Chamber reports Costa Rica’s readiness for OECD

The American-Costa Rican Business Chamber, known as AmCham, in dialogue with the business sector and the government, is investigating the challenges the nation faces in its quest to join the Organisation for Economic Co-operation and Development.

AmCham is focusing on the nation’s compliance with the organization's recommendations.

AmCham invited representatives to a conference on the subject to explain to the business sector the real situation of the country in its progress toward organization membership.

The guests were Dyalá Jiménez, minister of Foreign Trade, Marianne Bennett, coordinator of the OECD Forum and Manuel Tovar, head of the delegation of Costa Rica to the organization in Paris.

There were also representatives of business chambers and legislators who gave an update on the progress of compliance.

The country has been evaluated in 12 of the 22 areas for which the Organisation for Economic Co-operation and Development has requirements confirming that it has a solid institutional framework.

Currently, the approval of 10 committees is pending. The main obstacles that have been identified for inclusion in the Organisation for Economic Co-operation and Development are the tax issues, the reform of public employment and control of expenditures.

AmCham said it finds that Costa Rica needs to generate a constructive dialogue through the creation of a legislative committee that prioritizes projects related to incorporation, among them: competition, bribery, statistics and financial markets.

The organization assesses a nation’s ability and willingness to transform, so that revenues will a problem in a short or medium term. Such is the case of Mexico, which has seen a decrease of $300 million in red tape.

The productive sector is pro-manager of this process, which is why there is a need for joint work with the government.

The main obstacles that have been identified for inclusion in the Organisation for Economic Co-operation and Development are the tax issues.



Costa Rica has a leadership position in Central America and the Caribbean so the work has regional and global relevance.

According to Elías Soley, president of AmCham, this type of approach aims to create spaces for the voice of the business sector to be heard, and it is in the chamber's interest to project the country's image internationally and show a positive investment climate. "At AmCham we support the initiative to create a legislative committee, promoted by legislator Silvia Hernández, which is very important to advance in the approval of pending areas for incorporation into the OECD," he said.

When Costa Rica achieves membership in the Organisation for Economic Co-operation and Development, the government will be able to implement the guidelines, policies and recommendations that the organization suggests with its help. It will also move Costa Rica closer to more advanced countries with better economic, commercial, labor, environmental, agricultural, transparency and urban and rural development practices, according to the plan.



The two flavors of visitor security

Visitor security in Costa Rica comes in two flavors: under the professional umbrella or on your own.

Tourism operators spend a lot of time and money protecting those who are in their care. Sometimes there are tragic consequences but such incidents are few.

Visitors who collapse into their hotel bed after a day of demanding exploring can take comfort in knowing that outside there are guards on patrol.

That does not mean crime does not happen, but the percentages lie in the favor of the visitor.

In one case a young Romeo disregarded the caution to stay in his hotel room at night and was mistaken as an intruder by a guard with a fatal outcome.

That made big news, but the bulk of crime stories involving tourists come from disregarding basic safety rules.

The Costa Rican government has embarked on a plan to tighten security for visitors. The United States is helping.

Unfortunately, the dysfunctional court system has not signed on to the plan.

A murderer may only get a sentence of 10 years here and serve just half that. So the best way to avoid the courts is to avoid crime and criminals.

There have been some improvements. Tourists who are robbery victims can record their testimony and are spared the burden of returning to testify.

Also true is that much of the crime in Costa Rica is within the drug culture as crooks struggle for territory.

A tourist can be lulled into insecurity by the wonderful sights, happy people and exciting new adventures.

Those who have made the newspapers usually have acted in a naive way, such as strolling on an empty beach at 3 a.m.

Tourist should adopt the same personal security rules that they would in any major city in their home country. A survey of tourist related crimes in the A.M. Costa Rica archives shows that only infrequently do crooks piece the security barriers. Those who choose to visit the country on their own are much more vulnerable.

In one case a young man went into the wrong neighborhood in search of drugs. He met the wrong people.

Young women tourists have run into serious trouble when they frequented dance clubs known for the prevalence of ecstasy and other trendy chemicals.

Tourist should adopt the same personal security rules that they would in any major city in their home country.

Here are a few suggestions that come form long coverage of tourism crime in Costa Rica:

1. Just because he and she speak English does not mean they are good people.

2. An official red taxi as well as some of the ride services are the best ways to go from one place to another to avoid being a walking target.

3. Never take your eye of your drink in a public bar or restaurant.

4. If  your rental car experiences a flat tire, run on the floppy rubber to a place of safety.

5. Carry as few credit cards, identification cards and other personal documents as possible. Crooks can run up $5,000 on a stolen credit card before the owner can even get to a telephone.

6. Do not leave bags, computers, smart phones or similar unattended in public places, including bus terminals.

7. Do not sacrifice safety to save a few dollars on hotels, transportation, charter fishing boats, zip lines or escorted tours. Reputable firms always are being undercut by sleazy operators with substandard facilities.

8. Is it necessary to say to decline the offer of candy from a stranger?

9. If you walk on the wild side, you do so at your own risk.

Culture ministry announces death of
Gerald Brown, symphony director emeritus

Gerald Brown, 76, died of pneumonia last weekend at his home in the U.S. state of Arizona. A U.S. citizen, Brown was director of the National Symphony Orchestra and a pioneer in establishing the program for teaching new and talented individuals.

Confirmation of the death came from musician Guillermo Madriz, who was director of the National Music Center. Patricia Brown was with her husband when he died.

Brown was part of a decisive transformation for the National Symphony Orchestra. In 1971 he took over as conductor of the orchestra and consolidated it as an institution that not only dedicated to interpreting repertoires but also to training new talents in classical music.

During his years of retirement, he returned to Costa Rica twice. In 2012 and in 2015, to give concerts with the National Symphony Orchestra.

Born in 1942 in Arizona, Brown began music classes from age 5 and later trained at the prestigious Julliard School in New York. He joined the Peace Corps shortly after its creation in 1961 and traveled to South America to teach music.

At age 29, Brown became the director of the National Symphony Orchestra of La Paz, Bolivia.

Later, in a 48-hour visit to Costa Rica, Brown contacted the cultural attaché of the US Embassy to find out if there was a person from the cultural and musical sector worth knowing and was put in touch with Guido Sáenz.

Sáenz is one of the personalities with the greatest knowledge of art in Costa Rica. He is an actor, theater teacher, music critic, pianist, twice was elected to the position of minister of Culture, creator of the Costa Rican Art Museum and its director during four years, director and producer of the cultural program on television, writer, winner of the National Prize of Culture, the Magón, and founder of the Metropolitan Park La Sabana and The Peace Park.

Brown and Saenz had lunch together and discussed the possibility of combining efforts in the symphony so that there would be quality interpreters who would also function as teachers for a new generation.

The arrival of Brown was controversial, because it involved dismissing 32 musicians from the National Symphony Orchestra and replacing them with 18 foreigners.

Oct. 7, 1971, was the first day that Brown took the baton with the orchestra, and the controversy was immediate. Outside the National Theater there were claims of dismissed musicians, and when the orchestra entered, protest pamphlets were distributed by the national artists.

Brown, however, simply waved his baton. First came the national anthem, then the overture of “La Italiana in Algeria,” and public knew that they had a new orchestra in front of them. It was not just a different orchestra it was an orchestra that would make a difference. Brown was director of the orchestra until 1980.

"In my case, thanks to the training I received from Master Brown, I was able to travel the world carrying the name of Costa Rica," said Guillermo Madriz, executive director of the Costa Rican Cultural Center.

On Feb. 27, 2015, within the framework of the 75 years of the orchestra, Brown was named director emeritus. That same night, at the National Theater, he returned to direct the National Symphony Orchestra.

Again he waved his baton to listen to the overture of ‘La Italiana in Algeria’ and he did it with the same baton he had used 44 years before on his first night as director of the Costa Rican Symphony.

"I had to throw it away years ago, but I could not," he confessed that afternoon with the faded baton in his hands.

Having consolidated the orchestra, Brown’s next objective was to be in charge of the youth program that was inaugurated in 1972. From Costa Rica, Brown left to teach music in different parts of South America and even in Arizona, his home state.

14 ways to lose weight without diet or exercise

Regimented diet plans can be challenging to stick to for prolonged periods. It can also be hard to find the time to exercise. Is it possible to lose weight without doing either?

Using a variety of methods of weight control is vital for maintaining a healthy body weight. In this article, learn 14 techniques that people can use to lose weight without diet or exercise.


1. Boost your cooking skills

Learning how to cook a variety of meals may aid weight loss.

Understanding how to prepare meals and developing better skills in the kitchen can be a powerful way to lose weight without reducing food intake.

People who have more knowledge about how to cook different foods are more likely to eat a wide variety of highly nutritious ingredients, including fruit and vegetables, which are great for weight loss.

In fact, researchers are increasingly linking weight gain and obesity to poor cooking skills.

People who are not confident in the kitchen can try taking a cookery class or watching cooking videos online. A great place to start is Jamie Oliver's Food Tube, which focuses on how to make simple, healthful meals.

2. Eat more protein

Protein is an essential part of a healthful diet and is necessary for growth and efficient metabolism. Protein can increase feelings of fullness and delay hunger.

A small study in young women found that eating high-protein yogurt as an afternoon snack reduced hunger and calorie intake at later meals.

Simple ways to increase the amount of protein in the diet include adding a tablespoon of chia seeds or hemp seeds to breakfast cereals or including more eggs in meal plans.

3. Eat more fiber

Fiber is in fruit, vegetables, legumes and whole grains.

Fiber is different than other foods because the body does not digest it in the small intestine. Instead, the food moves to the large intestine, where fermentation occurs.

This benefits people by increasing fullness, slowing down digestion, increasing food transit time and nutrient absorption, and preventing constipation.

People can add more fiber into a balanced diet by eating fruit every day, including whole grains in the diet, such as steel-cut oats and brown rice and eating plenty of vegetables.

The fiber in the skin of many vegetables is also beneficial. As long as people thoroughly wash the skin, it is safe and easy to eat when cooked.

4. Try a probiotic

Probiotics are beneficial bacteria that are integral to digestion. Recent research links gut and brain function and suggests that probiotics can influence weight, fat mass, and mood.

Humans act as the host of these bacteria and provide them with food, including fiber. In turn, the bacteria benefit the intestine and a person's general health.

The benefits that they provide include energy for the gut wall and liver cells, specific fatty acids that have anti-cancer properties, and regulating body weight.

A diet that is high in sugar and fat can alter the balance of bacteria in the gut, reducing the number of good bacteria.

Research suggests that probiotics could help prevent or manage obesity. People can buy over-the-counter probiotics in pharmacies or online.

Probiotics also occur naturally in a variety of fermented foods, including yogurt, kimchi, sauerkraut, kefir, miso, tempeh and kombucha.

5. Get more sleep

A good night's rest is essential for general health and weight maintenance. Poor sleep disrupts important hormones, including those involved in metabolism.

Getting less than six hours of sleep a night can increase a person's risk of being overweight or obese.


6. Reduce stress

Yoga can reduce stress and aid weight loss.

Raised stress levels can also disrupt hormonal balance. When a person is stressed, their body produces hormones called glucocorticoids. Too many glucocorticoids can increase a person's appetite, leading to weight gain.

Stress can also trigger emotional eating. Emotional eating is when a person eats unhealthful foods to try to control and improve a negative mood.

Methods to reduce stress include: getting regular exercise, reducing caffeine intake, practicing meditation or mindfulness, saying no to non-essential commitments, spending time outdoors, and trying yoga.

7. Get more vitamin D

Some research indicates that those with low vitamin D blood levels are more likely to be obese and not get enough exercise.

Other health conditions associated with low vitamin D include: metabolic syndrome, depression and anxiety, type 1 and type 2 diabetes, osteoporosis and osteoarthritis.

People can get vitamin D from the sun and some foods. Foods that contain vitamin D include egg yolks, fatty fish, certain mushrooms, and fortified foods.

Understanding how to prepare meals and developing better skills in the kitchen can be a powerful way to lose weight without reducing food intake.

 
8. Serve food in multiple small portions

This method is most useful in a buffet or snacking situation. One study divided single meals into smaller portions to test whether people expected to feel fuller after eating the same amount of food in separate units.

They found that by dividing foods into three or six separate portions, the participants' expected level of fullness was greater.

When eating at a buffet, a person can take multiple small plates to split the food across. When snacking, they can cut up the snacks and place them on different small plates.

A person can also try dividing mealtimes up into several small courses, instead of putting everything on one plate.

9. Use a smaller plate

When people serve food onto a plate, they tend to finish all the food on that plate. They could lower their calories with minimal effort by reducing the size of their plate or how much food they put on it.

Two 2017 studies found that university students consistently put less food on a special portion control plate.

A portion control plate has visual size indicators for essential food groups, allowing people to adjust their portions without the guesswork.

Portion control plates are available in some stores and online.

10. Cut out sugary beverages

Adding herbs or fruit to water may help curb cravings for sugary drinks.

British research linked the regular consumption of sugary and artificially sweetened drinks with higher body fat in children.

There are many healthful alternatives to soft drinks. Plain water with fresh mint, ginger, berries, or cucumber is refreshing and contains very few calories. People can also add lime or lemon to sparkling water.

Herbal, green, and black teas are also suitable. Many teas come with additional health benefits.

Fruit juices tend to be very high in sugar. When possible, it is best to eat whole fruits instead as they contain fiber.

11. Make snacks healthier

According to research from 2016, almost one-third of people's daily energy intake comes from snacking.

Snacks have increased in size over time, resulting in people consuming too much between meals.

However, healthful and homemade snacks can increase fullness and reduce the number of calories that people eat during meals.

Healthful snacks include: yogurt, dried prunes or dates, high-fiber fruits, such as apples, bananas, and oranges, high-fiber vegetables, including carrots and broccoli, a handful of unsalted, unflavored nuts, such as cashews or walnuts.

12. Chew more

Chewing or mastication initiates the process of digestion. Some preliminary research found that chewing each mouthful thoroughly and prolonging meal duration reduced food intake.

Thoroughly chewing food can help a person savor what they are eating. Taking enough time to eat during meals also gives the body time to register when it is full.

13. Try mindful eating

Mindful eating, or eating with awareness, is an excellent tool for weight management.

Mindful eating may help reduce food cravings and improve portion control.

To practice mindful eating, a person should avoid distractions, including televisions, laptops, and reading materials. It is best to eat at a table, concentrate on how the food tastes, and be aware of signs that the body is full.

14. Have family meals

Sitting down and eating a healthful meal with family can also play a role in weight management.

Eating at home can reduce fat and sugar intake. Parents or caregivers who cook balanced, nutritious meals for children also often pass these positive habits onto them.

Ministry issues fake product alert

The Ministry of Health issued a warning about the sale of a fake product with the Fat Burn label, which claims to be a medicine to help people burn calories and lose weight.

Both the product and the laboratory that produces it do not meet the minimum requirements of medical safety, established by the ministry. That means a high risks for consumers.

Officials warn that the people who consume the product are putting their health at risk, and those responsible for their commercialization are exposed to various sanctions including the closure of the establishment.

Article 37 of the General Health Law No. 5395 establishes that no person may act or assist in acts that entail danger, impairment or damage to the health of third parties or the population.

Recommendations to the population:

Do not use, buy or sell the product known as Protein Burn.

Be cautious when buying alternative products to traditional medicines.

Before consuming any product, verify that they have sanitary registration approved by the Ministry of Health of Costa Rica which can be consulted in the following link: https://registrelo.go.cr/

Acquire medicines and products related to health only in establishments that have a health operating permit granted by the Ministry of Health.

Police arrest 304 suspects in Central Pacific

The Ministry of Security has intensified its patrolling of the Central Pacific area arresting 304 people who were reported to be committing a crime at the time the officers arrived.

The police presence in areas of high flow of people, as well as interventions, road checks, boardings, patrols and mega-operations have had a positive result.

From January to July this year, a total of 304 people were apprehended by the officers of this region while committing some criminal act.

The flagrance arrests include surprising someone as he is committing a crime, arresting suspects while they were discussing a crime, or catching a suspect immediately after the crime as he is in the act of fleeing the scene.  

Many of these arrests are for crimes against property, such as theft, or for illegally carrying weapons.

Another important number as a result of this constant police work is the number of people arrested who had a previous arrest warrant issued by the judicial authorities, officials said.

"We make great efforts to contain and reduce the various crimes, which is why through the statistical and scientific analysis we perform to focus on the operations we carry out in the communities," emphasized the regional deputy director of the Public Force in the central Pacific, Rodrigo Alfaro.

In those first seven months of 2018, the police managed to stop 197 suspects from committing crimes and found an additional 107 people who had an arrest warrant.

Many of these arrests are for crimes against property,

Of those 107 arrests, 25 were in Esparza, 24 in Parrita, 23 in the central canton of Puntarenas and 18 in Garabito.

The Central Pacific police will continue with this police work and with the different interventions that have allowed them to have these results and that in turn strengthen the different communities of this region, he said.

Police seize cocaine hidden in a load of pineapple

A review of a shipment of pineapples made by agents of the Drug Control Police of the Ministry of Public Security in the port of Moín  found 133 kilograms of cocaine hidden inside pineapples that were ready for export.

The drug control authorities received an anonymous call on their confidential line, 1-1-7-6, regarding a possible transport of drugs and dispatched agents to the Moín dock in Limón to carry out an inspection, they said.

A container there was ready for export and was registered as containing a cargo of bananas. The container, destined for Ireland, was already aboard a large container ship named Polar Chile.

Officers of the Canine Unit of the Border Police, who supported the work of the drug police arrived on the scene to search the suspect container.

The drugs found were confiscated, but those responsible for the shipment were not present, so the police could not make any arrests.

Judicial agents will be in charge of investigating the company or person responsible for shipping the cargo.

U.S. citizen drowned in Osa beach

By A.M. Costa Rica staff

Costa Rican Red Cross reported an U.S. Citizen identified as Iom Chiaburu, 77, drowned Tuesday at the Roca Verde beach in Osa Peninsula.

According to a son of the victim, Chiaburu dove into the sea to swim when a current dragged him underwater.

A helicopter from the Hotel Puerto Gabriela where the foreigners were staying saw his body floating in the sea.

The lifeguards rescued him with a jet ski and took him to the beach where they applied cardiopulmonary resuscitation which was unsuccessful.

The deceased and his son arrived in the country on the previous Saturday from their home in Ohio.
