application for purchases in Golfito duty-free
zone available in February

Costa Rica staff The Ministry of Finance announced that in February at the Golfito duty-free zone, located in the southern zone of the country, the customers do not have to present the shopping card because instead of that, an application will be used in customers cell phones. The Golfito free-zone, known as the Deposito Libre de Golfito in Spanish, was created in 1990 with the goal of promoting tourism and increase economic commerce in the area after the decline of the banana operations there. It is a commercial center where all products are tax-exempt, and therefore at much lower prices than in the rest of the country. It is located on Avenue 8, next to Golfito airport. According to the ministry, the application can be downloaded to in cell phones or any device with internet access will replace the old shopping card. This new virtual card through high technology will immediately register the user and all purchases made. This new technique will be possible because the Ministry of Finance will launch a computer system in the free zone to expediting the purchase process, and improve internal controls as well. With this change, users will have real-time information on purchases made. They can review balances or restrictions from the application. The virtual card will be enabled only within the duty-free zone. This improvements were announced in October with the plan to starting in January. But at the request of the dealers, who must verify the new system and close inventories at the beginning of the year, the new application was reschedule to start in February “in order to guarantee a good service to those who visit the duty-free deposit,” said Vladimir Villalobos from the Ministry of Finance. Another improvement is to allow people to buy as many times as they want. This is because currently, people can only buy at the outlets once every six months. Another change is the elimination of merchandise checkpoints. Currently, people must go through the checkpoints for the review and authorization to take the products out of the commercial area. Those controls will be removed in January, officials said. All products within the free zone are tax-free. Both Costa Ricans and foreigners can enter the commercial zone and, as of January, with fewer restrictions than there are currently.
