Education Ministry provides plan B to end the school year with teachers still on strike |

The Education Ministry issued guidance on plan B which will allow year end grades to be finalized because many of the teachers and employees continue striking. The document contains six scenarios that will allow regional directors, circuit supervisors, directors of educational centers and teachers who are not on strike to award annual averages and final conditions to thousands of students. According to the Ministry, this plan is the solution to reduce the impact of the strike on thousands of students. Scenario 1: The student has the notes of the three quarters or at least two of them. The student obtains his final grade, giving a value of 30 percent to the first and second trimester and 40 percent to the third trimester. In case of not having notes of any quarter, 60 percent would be applied to the highest grade. If even with this average the student does not reach the minimum grade, he will have to make the extension calls (in December and February). Scenario 2: The student has the note of a single period. If the qualification is greater than 65 to 9th grade or 70 in the rest of the levels, the year will pass and that will be your annual average. If the student does not reach the minimum grade, he / she must make the extension calls (in December and February). Scenario 3: The student does not have any data for the calculation of annual rate. If he attended regularly until the end of the second period, he is assigned a 50 percent qualification for his attendance, if he attends and participates in a promotion strategy for the closing of the course, he will obtain the remaining 50 percent. The promotion strategy may consist of case resolution, problem solving, exhibitions, resolution of exercises or experimental practices and other activities that promote integral development and is applicable in any of the subjects and in all those that are required. Scenario 4: The student stopped attending classes even when his teacher was working. School staff should call the family or guardians to inform them that the school is working normally, and to urge families to send students to classes. It is important to have the support of the community and the municipality to support the student's incorporation actions.

When there is suspicion of negligence, the director and the teacher must report to the National Children's Trust the refusal of the family to send the student to classes. Scenario 5: The student has a note of the first and second period. However, there is no one who carries out the weighting to obtain their status because the director and teachers are in strike movement. The Regional Ministry branch must students and parents to find their qualification records to define their condition. Scenario 6: The student of a technical school where the teachers in charge continue on strike and the director does not have the information to calculate the semester. In highly qualified cases, and with the due backing and accompaniment of the Academic Vice-Ministry, the replacement test or promotion strategy may be applied to determine the semester grade. This mediation may be applied when they are required to complete the number of credits required for graduation. However the education sector represents 98.55 percent of the people who continue on strike since September 10. |

Government offers
$125,000 for best innovation project

The Technology Ministry opened the Human Capital and Innovation Program for professionals and small businesses (known as PYMES), who want to participate in the development of an innovative project to the use of technology. The Ministry offers to deliver up to $125,000 in non-reimbursable funds to the selected company. The program is ready to receive applications for participation. All applications must be submitted by the deadline of December 19. The program seeks to improve the productivity of small businesses and independent professionals by providing them with capital for innovative projects. It also hopes that associations will develop between companies and development centers specializing in research and technology. Such associations could speed the production of new products with a “think tank” environment where new ideas can flourish. Paola Vega, Vice Minister says "we support the growth of PYMES by providing resources for innovation to grow." The maximum amount of non-reimbursable financial assistance for this call is up to $125,000 and with smaller awards of $6,000. The maximum term of execution of the project will be 24 months and the maximum percentage of non-reimbursable financial assistance will be up to 80 percent of the total cost of the project.

Government simplifies procedures to make some imported medical supplies tax free |

The government has announced that tax exemptions for companies that import certain medical equipment and supplies will be made easier. Some of the items included are surgical cotton, surgical gowns, and hospital beds. This is good news for the companies that import products related to the medical industry and for their clients. According to the Finance Ministry, the import procedure was reduced to 10 days. This was achieved by speeding procedures in the platform of the Ministry known as EXONET that is accessible on the website of the Treasury. Victoria Hernández, Economy Minister, stated that "This is one of the actions we have been carrying out to streamline the procedures to which companies are exposed with the aim that small companies have shorter and shorter response times on requests that require approvals from public institutions." The exemption is given to products that are not produced in Costa Rica. There are two products that cannot be tax free, common bandages and orthopedic bandages known as estoquinetas as there are companies in Costa Rica that are producing them. Juan Carlos Brenes, Director of Fiscal Incentives, says that "This is a benefit for both the importer and the final consumer, who will receive the products in a shorter period and possibly at a lower cost, more effectively fulfilling the fiscal investment established by the law." |

Costa Rica gets its own Roosterfish tournament |

To A.M. Costa Rica It’s one of the most incredible places for sportfishing in the world: Costa Rica. The country is filled to the brim with huge gamefish, but there is one that Costa Rican fishers are especially fond of, and that’s Roosterfish. Up until now, there was no fishing tournament specifically for Roosterfish in Costa Rica. That might seem strange, but now it’s changed. From November 16 until November 19, the first ever International Roosterfish Tournament took place in Golfo Dulce at the Crocodile Bay Resort. The partaking teams came from far and wide, including Costa Rica itself, Mexico, Panama, Canada, and the US. The appearance of Roosterfish alone is enough to get an angler excited. They really are unique, with their flashy, yet pointy appearance. This is what urges many anglers to cast their bait for Roosterfish. You can’t catch these fish in the U.S. or Europe, which makes them even more enticing. Anglers have to go down to Central America in order to get the chance to try their luck with Roosterfish. Their movements are unpredictable and very powerful. You definitely won’t have an easy time with them, so watch out! Anglers can find Roosterfish in Peru, Mexico, and other parts of Latin America, but the best place to catch them is probably Costa Rica. There are some huge fish in the water here, so you best get ready! The main organizer of the tournament, Mr. Todd Staley, says that you can catch Roosterfish everywhere in Costa Rica – from the reefs to the ocean floor, from the shoreline to the open sea. Those who have fished for Roosterfish farther north may be surprised by this statement, as there the fish are usually only caught close to dry land and in relatively shallow waters. Roosterfish also reach great sizes in Costa Rica. The general manager of Crocodile Bay Resort and the host of the tournament, Mr. Beau Williams, says that the fish can reach 100 lb or more in these waters. Williams explains that Roosterfish are attracted to the Golfo Dulce by the big amounts of bait fish that spend their time here. The diverse types of soil, from sandy to rock, also contribute to the abundance of Roosters that show up around these parts all year. The organizer of the first Roosterfish tournament in Costa Rica is the PanAmerican Sportfishing Delegation, which also organizes three other tournaments in different parts of the Americas. This organization’s ultimate goal is to have sport fishing recognized as an official Olympic sport, although they would settle for the Pan American Games in the meantime. For the time being, they are helping people enjoy fishing and coming together at different tournaments. Just like they’re doing in Costa Rica now. To get extra weight behind the event, the delegation teamed up with a local not-for-profit organization, FECOP. They promote sustainable fishing practices and protecting the marine environment. Todd Staley has worked with FECOP and at the Crocodile Bay Resort for years, so he connected the organizing committee with the Resort. It’s easy to access, has good amenities, and has a big number of charter boats that are in good shape. Also, the boats are all relatively similar, equalizing the chances for the tournament participants. Now that the location had been decided, the teams could start applying to join. Over 10 teams from five countries signed up and competed in the first Roosterfish Tournament in Costa Rica. |

The first ever International Roosterfish Tournament took place in Golfo Dulce at the Crocodile Bay Resort. Costa Rica has long been dedicated to sustainable fishing. Many fish, including Roosters, are strictly catch-and-release. The Tournament follows this trend, and doesn’t even allow fish to be weighed in at all. The highest priority is protecting the fisheries for future generations. Finally, fish will also be tagged in order to further scientific research on Roosterfish. Apart from this, there aren’t many rules. Participants can use up to 30lb line and no treble-hooks, but that’s about it. Even though the tournament was organized by non-locals, the people of Golfo Dulce are excited about the event coming to their area, according to Williams. There are already multiple international fishing tournaments in Costa Rica, but so far they seem to have missed the south of the country. Until now. And it gives local captains a chance to show they are just as skilled as their colleagues up north. Also, this is the first Roosterfish tournament in the country, and the locals are proud of their great fisheries, says Staley. Still, the local community will not participate at large. It is the first edition, and a type of test run. However, there will be a showcasing of the local fish board and a show put on by a local school. And, as mentioned, the crews will be locals as well, even though the participants will not be. Despite the fact that the PanAm Delegation was born under 2 years ago, it organizes four tournaments in three different countries. They’re catching up with leading European organizations already. And the organization will continue to hold this Roosterfish Tournament in Costa Rica, as well as new ones for different species in the near future. It’s not quite on to the Olympics yet, but it’s not bad for starters. Over 40 anglers participated in the first Costa Rican Roosterfish Tournament, releasing all the fish they caught after measuring their length. Next year, there should be even more. Let’s hope this tournament becomes part of Costa Rica’s already impressive sport fishing tradition for a long time to come. Police arrest three suspected of producing child pornography using their daughters |

By A.M. Costa Rica staff The Judicial Investigators Organization has reported the capture Tuesday of three people suspected of using their own daughters to make pornographic videos for dissemination. Investigators from the Computer Crimes Section detained a 41 year old man and two women ages 39 and 45, who are being investigated for rape and sexual abuse of a minor, and the manufacture and production of child pornography. The first arrest was that of the 39 year old woman in Barreal in Heredia. The man was arrested at his place of work in Pavas. The second woman was arrested on a public road in Tambor in Alajuela. The police also raided the house in La Aurora in Heredia. The investigation began in October of 2017, said police, after they performed a forensic analysis of several electronic devices that had been confiscated from a man in 2016. This man was investigated for another alleged crime and his house was raided two years ago as part of that investigation. "When the investigators of the Computer Crimes Section carried out these analyzes, they found that on those devices there were photos and videos of the suspect (man arrested yesterday) and the suspects (two women also detained yesterday) having sexual relations with minors," said the report. After the discovery of this material, the judicial agents conducted several police investigations, managing to identify the adult women that were observed in the photos and videos. Then they realized that the minors who appeared there were also the daughters of the women and man arrested yesterday. In the operation, cell phones, cameras for photo and video, among other electronic devices, have been confiscated. Finally, the detainees were sent to the Public Ministry, where they will continue to be interrogated and then the prosecutor will determines the precautionary measures.

The first arrest was that of the 39 year old woman in Barreal in Heredia. The police report the possession and dissemination of child pornography is an increasingly common crime in Costa Rica. Walter Espinoza, Director of the Judicial Organization, said that in recent years this behavior is detected more frequently by both internal investigations and alerts issued by the International Police (Interpol). On average, the police receive ten monthly complaints related to sexual content involving minors, although the figure could increase considerably if more people warned about this activity.
