Congress pre-approves law to allow
people generate renewable electricity

For both companies and people already preparing their own electricity from renewable sources, the deputies of the Agricultural Affairs Commission of the Congress, approved on Tuesday a new text law though the bill No.22.009 called "Law for the promotion and regulation of energy resources distributed from renewable sources."

Renewable energy is called the energy obtained from so-called inexhaustible natural sources, either because of the immense amount of energy they contain, or because they are capable of being regenerated by natural sources, as such wind, geothermal, hydroelectric, solar, biofuels, among others.

According to the deputy Paola Valladares -Rosado, who also led the legislative forum where the bill is analyzed, the law goal is to promote the incorporation of new technologies to encourage the use of clean energy in the country.

This new approved text included the recommendations made by electricity producing and distributing institutions such as the Costa Rican Electricity Institute, ICE.

One of the deputies who voted against the project, Welmer Ramos-González, considered that some changes to the text had to be made. That is why he presented a series of motions, which were rejected by the rest of deputies.

According to Congress, the bill establishes a law that includes all organizations and companies that generate or distribute electricity in the country.

The deputies hope that, with the final approval of the law, electricity rates could be reduced by up to 50%, this because households will no longer depend on large expensive hydroelectric projects.

This bill also declares the research and promotion of renewable energies of public interest.

The new law also creates a renewable energy fund. As well as promoting electricity generation by the communities, which has the goal of providing electricity service to 7,500 families that still do not have access to electricity, Congress said in its statement.

According to an investigation on electrical development in the country, the dominant electricity generation and distribution organization is Grupo ICE, which is made up of the Costa Rican Electricity Institute and the National Power and Light Company. The group produces about 70% of the electricity.

The rest of the electricity generation is produced by private companies, municipalities and cooperatives.

The bill is expected to be approved or rejected by the rest of the deputies of Congress during this week.
