New state agency created to
monitor |

In order to implement the National Social Responsibility Policy, the Ministry of Economy, Industry and Trade signed the decree 40459 MEIC, which creates the Social Responsibility Advisory Board (CARS). "The Social Responsibility Advisory Board will become the governance mechanism that fosters collaborative work among different actors to work on the implementation of a policy that reflects a shared vision to achieve greater sustainability and responsible behavior from companies, the state and other organizations," said Geannina Dinarte, Minister of Economy, Industry and Trade. To become a member of the advisory board, interested parties must comply with the following requirements: * Letter of application that reflects the experience, trajectory and programs you have led at the national and international level in subjects of Social Responsibility. * Two letters of recommendation from companies or organizations with which you have developed topics related to Social Responsibility. This information should be presented in a document of no more than three pages, including a proposal for a role that should be assumed by the Social Responsibility Advisory Board, according to the organization's vision. Additionally, applicants must complete the form found in the MEIC website. All data must be sent to the email, click here: amoreira@meic.go.cr before Wednesday, December 6. |

would be made up of two representatives of
national reference organizations in Social
Responsibility and two others from the public sector, a
member of the academy and one from the private sector.
The members shall be appointed by the Governing Council and shall meet ordinarily three times a year, with the Technical Secretariat of Social Responsibility in charge of the MEIC and extraordinarily at the request of the Technical Secretariat. Members will have to implement and follow up on the National Social Responsibility Policy, establish the necessary measures for the allocation of resources, encourage participation, and develop communication strategies. |

| Uber drivers marched against state's intimidation | |
By A.M. Costa Rica staff Drivers of the Uber platform marched to the Presidential House on Wednesday morning to protest against what they consider a campaign of fear on the part of the government to discourage the use of the service in the country. The march started at the Fuente de la Hispanidad in San Pedro and finished at the Presidency building in Zapote. The goal was to deliver a letter to President Luis Guillermo Solís which proposes an apparent persecution against them. "Suspend transit operations, abuse of authority and interrogation and stop the persecution and violence against collaborators who transport people through the technological platforms, until the government decrees a regulation," reads part of the letter delivered. "We are Costa Rican citizens, users of services and merchants, in the full exercise of our rights. However, the government have come to limit us and prevent us from exercising freely and fully the rights and individual guarantees that our Constitution enshrines," the document said. According to the demonstrators, the government instills fear and makes threats against businessmen who make commercial alliances with the service, which constitutes a violation of the rules of commerce. |

Uber Drivers caught by the Transit
Police may .... receive a fine of up $4,000. They request a modification of the regulations to establish rules that allow them to provide the service and grant a special license to the more than 156 thousand drivers who claim to have registered, both on the Uber platform and others, including Nova. "The Political Constitution has given us as a nation, sovereignty, that as citizens we come to exercise it by filing this petition. It is clear that the Government is exercised by the People and its representatives must listen to the people," the document adds. |

Certified Public Accountant The tax period expires on November 30th for small businesses but extends to December 10th for large taxpayers. Not filling this report results in a fine of 2% of the gross income in the income tax, with a minimum of three base salaries and a maximum of 100 base salaries. This means the fine goes from ¢1,278,600 to ¢42,620,000. It is important that the parties agree on the amount to be indicated in the informative declaration. Errors must be avoided, since a 1% base salary penalty (¢4.262) is applied for each incorrect registration. Follow these steps and you will not have problems with this tax obligation that expires next November 30th. Step 1: If you have sales or purchases of goods and services in the national territory that exceed ¢ 2.5 million annually to the same person or company, you must make the declaration, you must also report sales or purchases for professional services, rents, commissions, and interests for more than ¢50 thousand colones Step 2: Agree with the amount that both parties will declare, since if they are not equal, it could result in a fine. |

Local credit cards with the second highest interest rates in America |

By the A.M. Costa Rica staff The interest rates on credit cards in Costa Rica are practically the highest in the entire American continent, only surpassed by Hondurans. This was confirmed by the Minister of Economy, Geannina Dinarte, to the legislators of the Finance Affairs Committee, which is currently studying a project that seeks to combat the excesses that occur in the country as regards interest rates. According to Dinarte, there are currently private banking entities whose interest rates on credit cards reach up to 50%, a percentage that doubles what is proposed in the bill. The law against usury seeks to establish limits on banking entities, using as a reference the effective interest rate of the market, set by the National Financial System. Dinarte insisted that what should be done in the country is to set a defined rate, as it was done in Chile. |

One of the lawmakers who supports the bill is the Frente Amplio's Frank Camacho, who said that it is not possible to leave interest rates at the hands of predatory free market. The current indebtedness of Costa Ricans with credit cards is estimated at $1.14 billion. |
