Both parents will be responsible for covering the needs and expenses of the family proportionally and according to their aptitudes, possibilities and economic income, according to a  bill that was approved this week by the deputies of the Legislative Assembly.

The bill No. 21,296 is entitled: Reform of Article 35 of Law No. 5476 of the Family Code. It was approved in the second voting period and clarifies that the obligation of family expenses must be for both parents.

In addition to the parents' obligation to cover the expenses of their children, the is establishes that all types of parental responsibility for the children and other relatives also dependent is for both parents.

According to the deputy María Vita Monge, who proposed the bill, "it is time for equality to be law because it is necessary a law to make women's work is visible."

In sum, both parents are responsible for fulfilling their children's rights.

The  United Nations educational guides for children classifies the rights outlined in the Convention on the Rights of the Child as the 3 P: Provision, Protection, and Participation. They may be elaborated as follows:

Provision: Children have the right to an adequate standard of living, health care, education and services and to play and recreation. These include a balanced diet, a warm bed to sleep in and access to schooling.

Protection: Children have the right to protection from abuse, neglect, exploitation and discrimination. This includes the right to safe places for children to play, constructive child-rearing behavior and acknowledgment of the evolving capacities of children.

Participation: Children have the right to participate in communities and have programs and services for themselves. This includes children's involvement in libraries and community programs, youth voice activities, and involving children as decision-makers.
