Italian police found cocaine trafficked from Costa Rica

The Italian police raided an export company in Milan, seized 219 kilograms of cocaine and arrested 29 people, including a man surnamed Ponzo, father of the 36-year-old killed in Costa Rica in May.

According to the Italian police report, this important operation made it possible to define the context in which an entrepreneur businessman surnamed Ponzo was killed outside the Italian embassy in San José, in May 23rd. At the time of his death, Ponzo, aged 36, was the owner of the export company Tierra Nuestra Latina in Costa Rica

The police have dismantled two apparently criminal organizations involved in international drug trafficking. They arrested 29 people, mainly Italian although two were living in Barcelona, Spain, three Maghrebians and one Albanian. They also seized 215 kilograms of cocaine at the port of Livorno, in Italy. The men are suspected of being part of two criminal organizations, one aimed at the international trafficking of cocaine and the other at storage of the drug in Piazza, Italy.

The investigation began with the street distribution of the drug in Milan and was traced back to the suppliers. Police then identified the criminal organization that imported the drug from Costa Rica thus breaking the entire organization, from import to distribution, said the report.

The initial investigation focused on a criminal group headed by three brothers and originating in the province of Reggio Calabria. Police found that the group was composed of suspects bound by kinship ties. They used an "entrepreneurial" type structure and managed two distinct "cocaine" shopping plazas which they controlled as monopolies. These guaranteed cocaine users “uninterrupted service” seven days a week, including holidays. Operations were carried out in the Bonola district of Milan and an area adjacent to the town of Robbio, a small town in the province of Pavia with just over 5,000 inhabitants.

According to Italian police, the criminal organization has been virtually dismantled by the series of arrests of both street level pushers and suppliers. The early operations resulted in nine arrests and the seizure of four kilograms of cocaine.

One of the most important people in any criminal organization is the mass supplier responsible for importing large quantities from South America. The investigation alleges that two Italians residing in Spain, identified as Ponzo and Cademartori, were owners of the company "Tierra Nuestra Latina,” were responsible for the importation of the drug from Latin America along with Italian man also surnamed Ponzo, the father of the man killed in Costa Rica.

On March 27th and 28th 2017, at the Darsena Toscana Ovest dock in the port area of Livorno, the investigation against Ponzo and Cademartori led to the seizure of a total of 215 kilograms of cocaine hidden inside some pineapple cases carried in two different containers.

On May 23, 2018, Ponzo (the son) was shot and killed while he and his partner were near the Italian embassy in Costa Rica. The investigation made it possible to ascertain that there were least two other imports of a narcotic substance, of an unspecified quantity, from October 2017 to March 2018. One of those imports was probably successful.

During the investigation, numerous searches were carried out both of direct suspects and of people connected to them in various ways.

Investigator stated that a man already being held, is considered one of the leaders of the "Cursoti milanesi" clan. Police report that he already had arrests for criminal association, associations for drug trafficking, is alleged to have committed multiple homicides, robbery, and dealing in stolen goods. He was found in possession of about 28 kilograms of hashish, about 1.7 kilograms of cocaine, two clandestine guns, a short weapon silencer and 18 cartridges.

In total, the overall investigative activity involved the seizure of approximately 219 kilograms of cocaine (of which 215 were seized at the port of Livorno in two containers) and a weapon.
 
This report was made by Polizia di Stato one of the national police forces of Italy. It is the main police force for providing police duties and it is also responsible for highway patrol, railways, airports, customs (together with the Guardia di Finanza) as well as certain waterways, and assisting the local police forces.


Prosecutor opens investigation on private
cosmetic surgery clinic after patient death

The Prosecutor's Office of Pavas conducted two raids Wednesday as part of an investigation into the death of a woman surnamed Mendez.

The information gathered during the raids will be part of a case against Dr. Garbanzo, a private clinic physician, who is suspected of malpractice committed during Ms Mendez cosmetic surgery.  


The prosecution states that on October 30, the victim Mendez, underwent a liposuction procedure at a private clinic identified as "Costa Rican Clinic of Aesthetic Medicine." During the surgery a complication arose and the doctor in charge of the surgery sent her to a San Juan hospital where she died.

The first raid was at the private clinic in Rohrmoser where the surgery was performed and the second took place at the private ambulance service company which had transferred the patient to the hospital.



Confiscated in the raids were a cell phone, a computer, the medical file of the deceased woman, the report of the ambulance that attended the emergency and there were interviews with the staff of the clinic that had been present in the surgery.

The investigation alleges that, on October 30, the victim contracted the services of the clinic to perform the operation, but that a possible error in patient sedation caused her to have a cardio-respiratory attack.

During the surgery a complication arose and the doctor in charge of the surgery sent the patient to a public hospital where she died.

 

She was sent to the public hospital San Juan de Dios, and after spending several days in an induced coma, she died on November 3.



The prosecutor is investigating the doctor who performed the operation for the alleged crime of manslaughter.

Emergency Commission evacuates
13 families from zone at risk of landslides

The National Emergency Commission has been patrolling in the area of San Vito de Coto Brus since Tuesday because large areas of the mountain present a landslide risk. Families in the area are endangered if landslides occur.

According to the commission's report, the area of potential landslides is over 17 hectares, has some flooding and ditches and puts 13 families in great danger.

Experts state that there was a landslide that originated in the Santa Clara sector due to geological and human conditions such as deforestation and earthquakes.

According to Cristian Briones, the area was declared uninhabitable, so families were evacuated. "We have dedicated ourselves to the evacuation of families and temporary transfer to a shelter in Santa Rita de Coto Brus, as well as the rescue of furniture of the 13 houses where families were evicted."

According to the commission's protocol, a plan is being worked on to deal with the emergency in conjunction with other institutions such as the Red Cross and the municipality of Coto Brus.

The terrain has presented a vertical drop in land of more than one meter in recent days. This is a result of heavy rains in recent weeks, which caused an acceleration of the displacement of land in the area.

This has generated significant breaks in some areas and therefore structural damage to homes and large cracks in roads, houses, power lines and pipes. All of these put area families at risk.

According to the commission, families are in a secure shelter and other institutions will be involved in initiating programs to help relocate families.

Government donates houses to poor families in Guanacaste

The government program for supporting the homeless, though the National Housing Institute, announced Wednesday that the donation of house property titles for families living in extreme poverty in Guanacaste had been finalized. These families were left homeless because of the tropical storms that affected the area last year.

According to the institute, these houses are part of the "Heritage Consolidation Program" for the construction of houses for people living in vulnerable conditions. The program allows institutions to share part of their budgets with other institutions to develop specific programs. This house donation program was made in part by financing by the Labor Ministry budget.

In addition to the donation of houses, the project also includes the complete remodeling of houses that were damaged by the storm, but that can be inhabited.

The institution gave the new houses or the remodeling of their homes to three families in Carrillo, three in Liberia, one in Cañas and four in Hojancha. In addition the complete reconstruction of a Nandayure house was completed.

Steven Núñez, Labor Minister, the organization in charge of financing the project, referred to the help that was given to the families. "For us it is a moment of great satisfaction for the help given to these families that will see their living conditions improve."

According to the institute, all the houses were built or rebuilt in response to the specific needs of the people who will live in them.

These families were left homeless because of the tropical storms that affected the Guanacaste area last year.

The buildings are fully accessible and it is hoped that they will improve the quality of life for their residents.  Homes like these help people move from extreme poverty and live a better life, says the institute.

This program was founded in 2016 and is ongoing. The project was financed through the Social Development Fund, which contributed a total amount of more than $400 thousand.

220,000 Costa Ricans suffer from hunger, said FAO

According to a study by the Food and Agriculture Organization (FAO) in Costa Rica, which took place between 2015 and 2017, "there were 220 thousand people suffering from undernourishment or hunger, which represents 4.4 percent of the population."

According to the Panorama of Food and Nutrition Security 2018, the number of Costa Rican people considered undernourished has not changed.

This new report from the United Nations points out that hunger, malnutrition, lack of micronutrients, overweight and obesity affect low-income people, women, indigenous people, Afro-descendants and families more often in the rural areas of Latin America and the Caribbean.

According to the organization, in 1980 the prevalence of obesity in men older than 18 years in Costa Rica was 3.6 percent and in women 9.2 percent, while in 2016 obesity in men increased to 21.1 percent and in women it had increased to 30.4 percent.

In all the countries of the region, the obesity rate of adult women is higher than that of men. In 19 of them, the rate of female obesity is at least 10 percentage points higher than that of men.

Currently, excess weight is considered one of the most serious public health problems in this century and is affecting many countries, including Costa Rica.

The School Census of Weight and Size of 2016 revealed that 2 percent of students between 6 and 12 years old suffer from malnutrition but that 34.6% of the national school population had problems of obesity and overweight.

In relation to the Nutrition Survey of 2008-2009, there was an increase of 12.5 percent in girls and boys of the same age with this condition.

According to Octavio Ramírez, from FAO Costa Rica:

"It is important that Costa Rica promotes healthy and sustainable food systems that articulate agriculture, food, nutrition and health, and we must promote food education in schools and promote sustainable production of fresh, safe and nutritious foods, ensuring its offer, diversity and access for the most vulnerable sectors."

The organization indicates that one of the main causes of the rise of malnutrition in the especially vulnerable population groups are the changes that the food systems of the region have suffered - the cycle of food from production to consumption.

"These changes have affected the entire population, but their most adverse effects are suffered by the most excluded sectors of society, which, although they have increased their consumption of healthy foods such as milk and meat, often have opted for foods high in fat, sugar and salt, since they have lower cost," said the report.

Therefore, international organizations such as FAO, the Pan American Health Organization, the United Nations Children's Fund and the World Food Program, call on countries to implement public policies that combat inequality and promote healthy sustainable food systems.

Costa Rican exporters seek new customers in China

Pedro Beirute, manager of PROCOMER considered that, "this fair will give Costa Rican exporters who visit a broad vision of trends and global competition, as well as the opportunity to exhibit their products and services to thousands of potential buyers and they can analyze the main factors that can be strengthened to expand the presence in this market."

The companies that are in the fair are: Coopevictoria (coffee), Upala Agrícola (pineapple), Agricultural Products VISA (pineapple), Frozen Products Low Zero (tubers).

The delegation of exporters has a national stand to exhibit Costa Rican products and services, as well as a space dedicated to the country brand "Essencial Costa Rica.” 



Arjona Import & Export (pineapple), FUNDEPOS (educational services), TECAPRO (software), Costa Rican Cocoa (cocoa), and DELIFROST (tropical fruits).

According to the organization, in 2017 exports to China reached $111.4 million and that nation was the 16th commercial partner of Costa Rica. The products with the highest sales to China were: sugar (22.6 percent), beef (13.7 percent), raw wood (8.9 percent), copper waste and scrap (7.2 percent) and prosthetic medical devices(6 percent).

In the first three months of 2018, Costa Rica has exported $171 million to Asian nations. China imported $101 million in goods and services, Japan $602 million and Taiwan $12 million.

Tourism entrepreneurs trained in security

The Tourism Chamber has developed the National Tourism Congress where experts in standards and security systems will provide training for participants.

At the congress, Costa Rican tourism industry entrepreneurs will be trained in security matters during the two days of seminar that begins on November 21 at the Convention Center of Costa Rica.

According to the Chamber, this congress, "is the most important event in the national tourism sector, and brings together leaders and representatives of the public and private sectors."

Sary Valverde, president of the Chamber confirms the importance of increasing security for tourists to keep the flow of tourists high. "Safety and innovation are priority issues for the competitiveness of a destination."

The first day congress will be completely free and will be carried out by invitation and exclusively for representatives of the tourism sector. Issues that have to do with the overall security of the country, from prevention to proper management in emergency situations will be discussed.

The international congress panelists come from the United States and Spain, and "they will explain the impact of crime on the tourism industry and the management of events and tourism risks," said a representative.

María Amalia Revelo, Minister of Tourism, confirms that tourism should also offer security to travelers. "Sustainable tourism must also be safe tourism, therefore, the task is to improve the attention given to tourists and provide the assistance they should receive in emergency situations.  Costa Rica must be a safer destination. "

The second day of the congress will be presented by the expert Juan Manuel Baixauli, who will talk about Innovation and Creation of Tourism Products and Trends in Tourism Distribution.

According to World Tourism Organization, Costa Rica stands out as the most visited nation in the Central American region, with 2.3 million foreign visitors in 2012, equivalent to 26.4 percent of all visitors to the region.

Commission prohibits Walmart
from buying another supermarket chain

The Commission to Promote Competition (COPROCOM) issued a precautionary conservative measure so that Walmart would cease negotiating to buy Gessa which owns supermarket chains.

The organization is a maximum decentralization body attached to the Ministry of Economy, Industry and Commerce, whose fundamental purpose is to comply with the provisions of the Law on the Promotion of Competition and Effective Defense of the Consumer No. 7472, through the guardianship and the promotion of the process of competition and free competition, investigating and sanctioning monopolistic practices and other restrictions on the efficient functioning of the market.

In July, Walmart Mexico and Central America announced the intentions to buy Gessa which owns the supermarket chains Perimercados, Supercompro and Saretto.

According to the Commission, the decision to prohibit this purchase was taken at the end of October, but the official communication to the companies was delivered Monday, November 6.

The commission ordered the suspension of negotiations and cancelled any type of agreement the companies had in relation to this issue

According to Yanina Montero, director of the Commision, said that organization seeks to avoid monopolistic practices that may affect the proper functioning of the market or free competition.
