Turrialba Volcano ash reached Central Valley |

The National Commission of Emergencies has confirmed ash fall from the Turrialba Volcano, reached the Central Valley. According to the report of the Volcanological Observatory, the emanations of ash and gases started at 7:45 a.m. Tuesday. "This is one of the longest ash emanations in the last 8 days, the volcano continues with explosions and ash emissions, and you can see the incandescence material around the crater." Experts stated that the direction of the wind has been maintained towards the west – northwest and that the decrease in rain and the increase in winds favors the ash reaching more populated areas of the Central Valley. The fall of ash has been reported in the vicinity of Cartago, San Jose, Heredia and Alajuela. The commission is calling on the population living near the volcano to be vigilant due to the continuing gas and ash emissions. The Emergency Commission also stated that anyone who has a respiratory health condition with chronic problems should take the necessary measures to avoid respiratory problems. Favorable weather conditions have allowed volcanologists to observe the volcanic activity through the monitoring cameras located in the area of the viewpoint and in nearby villages. According to specialists, since the end of August 2018, "the Turrialba Volcano has increased its activity and has been emitting ashes and gases more persistently."

Turrialba Volcano is an active volcano in central Costa Rica that has been explosively eruptive since 2016. It is located in the vicinity of the city of Turrialba in Cartago and has an elevation of 3,340 meters. According to the observatory record, it is about 1.5 million years old. The surrounding volcano area is the Turrialba Volcano National Park. |

‘Trust for the Americas’ will donate $105 thousand to rural area projects |

The non-profit organization ‘Trust for the Americas’ announced their call for funding projects in rural areas. Organizations that have projects designed to help the community may apply. According to the organization, the program is known as, "From Open Government to an Open State in Costa Rica," and is aimed at financing projects of community organizations, media, representatives of the education sector or the business sector. The objective is to present social aid projects in partnership with a municipal entity. The organization will donate up to $7,000 to 15 selected projects. The objective is to finance cooperation projects with the municipalities and the community of the regions in San Ramón, Esparza, San Mateo, Orotina, Quepos, Bagaces, Cañas, Pococí, Jiménez, Hojancha, Abangares, Turrialba, Guácimo, Osa and Grecia. ‘Trust for the Americas’ is affiliated with the Organization of American States (OAS) and has more than 15 years of experience in creating initiatives that seek to improve access to economic opportunities and contribute to citizen security for the vulnerable populations of the hemisphere. |

Education Ministry will delay payment of extra salaries to employees |

The Education Ministry confirmed that, due to the delay in the delivery of the reports of overtime or surcharge of functions of employees, there will be delays in the payments of those amounts. According to Ministry, the system of surcharge of functions and overtime is a way to attend to fundamental tasks in schools. "On average, around 30,000 of these employee bonuses are recognized each year," said Ministry statements. The report of these extra wages had a deadline of November 2. The directors of each institution are responsible for the delivery of these reports. Apparently, only 3,000 reports were received, equivalent to 18 percent of the estimated total of 16,000 reports expected. For Yaxinia Diaz, director of Human Resources, "the biggest problem that is generated from this situation is that, sooner or later, the avalanche of late requests will arrive." According to Diaz, the Ministry has many other tasks to fulfill, in addition to reviewing those reports, such as appointments of new professors, requests for transfers of professors, and employee disability procedures, among others. For those reasons, the payments will not be ready when employees expect. According to the Ministry, thanks to the extra payment employees could receive up to an additional 50 percent of salary.

Apparently, the principals of the schools did not deliver the extra payment reports on time, because they were on strike. The strike of teachers and other ministry employees was declared illegal by the Labor Court of San Jose. However, "the education sector represents 98.55 percent of the people who continue on strike since September 10," confirmed the ministry.

Police arrested six tourists for not declaring more than $57 thousand |

Police of the Juan Santamaria Airport detained six tourists who tried to enter the country with $57,610 hidden in their luggage. According to the police report, the six Mexican tourists detained were identified with the surnames: Valderrama, age 34 carrying $9,760, Torres age 42 carrying $9,440, Álvarez, age 54 carrying, $9,704, Acosta age 36 carrying $9,826, Garcia, age 50 carrying $9,400, and Estrada, age 24 carrying $9,480. Migration protocols state that, "everyone must declare sums greater than $10,000 in cash," but when groups of people travel together, "the money is shared to evade controls at the airport." Police state that this sharing of money is often a way to hide the fact that the cash could be related to money laundering proceeds from drug trafficking. The money was detected by a canine agent names Sonya who alerted police after sniffing the luggage. Analysis of the bills showed that they were positive for traces of drugs. The six detainees were sent to prosecutors on suspicion of concealment of capital allegedly obtained from drug trafficking. |

Authorities identified a woman who was killed and mutilated |

![]() By A.M. Costa Rica staff The Judicial Investigation Agency has confirmed that the mutilated woman found in Bebedero de Escazú was 28-year-old Stephanie Castro who lived in Desamparados. The police report states that they were alerted by a man who reported that he found his dog dragging a human arm. When the team of detectives and the police arrived they found other parts of the body spread out in an empty lot. The skull was found next to a power line post very close to the road. Forensic specialists suggest that the woman was murdered elsewhere and her body parts dumped in a desolate place. Analysis indicates that the body was dismembered with a tool of some kind and that the murder could have taken place three or four days ago. According to the statements of Walter Espinoza, director of the Judicial Investigation Agency, "the woman had no criminal record and was identified by means of some tattoos." According to the police report, the forensic experts are still searching for body parts.
