renewal by mail or appointment By the A.M. Costa Rica staff Due to the difficulty the officers of the Harbor Master's Office and the Department of Navigation Control would have to carry out most of the technical inspections of vessels, this year the certificates of navigability will be renewed by mail or appointment, announced the Directorate of Navigation and Security. This process is in response to the covid-19 pandemic as a preventive measure to reduce the risks of contagion for the officers who must review the boats as well as for the owners and the crew. In recent months and as a consequence of the health emergency, the certificates of navigability for some vessels were renewed temporarily for 3 or 4 months. Due to sanitary measures, a new form of renewal was enabled to allow the vessel owner or authorized representative to renew the certificates without the requirement of the inspection made by an official. Those interested in renewing their vessel certificate must submit a sworn statement and current photographs of the boat. The images must include those of the boat’s hull, engines, both sides, the stern and the bow. If the ship is in the name of a company, the document known as the Personeria Juridica must be presented. This is a document issued by the National Public Registry where the names of the company's shareholders are listed. The documentation can be sent by mail to the respective Harbor in the area or can also be requested an appointment with a Harbor official to deliver the documents in person. According to the Ministry of Transport, in Costa Rica, there are seven port Harbors, so-called Capitanias: • The Capitania Playas del Coco that regulates vessels from the border with Nicaragua in La Cruz, Guanacaste Province to Cabo Blanco in Cobano Canton, Puntarenas Province. • The Capitanía Puntarenas that regulates vessels from Cabo Blanco in Puntarenas to Río Grande de Tárcoles in Garabito. • The Captania Quepos, which regulates vessels from the Río Grande de Tárcoles to the south of Playa Tortuga in Bahía Ballena. • The Capitania Golfito that regulates from the southern margin of Playa Tortuga in Bahía Ballena to the border with Panama. • The Capitanía Limón that regulates from the south bank of the Matina River to the mouth of the Sixaola River towards the Caribbean Sea, including the border with Panama. • The Capitania Los Chiles regulates from the border with Nicaragua in the Salinas Bay in La Cruz, Guanacaste to the southern margin of the Sarapiquí River in Alajuela. • The Capitania Barra del Colorado, which regulates from the southern bank of Sarapiquí River towards the San Juan River to the southern Matina River on the Caribbean Coast. The owners of the boats interested in requesting an appointment should call the Ministry of Transportation at (506) 2523-2000 to identify which of the harbors regulates the area where the boat is located. According to the ministry, renewals issued before September 30, 2020, will remain active for one more period. In the case of vessels utilized as public transport, the renewal can only be obtained after the approval of an inspection carried out by a Harbor officer.
