carlos Alvarado signed a new law on Monday to improve the National Institute of Learning, INA, by advancing education and providing better employment opportunities for young people.
“The law represents one of the greatest purposes for this government since it consolidates the route of strengthening and modernization of the INA to improve the generation of employment in a more agile way," Alvarado said.
The law gives more flexibility to the institute to grant scholarships to students, among other improvements.
In August 2020, the institute developed virtual English language courses for 3,068 students, where 1,703 were women and 1,365 men. The language program improved their skills that allow them to enter the labor market, the institute said.
The courses are part of the Alliance for Bilingualism National program, an English language program in which the government, the institute and companies promote the free courses as a tool to increase their opportunities in finding a bilingual job.
The courses follow the guidelines of the Common European Framework of Reference for Languages: Learning, Teaching, Assessment, known as CEFRL. This is a guideline used to describe the achievements of learners of foreign languages to provide a method of learning, teaching and assessing English.
More than 1,000 people have managed to certify their level of English through virtual tests. Furthermore, teachers have been certified with international virtual tests to improve the quality of teaching in the language.
With this new program, people can be certified in:
• Basic English with a 300-hour course.
• Intermediate English with a 300-hour course.
• Upper-intermediate English a 600-hour course.
• Advanced English with a 300-hour course.
