Social Security has opened a new patient care service in order to answer the questions that patients have about the medications prescribed by doctors. Anyone who has questions or doubts about their medications can have a consultation by telephone at 905-647-2583, by email at Edusmisalud@ccss.sa.cr or by a WhatsApp message to the number 6298-1072. This new system of consultations is already working in the clinics of Alajuelita, Coronado, Desamparados and Tibás. According to Social Security, the goal is to activate this service in all the clinics of the country. The hours of operation are Monday to Thursday from 7 a.m. 5 p.m. and Fridays from 7 a.m. To 3 p.m. Dr. Esteban Vega, from the Department of Pharmacies, said that "the implementation of this service was made with the aim of providing a timely response to patients who have expressed, through opinion surveys, the need to have information that helps them correctly use the different medications." According to Social Security, not taking the medicines according to doctor instructions is the main cause of not getting all the benefits provided by drugs, and it raises the risk of medical complications due to the incorrect use of medications. |

A.M. Costa Rica staff
The Anti-Corruption Prosecutor's Office seized documents in Santa Cruz in the Guanacaste Municipality at 7:20 a.m. on Tuesday. Documents from the human resources were targeted and are related to an investigation against Mayor María Rosa López. According to the prosecutor's report, the investigation includes several incidents in which Mayor López was directly charged. One of the "presumed irregularities” allegedly committed by the mayor are at least 16 alleged illegal hiring so documents related to those hiring were taken by the police, said the prosecutor's report. According to the prosecutor, this investigation is in its initial state and the police are gathering evidence to determine whether or not an unlawful act was committed. In addition to this case, Mayor Lopez was being investigated for another case related to a possible rental of a building. Details of that rental are being questioned by the General Comptroller. In the second case, in April the Comptroller's Office declared the Mayor Lopez to be "administratively responsible for the degree of gross negligence for this rent.” López was sanctioned and filed an appeal which was not granted. The Office of the Comptroller confirmed that Mayor López responsible for allowing the rental contract, "without prior verification that it was contracted with a procedure in accordance with the law." According to the file "It is believed that the party investigated (referring to Mayor Lopez), not just participated in the process but also concurred with her signature expressly ordering to contract that real estate for a period of one year and with a monthly price of ¢900,000.00 colones (more than $1,400) whose reasonableness (of the amount) would not be determined until June 23, 2016 by the expert Juan José Rojas Pastrana".

The 2012 Costa Rica earthquake occurred at 08:42 local time on September 5. The epicenter of the 7.6 Mw earthquake was in the Nicoya Peninsula, 11 kilometers east-southeast of Nicoya. Finance Ministry reported recovery of undeclared taxes in 2017 |
|
![]() By A.M. Costa Rica staff
The Finance Ministry reported that in October, it recovered more than $122,000 of undeclared taxes in 2017. These undeclared taxes were detected in 327 cases. According to the Ministry, they are working to recover more than $7 million in taxes that were not correctly reported in 2017. Apparently, many independent professionals or company owners are reporting a salary which means that they have two sources of income, the salary and profits of the company or professional services. When the individual reports both sums as salary, taxes are evaded because salary may be tax exempt but profits are taxable. When they are not reported separately, tax is evaded. The Ministry is warning people who made that mistake in the calculation of income tax through a message that is sent to Virtual Tax Administration (known as ATV). The objective of the Ministry is to warn people to make the correct and pay the tax properly. Carlos Vargas, Taxation Department Director, explained the error that people are making with tax returns. "It is important that taxpayers comply with current regulations and avoid penalties. We understand that in many cases, what happens is that, involuntarily, the person who, in addition to income from an economic activity of their own, receives a salary. This means that the exemption is applied twice, once as an employee and once as a person with a lucrative activity; therefore, the final determination of the tax payable will be for a lower amount or zero. " |

The objective of the Ministry is to warn people to make the correct and pay the tax properly. According to the director, many taxpayers make the correction of the tax and pay the difference quickly. This is a great help to the Ministry. The Ministry is also asking people to be more careful with possible false calls from spammers who are seeking to steal the data from bank accounts. The ministry advises that everyone use the ATV system only from the ministry website here www.hacienda.go.cr and avoid scams. |

FAO is promoting industrializing bamboo in Costa Rica |
|
![]()
By A.M. Costa
Rica staff
Food and Agriculture Organization (FAO) in Costa Rica is developing a symposium on the uses of bamboo. The meetings began today and continue tomorrow. The organization seeks to motivate entrepreneurs and help them learn about new ways to use and develop bamboo. Bamboo is presented by the organization as a crop that is an agricultural alternative that contributes to the maintenance of ecosystems, strengthens the capacity of adaptation and mitigation against climate change and extreme weather events and allows the progressive improvement in soil quality. The symposium will be held at the National University of Costa Rica in Heredia and will promote the cultivation and use of bamboo. It will teach new technological advances, productive undertakings, transformation processes and promoting the development of the green economy as a tool to achieve sustainable social, economic and environmental development. Octavio Ramírez, FAO Costa Rica Coordinator, stated that, "Bamboo production is an opportunity for rural development in economically depressed areas, thanks to its high adaptive capacity in different areas, and because cultivation generates new sources of employment, creation of materials for construction among others, and promotes the green economy with high value products that reduce rural poverty." According to the World Bamboo Organization, the growing demand for bamboo products is seen as a result of innovation and the constant discovery of various products based on the extraction of materials from this plant that has around 1301 registered species. According to Marilyn Rojas, a researcher, bamboo is an excellent product alternative in agricultural areas. Bamboo can be “related to the processing of fibers, aggregates for construction, handicrafts, production of furniture, food industry, columns in construction for export and chips for biomass in energy, among other aspects related to the rational use of bamboo." FAO states that technological advances transform the expectations of consumers and the market, since it is estimated that international trade represents an approximate value of $2 billion, where a quarter corresponds to industrialized bamboo products. The crop is used as food worldwide and the tender shoots of bamboo are consumed by at least a third of the population. |

The organization seeks to motivate entrepreneurs and help them learn about new ways to use and develop bamboo. According to
the 2030 Agenda for
Sustainable Development,
the production of bamboo
contributes to
eradicating poverty,
ending hunger, adapting
measures to combat
climate change,
guaranteeing water
availability and
sanitation for all,
promoting work decent,
economic growth,
responsible production
and consumption, among
others.
Rojas stated
that bamboo plantations
provide environmental
services ranging from
erosion control to the
restoration of degraded
areas, constituting
areas with a habitat of
diverse conditions for
flora and fauna. They
also eliminate large
amounts of CO2 from the
atmosphere, improve the
quality and abundance of
water, contribute
organic matter to the
soil, beautify,
the landscape, protect
river margins and
restore watersheds.
Bamboo has the ability to adapt to varied climates. It is also an effective barrier against wind and its resistant roots regulate water flows and prevent erosion. The crop represents a strategic resource of biomass that can be used as firewood or become a gas for the generation of thermal energy. At the same time, it offers an alternative to improve the livelihoods of rural populations that have traditionally been dependent on forests, thus reducing the pressure on forests. The FAO in Costa Rica promotes a strategy for the development of bamboo and the strengthening of the existing enterprises in production and industrialization of bamboo towards greater productive and competitive growth. More information about the meetings to promote the use of bamboo can be obtained with the Foundation for the Development of Bamboo in Costa Rica here www.sibambucr.com |

Cocaine trafficking suspects arrested say police |
|
![]() By A.M. Costa Rica staff Officers of the Drug Control Police, with the support of the National Police of Spain, captured five men suspected of hiring people to smuggle cocaine into Spain in packs of coffee. According to the police report, the investigation began in October of 2017 and ended Tuesday with raids in Desamparados, Coronado and Moravia where the leaders of the organization were captured. The first narco gang suspect was captured on October 10, 2017, when the police arrested a man surnamed Rojas, age 60, at the Juan Santamaria Airport in Ajaluela. Rojas was hired by the organization to travel to Spain and carried seven kilos of cocaine hidden in bags of coffee. The second suspect was captured on September 11, 2018, at Juan Santamaria Airport in Alajuela, a man surnamed Palavacini, (no age given) who was also hired by drug traffickers to travel to Spain. He carried six kilos of drugs, using the same mode of operation, which was to hide the drugs in coffee packs. The last three members of the organization were captured Tuesday. According to police reports "the leader of the organization" was captured at his home in Desamparados. He was identified with the surname Cascante, 53 years old and had contact with the criminal group in Spain. According to the investigators, "Cascante was the only one with whom they negotiated the price and quantity of the orders,” and he took care of the logistics for the trips, including travel details, arranged the purchase of airline tickets, and made hotel reservations for the ‘drug mules.’ A mule or courier is someone who personally smuggles contraband across a border (as opposed to sending by mail, etc.) for a smuggling organization. The second man captured on Tuesday is surnamed Rodriguez, age 44. He was “captured in Coronado and was the main collaborator Cascante.” Police state that Rodriguez organized the shipments of the drug to Europe, and was in charge of delivering the money to finance the purchase of tickets for at least two mules. A man surnamed Gonzales, age 34, was captured at his home in Moravia. Police report that “he was in charge of supplying the drug and suitcases to Cascante." The police also found marijuana, cocaine, machines for weighing the drug and materials for the packaging of the drug in those three places. The three suspects captured on Tuesday were sent to the Public Prosecutor's Office where the respective investigation will continue. They are waiting for the judge to issue precautionary measures and have been accused of international drug trafficking

![]() ![]() Drug Control Police courtesy photo The three suspects captured on Tuesday were sent to the Public Prosecutor's Office where the respective investigation will continue. The two men previously captured, Rojas and Palavicini, are in preventive detention pending a judicial process. The investigators are trying to determine if more drugs connected with this case are already in Spain. Other international drug trafficking reports include: In October, Spanish police seized 6.3 tons of cocaine that was hidden in a shipment of fruits exported from Costa Rica. According to the Spanish police report, "16 members of the criminal organization were captured, 6.3 tons of cocaine were seized. 300,000 euros in cash (equivalent to $340,000), firearms, luxury cars, merchandise transport equipment and documents related to fruit imports” were also seized. “The suspects are alleged to have hidden their drug trafficking activities in a company that imports large quantities of fruit from Costa Rica." The report continues to say that "the strategy of the organization was to receive the fruit/drug shipments in the province of Badajoz, Spain and then transport the drugs to other parts of Europe." Between November- December, 2017: Spanish police seized a shipment of 745 kilograms of cocaine from Panama. The Spanish police arrested nine people. On Aug. 7, 2018: Spanish officials seized a shipment of 67 kilograms of cocaine that were in cylinders placed inside the pineapples. No one has been arrested in this case yet. On Aug. 22, 2018: A pineapple shipment containing 45.3 kg of cocaine was seized at Port of Wilmington, Delaware, United States. On Aug. 29, 2018: Another pineapple shipment containing 66.94 kg of cocaine was seized at Port of Wilmington, Delaware, U.S. |
