German foundation donates solar panels to indigenous villages |

Talamanca has received the first 85 solar panel systems, an arrival that begins the execution of the ‘Solar Imagine Light’ project in Costa Rica. The panels were donated by the German non-profit organization “Love for Life” in coordination with the Integral Development Association of the Talamanca Cabécar Indigenous Territory, government and the Costa Rican Electricity Institute. The 85 solar panel systems arrived in the country by sea, were moved overland to Talamanca and then taken to the individual communities by helicopter. Once the panels arrived, a group of Ecuadorian experts – trained by “Love for Life” - began training seven local technicians from different communities in the installation and maintenance of the solar systems. Ecuadorian and local technicians have already installed 11 of the 85 modern solar panel systems. The systems will be installed in Bajo Piedra Meza, Tsipirí, Monteverde, Batubata, Guayabal, Muleribata and San José Cabécar de Talamanca Cabécar. In this first phase, these systems will be enabled in 80 homes, 4 schools and a community center. This sustainable development project is based on a "bottom-up" approach, combining the use of smart renewable technologies and intensive local capacity development programs together with a counterpart model and intense community involvement. This model has been implemented by the organization in indigenous peoples of the Amazon in Ecuador, Peru and Colombia. Rosemary Álvarez, coordinator of Love for Life, stated "the objective is to cover the 20 indigenous communities in the area without access to energy with advanced systems and components of the highest quality, which will allow them to improve the living conditions of the Cabécar people who live in the communities of Talamanca, through sustainable access to clean, safe and independent solar energy."

In this first phase, these systems will be enabled in 80 homes, 4 schools and a community center. Since communities live in such remote, almost inaccessible places, this project allows them to connect basic electrical appliances, recharge batteries and cell phones and have access to light without having to use candles and spend so much on batteries for their bulbs. Juan Alfaro, Vice Minister of the Presidency, confirmed that the government's help made the project possible. "The government facilitated the introduction of the equipment to the country, allowed the entry of the Ecuadorian experts for the training processes and the provided air transfer of the equipment to the indigenous communities in coordination with the Costa Rican Electricity Institute." The Electric Institute is developing its program of installing solar panels in regions of the country that do not have access to electricity. According to the institute, it has installed about 4,800 solar systems, with indigenous populations benefiting the most, the institution reported. |

Hackathon Costa Rica seeks best ideas to make country safer |

The Embassy of the United States and the Costa Rican Tourism Institute invite anyone who has ideas on how to make the country safer for tourists and to participate in the Hackathon Costa Rica 2018. According to the embassy "the objective of this activity is to look for ideas to create an application that can be used from cell phones and that provides all the information so that both tourists and residents can learn more about security in Costa Rica." This Hackathon on tourist security in Costa Rica seeks participation by the government, companies and the public. The activity will be from 9:00 a.m. Saturday 17 th. at 4:30 p.m. Sunday 18 th. at Lead University, Rohrmoser Square in Pavas. Anyone may participate if they have experience or training in the following fields: Graphic design, User experience, Software development, Tourism, Hospitality, or related areas. It is expected that at least 50 people from all over the country will be selected. "50 software, design and tourism programmers will work 30 continuous hours in the development of a mobile application prototype, which will be a response to the growing insecurity of the country and with which tourists will have updated information on beach conditions and other risks of security" said the Embassy. The activity is free because the organizers will assume the food expenses for all the selected participants.

Ministry confirmed driver’s
licenses will indicate organ donation |

The Health Ministry confirmed that all persons who request a driver's license or have to renew the document must indicate whether or not they authorize the donation of their organs and tissues in case of death. The question about donation of organs and tissues will be in the medical section of the driver’s license application. It is hoped that this will increase the number of potential donors and decrease the list of patients awaiting transplants. Andres Castillo, president of the Doctors College, says that "reality tells us that there is a very significant deficit in the number of volunteers who are willing to become donors with respect to those who urgently need a transplant, and we believe that this measure will have a positive impact on the increase in the list of donors." The College also recently implemented an internal campaign to train its members to explain to their patients or clients the importance of organ donation. According to Giselle Amador, Health Minister, "a person who donates their organs will be saving on average the lives of eight people." "A person who decides to be a donor, can contribute by providing corneas, skin, bone, ligaments, tendons, heart valves, blood vessels, kidneys, liver, heart, lungs, pancreas and intestine, while the living donor can provide kidney, pulmonary lobe, liver segment, bone marrow and bone when he dies," said Amador. Organ and tissue donation can save the lives of thousands of people who are waiting for transplants and can give sight to the blind.

In 2017 the list of patients who needed a transplant was 1,137. People also have the possibility to express their willingness to be donors in the clinics that they attend for medical attention (either public or private) and, in the next months, it will also be a data that is included in the Identification Documents ( ID). According to the Ministry, in the 2009-2017 period 209 cadaver donors were registered, but the list of patients who needed a transplant was 1,137. During 2017, 40 kidney, 10 liver and 4 heart transplants were performed in the country, while tissue transplants included 32 skeletal muscle, 11 amniotic membrane, 10 heart valve, 10 blood vessel, and 2 skin transplants.

Education Minister denounces slow grading for students |

Education Minister Edgar Mora reports that the ministry still has not received the final approved or postponed status of 16,000 high school students, a figure represents 37 percent of the people registered to take those tests. The ministry said that "the final condition is the report of subjects approved or postponed by each student in the eleventh year.” That information should have been entered into the system by the directors of every high school by October 29. Due to the teachers’ strike, thousands of students have not yet received their reports and are unable to make future plans. Pablo Mena, who is in charge of the ministry platform, stated that "The schools directors have not been entering data into the platform. There are still many young people without the final year results " Of the 981 Academic Schools that applied Bachelor tests this year, 349 have not entered the final condition of even one of their students. Ministry Mora says that "these schools are located throughout the country, the delay in the delivery of this information is widespread and we are very concerned. It is very important to emphasize that the grades are of the students and nobody has the right to retain them." |

Investigation advances on death of a woman found in Escazú |

The Judicial Investigation Organization reported having found the remains of a woman last week. She was killed and her body mutilated. The corpse was found in a lonely area in Escazú. Police report that the body was identified as Stephanie Paola Castro Mora, age 28, who worked as a security officer in a private company. Marco Carrión, head of the Homicide Section, state that "we still have to find one of her upper limbs." Investigators report that they have not ruled out a crime of xenophobia, since the woman was openly homosexual but admit that there is nothing yet to indicate that it was a murder with motives of hatred towards lesbians. Carrion states that even with the evidence found at the discovery site and that found in her home, they do not have a clear picture of why she was killed. Rumors have circulated on social networks this week saying that the body wore a specific dress, and that was a sign of a possible hate crime. Investigators dismiss this as rumor and claim that the body wore the clothes that belonged to the victim. Carrión added that there was not any indication, evidence or testimony that would lead investigators to believe that the woman’s lifestyle had anything to do with her death. “We discard that. The tests point this out, " said Carrión. According to the researchers, this unusual case is being taken very seriously by the organization, and they do not want to reveal data that could hinder the progress of the investigation. "Although 8 days have passed, we are at a stage where it is not advisable to provide details of what we have and what we do not have. We are focused on finding the place where the young woman's life was taken and the reason for the crime, " said Carrión. |

Victim body was found spread out in an empty lot in Escazú. The police found the victim’s body after they were alerted by a man who reported that he found his dog dragging a human arm. When the team of detectives and the police arrived they found other parts of the body spread out in an empty lot. The skull was found next to a power line post very close to the road. Forensic specialists suggest that the woman was murdered elsewhere and her body parts dumped in a desolate place. Analysis indicates that the body was dismembered with a tool of some kind and that the murder could have taken place three or four days prior to the discovery of the body. According to the statements of Walter Espinoza, director of the Judicial Investigation Organization, "the woman had no criminal record and was identified by means of some tattoos." The investigators continue in the search for evidence of the woman’s last activities before she disappeared. |

Police destroy marijuana laboratory in Upala |

By A.M. Costa Rica staff Two men were captured on Wednesday morning when police discovered a home courtyard containing a laboratory containing marijuana plants almost two meters high. The home belonged to one of the two men arrested. The action was carried out by officers of the Regional Anti-Drug Program of the Public Force and the Operational Support Group, both from the North Chorotega Region, based in Upala. According to the police report, officers discovered a home in the Bijagua district of Upala with an unusual courtyard. They found a laboratory with a translucent roof and fluorescent fixtures to provide the marijuana with night at night to accelerate their growth. The home was located only 70 meters from the town center so the men had tried to hide the laboratory with saran and fabric on the sides. Within the site, the police found 18 marijuana plants of approximately 1.80 m. and another eight bushes 10 centimeters high, next to which were two jars and two plastic bags containing stings. According to the police report, "when the subjects noticed the police presence inside the plantation, they immediately fled through a nearby wooded area, but the flight lasted only a short time. They were almost immediately arrested and were identified as surnames Fernández and Reyes."

The police found 18 marijuana plants of approximately 1.80 m. and another eight bushes 10 centimeters high. Both suspects have a history related to drug seizures and Rodriguez has also been arrested for assaulting a police officer. A prosecutor viewed the area and requested that a sample be taken and the plants be destroyed. The two men arrested were taken before the Prosecutor's Office of Upala where the precautionary measures will be issued. |
