Former Sweetwater police officer arrested

A former Sweetwater police officer accused of stealing money from his department's evidence room was arrested last week in Panama after more than 10 years on the run, according to the Tennessee Bureau of Investigation.

He has links to Costa Rica, according to Advocate and Democrat reported.

Christopher Greene, 55, was booked into the Monroe County jail on Friday. He was being held in lieu of $100,000 bond.

In August 2007, Greene and another Sweetwater Police Department officer stumbled upon a high-stakes poker game at a motel, according to the allegation.

They busted up the game and seized more than $23,000 as evidence, the Advocate and Democrat reported.

Less than a month later, the cash went missing from the department's evidence room in Sweetwater, a town with a population of about 6,000 people.

The Tennessee Bureau of Investigation launched a probe into the theft.

Greene, who had worked as a part-time officer for five years, was fired in February 2008 after he was arrested for failing to pay child support.

He was ordered to surrender his passport at the time because he had taken trips to Costa Rica with his new wife, the newspaper reported.

Three months later, a Monroe County grand jury returned an indictment charging Greene with one count of theft greater than $10,000 but less than $60,000, but Greene was nowhere to be found.

Investigators eventually learned he was living in Central America. Authorities in Panama ultimately found him and alerted U.S. marshals, who arrested him and took him back to the States.



Coast guard rescues three Swiss tourists

Engine failure left a boat registered under the name Mari Cruz II drifting in the middle of an electrical storm in Golfo Dulce.

According to the coast guard’s report, lightning hit very close to the boat, causing the engines to fail.

The boat was able to report its condition and ask for assistance.

The coast guard made rescue in the middle of thunderstorm, strong winds, and heavy seas.

Rescuers were able to prevent the boat from being dragged onto the rocky coast.

The boat was close to the San Josecito beach and unable to navigate when the Swiss tourists and the crew were rescued.

The rescue took place shortly after 3 p.m. Sunday. The ship was sailing at a distance of about three nautical miles from the port of Golfito in the south Pacific.

The two coastguard vessels that came to the call for help were the boat GC 38-19, from the Golfito Station and the patrol boat know as General José María Cañas 110-2 .

The people rescued were the captain named Conejo, a crewwoman named Barboza, both Costa Ricans, and three Swiss nationals, a woman and two girls whose names were not included in the report.

The second Swiss group was waiting on a small pier, hoping to be able to travel in the same boat that was affected by the lightning.

The coastguards transferred the full group of 11 Swiss tourists to the main port of Golfito.

The tourists received first aid in the port. All were reported in good physical condition.





National Meteorological Institute warns of droughts

The National Meteorological Institute has warned of possible droughts in Guanacaste during the last months of the year.

Despite the heavy rains this month, specialists announced that a dramatic change in the weather will occur in the last two months in 2018.

The areas most affected by the drought will be the north Pacific and part of the central Atlantic, the institute said. These regions will be in the provinces of Puntarenas, Guanacaste and part of Limón.

The specialists added that the rains will began to diminish in the end of the month of August.

This abrupt change in climate is due to phenomenon called El Niño in the far Pacific.

El Niño is the warm phase of the El Niño southern oscillation, commonly called ENSO, and is associated with a band of warm ocean water that develops in the central and east-central equatorial Pacific, including off the Pacific coast of South America.

The El Niño Southern Oscillation refers to the cycle of warm and cold temperatures, as measured by sea surface temperature  of the tropical central and eastern Pacific Ocean.

El Niño is accompanied by high air pressure in the western Pacific and low air pressure in the eastern Pacific.

"We make a preventive call for all citizens. There will be less rain this last part of the year, especially in Guanacaste. This will even lead to skin lesions for those who are exposed in these areas," the specialists said in their report.

In the case of Guanacaste, the fear of lack of water can affect agricultural production, livestock and other products and lead to the possibility of large-scale forest fires that can become uncontrollable.

Meanwhile Alexander Solis, president of the National Emergency Commission, reported the activation of the aid protocol, in case of drought, to prevent large-scale effects from occurring.

"We hope in the coming weeks to be able to start with the contingency plans,” said Solis.

The authorities also said that even though the drought is coming that it should not be as severe as the one that the country experienced in 2015.

Ministry of Finance seizes vehicles
incorrectly exempted from taxes

The Finance Ministry seeks to recover more ¢100 million in taxes not paid on vehicles that were incorrectly declared tax free.

There are 28 vehicles involved, and their owners must pay to the treasury ¢107 million as a condition for recovery of the cars.

At the time of this report, the ministry has already recovered ¢45 million.

The vehicles that were exempted incorrectly were located thanks to a road control made by Fiscal Control Police.

The Ministry said that there are vehicles in use that have not paid taxes due to incorrect registrations which allowed them to be exempted from taxes.

The most recent highway operation was in the central Pacific, where 19 vehicles were found to be operating the incorrect tax exemption record.

In the first lot of cars detained by officials, three cars had been declared tax exempt incorrectly and were seized immediately.

Another one was being used by an unauthorized person, and one did not comply with the documents of exemption. The rest of the vehicles have been frozen and the drivers were ordered to avoid use of the vehicle until they normalize the situation at the ministry.

On this subject, Juan Carlos Brenes, director of the Fiscal Incentives Division, assured the public that his office will continue verifying the use of exemptions in different parts of the country and called on the population to report any anomaly related to the use and destination of the exempt assets, as well as other irregular actions that affect the country's finances.

At the time of this report, the ministry has already
recovered ¢45 million.







"Verifications of the use of exonerated goods will be intensified in the country, as efforts to reduce the breaches of fiscal non payments."

In addition, the director invited people to make the reports on the ministry's website in the "Denuncia YA" application, indicating the motive of report and full information related on the specific complaint or report.

Organization Pro-abortion calls for march

The organization that defends therapeutic abortion in Costa Rica is calling for a march in front of  Presidential House in the district of Zapote on Aug. 8.

The organizers reported that they want to make a call for respect of the human rights of women whose lives are at risk due to a pregnancy.

The group reports that the march is a consequence of President Carlos Alvarado's latest statements that the approval of this type of abortion is not a priority.

Stephanie McCluff, representative of the organization, said that the intention is to summon hundreds or thousands of people who think that the approval of therapeutic abortion is a true priority.

McCluff says that that the government must “realize that we are thousands, both in the streets and in the centers of study and work.” She hopes that the number of people in the march shows the strength of support for the right of therapeutic abortion.

According to the organizers, the Pro-Aborto Legal Movement group includes 46 Costa Rican organizations.

They demand approval of the right to have a legal abortion and have it included in services provided by Costa Rican public health agencies.

Suspected drug dealers detained in Guanacaste

Drug Control Police in San Cruz made 12 raids Monday in an effort to dismantle an organization dedicated to the sale of marijuana and cocaine in Playa Hermosa and Playas del Coco in Guanacaste.

Nine people were arrested as suspected drug dealers but are also suspected of being linked to two homicides, said investigators.

According to the investigation, the two homicides were motivated by a dispute over drug distribution and sale territories.

The alleged leaders of the organization are two men, one named Navarro and another named Arias.

These two individuals were not in the group of people arrested in the police operation as they are already in the Calle Real jail in preventive detention.

That detention began Feb.3, for their suspected involvement in a kidnapping case.

The police report indicates that the two men in jail gave instructions to a group of friends in Guanacaste.

The people arrested by the police are named Vallejo, Pérez, Buchaman, Araya, Miranda, Ramírez and Campos.

In total there were 9 people linked in this case.

In the operation, marijuana, cocaine, weapons, a car and notebooks with notes allegedly related to criminal activity, were seized.

According to the report, the presumed drug dealers transported the drugs from San José to Guanacaste.

Sometimes they were selling the drugs directly to the consumers.  On other occasions, the drugs were delivered to one local vendors,  according to the report.

All the detained suspects were send to a criminal court of Santa Cruz where the officials will request prevention measures.

The police said they will continue with raids in troubled areas of Santa Cruz, Playas del Coco and Playa Hermosa, Carrillo and León XIII in San Jose.

The Drug Control Police continue with the investigation.

Costa Rican children live in poverty 

Dear A.M. Costa Rica readers:

Isn't it time to peel off the labels? Left, right and even libertarian's with governmental aspirations. They're all members of the same collectivist union called the State... and we're not allowed in that club!


In a free country, there can never be free goods or services. Why? Because government doesn't have any money of its own... only what they take from people by force or the threat of force.

We don't see overfed, high ranking officials giving their money away. What do these political parties have in common? Collectively, they are government. . . they collect our wealth, put most of it in their pockets and make a big deal out of the little that they do. They are the real source of Costa Rica's problems. They are the single reason for poverty in this beautiful country.

If we want fat healthy babies, real education and a dynamic economy, maybe it's time to do what a truly peaceful country ought to do: turn our backs on the bums in power... all of them.

Coast guard seizes cocaine

The coastguard seized more than half a ton of cocaine on the Pacific coast Saturday.

The officers were responding to a call about a boat near Punta Burica that was reportedly carrying a large number of sacks filled with drugs.

Two patrol boats immediately responded to the location and found a boat that matched the description the caller had given.

As they approached the boat, its three passengers began to throw sacks overboard.

The coast guard managed to stop the boat and seize 569 kilos of cocaine.

Detained at the scene were: one Costa Rican named Barquero, 26, a Mexican named Acosta, 41, and an Ecuadorian named Tenorio.

The three men on the scene were referred to the judicial authorities for processing on the charge of
international drug trafficking.

All students returned to school Monday

All of the country's schools were opened Monday and were working on a normal schedule after heavy rains and landslides caused numerous closings.

The Ministry of Public Education reported that there are no problems of access or flooding or use of the buildings as temporary shelters.

The ministry said it is in constant communication with the principals of the schools to determine if there is a sudden change in security conditions that could endanger the students.

In addition, it said it is coordinating with teachers who are expected to make additional efforts to recover the lessons that were delayed by the closures of schools.
