announce new rules on property regulations

Costa Rica staff In order to improve territorial planning, the National Institute of Housing and Urban Planning has announced changes in the property rules to manage land in places where a regulation plan has not been developed by the municipality. Among the main changes are: - A 40% reduction in the costs of procedures for the individual plot plan. - Projects of social interest, like charities, will be allowed a reduction in costs for procedures of 90%. - Subdivisions of property in lots of 900 square meters, with the purpose of inheriting, selling, transferring, mortgaging, donating or any other objective of patrimonial interest will be allowed. The regulation will apply to all urban planning regulations at the municipal level to create a general national model. There also are changes in requirements for access to public roads, lot boundaries, parceling, transfer of areas for public use, and minimum standards on the construction of streets, sidewalks, parking lots and roads. Some changes also affect urban land use. Although municipal officials have been under pressure for years to create what is know in Spanish as a plan regulador, many have not been able to comply. Some officials complained that money was an issue. Two articles of the regulation are under review to improve their understanding and thus ensure their correct interpretation when it becomes effective in March, the institute said in its statement. According to Tomás Martínez, president of the planning agency, this is the third regulation plan in two and a half years that the institute has created. The update in urban planning regulations has the goal of making land division easier and improving the best use of the territory for future generations, said the institute. The new regulation will also be used in the municipalities to plan the administration of the territories. More than 600 citizen comments were received at hearings on the plan.
