Government calls upon the public
to avoid risky online purchases

By A.M. Costa Rica staff

The Government, through the Economy Ministry, calls on the public to take precautions and avoid buying risky products in online purchases.

The Ministry, in obedience to the initiative of the Organization for Economic Cooperation and Development (OECD), is taking steps to inform the public about the risks in sales and purchases over the Internet.

According to the Ministry, "all suppliers have the obligation to sell products that are not harmful to consumers, so the items circulating in the market must have adequate safety standards to avoid injury or even death."

In Costa Rica there is a regulated system of withdrawing unsafe products from the market (a ‘recall’).  Companies that identify an unforeseen risk must report this situation to the Consumer Support Office of the Ministry and alert consumers to suspend their use.

According to the ministry, in Costa Rica during the last 12 years 62 product recalls have been made which is equivalent to more than 500,000 units affected and retired from the market.

"The products removed in Costa Rica range from cell batteries that are overheated, to toys with pieces that break off and can cause suffocation or other type of injury," said the ministry in its statement.

The government uses different sources of information to detect unsafe products. These range from the producers or importers who warn users of an unforeseen risk to international alerts, to warnings from hospitals or from the consumers themselves after an injuries is suffered due to a product’s use under normal conditions.

Online commerce and direct importation of a product by the consumer is an additional risk as there are different types of suppliers and the consumer is more exposed to risky products and using them or having them reach the hands of their children.

Victoria Hernandez, Economy Minister said that, "we make efforts in coordination with other world organizations to promote the consumption of safe products in the population.” She added that this is an important campaign that is designed to share information on sites that can be consulted so that the consumer can know which products have been removed from different markets. In Costa Rica, you can go to: www.consumo.go.cr  and visit the product removal site.

It is recommended that you check the products
on this page www.consumo.go.cr before buying.

The web pages that warn about products that can be dangerous are: OECD Global Recalls, the SIAR, and RAPEX .

The ministry has the following advice for consumers to help them avoid problems when buying or selling a product that can be dangerous:

1- To the seller: You must remove any product that has been identified as dangerous from the website of the company. You must make a publication on the page to alert consumers to the reason for the withdrawal of the merchandise. You must inform the Directorate of Consumer Support of the Ministry to make the official report of the withdrawal of the merchandise or the detention of the sale.

2- To the buyers: Check on the security websites, mentioned earlier, to see if the product you want to buy is on the risk list. Buy only on reliable platforms or pages, where people are known people to have had a positive experience in the purchase and recommend that site. Always check the comments or recommendations made by other people about the websites. Beware of websites that eliminate negative comments from customers. Always keep proof of purchase for any subsequent claim.

In Costa Rica, the Ministry opened a web page where articles that have been considered dangerous are published. It is recommended that you check the products on this page www.consumo.go.cr before buying.

Community of Osa seeks to eliminate single use plastic

By A.M. Costa Rica staff

The Osa Tourism Chamber and the municipality of that canton, has added two clauses to the current regulations. They oblige companies to eliminate single use plastics from their services and to carry out recycling of solid waste.

The agreement for this new municipal law was approved unanimously by the Municipal Council of Osa.

The Municipality of Osa is developing the "Osa Libre de Plástico" (Osa plastic free ) campaign, an idea of the Osa Tourism Chamber.

Alberto Cole, mayor of the Osa Municipality said that, "the idea is to involve merchants and others so that they become aware and get involved"

The elimination of single-use plastics in the canton has been promoted with the support of other organizations such as the Environment Ministry, Health Ministry and the Corcovado Foundation. The plastics to be eliminated are things like straws, plastic cups, and plastic bags.

This week marks the first year of this campaign to protect the environment, and according to the municipality, 96 percent of the companies associated with the Tourism Chamber of the region, have announced the successful elimination of single use plastics in their companies.

Luis Centeno, president of the Chamber said  "Plastic is damaging our ecosystems, polluting our rivers and, in the end, the unfortunate thing is that it ends in the seas, it is worrisome and we must stop it now.”

According to specialists, plastic takes hundreds of years to decompose in the environment, and up to 1,000 years depending on the type of plastic.

Plastic111518.jpg
A.M. Costa Rica wire services photo

Single-use plastics end in the oceans and
are consumed by marine species.

To use massively such a durable material for disposable objects is an error with catastrophic consequences on a global level.

Laura Dos Santos, Coordinator of Corcovado Foundation said "the greatest danger to the survival of this species (referring to sea turtles), are single-use plastics, which end in the oceans and are consumed by these reptiles and other marine species."

The Osa Tourism Chamber aims to become the first plastics-free tourism chamber in Costa Rica.

If you want to know more about the campaign of non-use of plastic, you can see the website: Visitosacostarica.com

Every year Expo receives about 25,000 visitors.

Mauricio López, general manager of Origin Seismic Engineering, one of the companies that will be at the fair, "not only do we seek to export services, but to generate alliances, greater learning about ecological construction, equity and sustainability in the built environment. Greenbuild brings together hundreds of people who share their inspiration and passion for regenerative design, and in addition, offers education opportunities in the latest technologies and services that promote sustainability in construction. It is the event where the future of our communities is configured, so we must take full advantage of our tools and resources to generate a greener and more resilient future in the coming years ".

According to Álvaro Piedra, Exports Director,  the most important thing about participating in this fair is that it provides “an opportunity to show the quality, diversity and added value of Costa Rica's services, and in this way, generate new business."

Black Friday online purchases could be free deliveries

By A.M. Costa  Rica staff

The government company for online purchases and emails, Correos de Costa Rica, is offering free shipping of online purchases during Black Friday.

According to Correos de Costa Rica, all online sales companies which are registered in the Pymexpress program will not charge delivery service throughout the country.

The Pymexpress program seeks to help small businesses that sell their products online, making alliances and promotions for customers.

This Black Friday all purchases made in this platform will be delivered free by Correos. In addition, all companies that are not yet affiliated and wish to use the free delivery services, have time to join until the night of Black Friday.

According to Pymespress, the free deliveries would be made on Saturday, November 24 in San José, and on Monday, November 26 in the rest of the country.

The Commercial Manager of Correos de Costa Rica, Jorge Solano Méndez, indicated that this initiative, in addition to motivating consumers to buy products locally, hopes to encourage Costa Rican companies to make attractive offers for Black Friday since they can offer the free shipping as a hook for selling products.

"At a time when there is so much uncertainty regarding devaluation and the country's economy, we want Costa Ricans to have attractive shopping options in Costa Rica and to buy products from local online stores, thus supporting Costa Rican entrepreneurship and avoiding exposing ourselves to changes in the price of the dollar. We want the money from those purchases to remain in the country," said Solano.

Pymexpress is a platform created to support small businesses that sell their products on the internet. Currently, more than 1,000 small companies are registered to offer their products online and distribute them to their customers through Correos.

Free deliveries would be made on Saturday, November 24
in San José, and on Monday, November 26 in
the rest of the country.

In total, about 20 thousand monthly shipments are processed and are taken to any part of the country.

"We have been able to determine that, through this service, the growth of local e-commerce has increased significantly since the percentage of packages of 2017-2018 has grown by 500 percent. The growth trends show very marked peaks of the season as the Father's Day, Mother's Day, Christmas and Black Friday," said Solano

According to Correos de Costa Rica, the items usually purchased by Costa Ricans who buy locally online are: accessories (34 percent), clothing (21 percent), jewelry (19 percent) and electronic items (9 percent).

If you are interested in your company being part of Pymexpress, there is still time to register at:  2202-2900, extension 4332.

Five policemen suspected of trafficking drugs inside a jail
Rectangulo110117.jpg
By A.M. Costa Rica staff

The Deputy Prosecutor's Office against Drug Trafficking and Related Crimes carried out more than 10 raids in different areas of Guacimo, Puriscal, Cariari and Heredia on Wednesday.

The raids resulted in the capture of 11 suspects who were taken to the Carlos Luis Fallas Institutional Attention Center, known as the Pococí prison.

According to the police report, among the detainees are "five officers of the Penitentiary Police, surnamed: Brenes Vega, Paguaga Jiménez, Anzora Salazar, Jiménez Sandoval and Rivera González (the latter had recently resigned), and  one of the prisoners, surnamed Camacho Chaves, is alleged to be part of the group."

Investigators report that, since April 2017, the suspects formed a criminal organization that dedicated itself to the supply and distribution of drugs such as marijuana and cocaine.

They delivered the drugs to areas around the prison and later distributed them inside the prison with the help of the officers.

In addition to the five officers and the prisoner, police arrested six people suspected of delivering the drugs to the area around the prison.

The suspects are four women surnamed:  Pérez Montero, Brenes Vega, Martínez Slack, and Vargas Arias and two men surnamed Hurtado Muñoz and Araya Sibaja.

All the suspects were sent to the Public Prosecutor's Office, where declarations will be taken and the precautionary measures to be requested will be defined.

Letter to Readers:
Illicit enrichment in the public service

By A.M. Costa Rica staff

Dear A.M. Costa Rica readers:

‘Elías Soley, president of AmCham, states that “excluding from the scope of this law, crimes such as corruption and illicit enrichment in the public service,” is inexcusable.’

From a person's perspective who has been in and out of Costa Rica for more than 25 years, the land of smiles has further descended into the pit of greed. Greed is what creates illicit enrichment.

We all know that illicit enrichment in the public service (code for thieving politicians) is financially crippling. But thievery is the symptom - not the disease.

The disease is the erosion of agricultural values. A culture in balance and looking to tomorrow’s harvests while carefully tending what you have. Costa Rican politicians should learn from these values instead of spending to build what they later cannot maintain. It's not only what a person can build that counts, it's what you can maintain that creates stability.

Costa Rica is blessed with stunning natural resources but in my experience, you can sum up Tico cultural as one that takes what's on the table now and thinks little of the future. Example: look at how many municipalities trim their trees. Rather than lacing them out so they grow back faster, strong and full, the municipal workers simply hack the main branches and trunk leaving a weakened tree that has to use all it resources just to survive, rather than grow in strength and beauty.

Does that not sound like Tico bureaucracy? Hacking at the treasury rather than looking to spend in way that maintains what we have and strengthens the nation.

They have no morality. That is why legislators would Never agree to keep illicit enrichment in the public service as part of the law of Domain Extinction (another stupid euphemism for confiscation) - as they are the ones in public service illegally enriching themselves! Think about it.

Letter111518.jpg
Security Ministry courtesy photo

This further proves that thievery is entrenched and that politicians do not deserve the public respect - to the contrary they should be seen as the corrupt perpetrators of public misery that they are. Next time you see a politician rather than calling them don(a) so-and-so, ask them why they haven't included illicit enrichment as part of the law of domain extinction. Then look them in the eye and spit on the ground. Seriously.

The author Paulkovich says Jesus was a mythical-character. From the page 55 (Roman leaders decide they need a god, any viable god, to hold the flagging empire together) and page 61 (in 391AD, Roman Emperor Theodosius elevates Jesus, posthumously, to divinity.)

Costa Rican citizen was arrested with
3 kilos of gold in Venezuela's airport

By A.M. Costa Rica wire services

According to the report of the Venezuelan immigration police, known as the Bolivarian National Guard, two men, one Spanish and the other Costa Rican, were detained at the Maiquetía Airport when they tried leave that country with two gold ingots hidden in their luggage.

Two officers of the Special Anti-Drug Unit report that "two men identified with the surnames Rivera Blanco (Costa Rican) and García Moreno (Spanish) carried two gold ingots, not reported in the control terminal and hidden in their luggage.”

Rivera and Garcia intended to board flight 8595 Estelar airline to Madrid, Spain.

The report states that, during a routine review, officers detected a weight problem with the suitcases and sent the luggage to an X-ray machine.

The X-ray showed two unusual objects in the suitcases. A canine unit was brought in to determine if the objects were dangerous and the suitcases were opened.

According to the police report, "foreigners can travel with articles or jewelry as long as they do not exceed the weight allowed by law, equivalent to 285 grams."

The report added that “The two gold ingots which the two men carried, one weighed 1 kilo and 778 grams, and the other 1 kilo 656 grams, for a total of 3 kilograms 434 grams,” which is why they were stopped by the police and taken to cells maintained by the public ministry.

At the close of this edition, the Venezuelan Embassy in Costa Rica had not commented on this matter.
