Government and taxi drivers agree to
a truce awaiting a decision on Uber services

Government officials and taxi drivers finally reached an agreement Wednesday that puts a temporary end to driver protests outside Casa Presidential and on different roads of San José. Drivers have protested over the last two days.

The parties signed an agreement under which the government commits to making a decision on the cessation or continuance of the Uber operation in the country, which must be delivered in the next 45 days during the weekly government council meeting.

The agreement was signed after a five-hour meeting, according to the Presidential House.

There are 10 points that involve actions and commitments by both parties. These include:  the government's commitment to create a space with the Superintendent of Financial Institutions, Bernardo Alfaro, as well as with the National Council of Supervision of the Financial System to take care to the concerns of the taxi sector, and an increase on controls of the transport services that operation outside regulations.

The government must also schedule a meeting with the Minister of Finance, Rocío Aguilar, and the taxi sector to assess the tax implications of the operation of irregular transport service platforms.

The Executive Branch undertook to investigate through the Ministry of Foreign Trade whether the decree that empowers Uber to operate within the free zones is being complied with.

The analysis should start no later than Aug. 3.

The government leaders made it clear that they will continue to be open to dialogue with the taxi drivers, as long as pressure measures such as blockades or obstruction on the country's public roads are not carried out.

"The Executive Branch will apply the law to guarantee the safety and free transit of citizenship throughout the country's routes, and the agreements made today will be suspended in case these situations arise," says the agreement.


Evangelical lawmaker withdraws
complaint fellow legislator

The deputy of the National Restoration Party, Floria Segreda, will withdraw the criminal complaint filed against her teammate, Melvin Núñez Piña, representative in Puntarenas, said the press team of the party.

The complaint, ignited by alleged threats from Núñez, was made public by the newspaper La Nación. 

An apology recorded and published by the press team of the party, however, was enough for the legislator to cancel her legal procedure.

In a video, Núñez apologizes for having, offended the legislator, who answers by saying that she recognizes his true repentance.

"From mistakes people learn, and we can amend our path. A few days ago a situation happened and, in the heat of the moment, we did not know how to handle it, but we can amend it as educated people who, if they love each other, can work together," said Núñez.

Segreda replied by saying that she knew of true repentance and vowed to continue fighting violence against women.

"A precedent has been set in which every person who can attack us knows the tools we have, but the important thing is repentance in human error," she replied.

With this apology and a hug when both arrived at the Legislative Plenary Thursday afternoon, their disagreement seemed to be over.

"She told me that she had threats and that she wanted security to be reinforced. We do not have agents specialized in that type of issue, but we made an agreement for the guards to accompany her to the office where she has to go at all times," said  the administrative director of the Legislative Assembly, Antonio Ayales.

Chile's president will make official visit to Costa Rica Monday

President Carlos Alvarado and first lady Claudia Dobles will host the official visit Monday of  Sebastián Piñera, president of Chile, and his wife, Cecilia Morel.

The reception will take place in the Presidential House in the morning.

"This will be the first time that both leaders meet and represents an opportunity to reaffirm the commitment of the presidents who recently took office to continue with the political dialogue, the agreements reached on cooperation and the promotion of trade relations," according to a statement released by Presidential House.

"During the visit of the president of Chile to Costa Rica, opportunities will be explored to continue with the bilateral dialogue, inspired by the strengthening of democracy, the full promotion of human rights and individual liberties, the struggle for peace and disarmament, as well as the protection of the environment and the pursuit of human development," an announcement added.

Other topics that will be addressed in the meeting are related to urban mobility and the cooperation agenda between the two countries.

Foreign investment continues its decline
in Latin America amid tensions

The foreign direct investment rate fell in Latin America for the third consecutive year and stood at $161.7 billion, 20 percent less than 2011, due to trade tensions, reported the Economic Commission for Latin America, through its executive secretary, Alicia Bárcena.

"In Latin America and the Caribbean, foreign investment fell by 3.6 percent per year. Foreign investment flows are reduced, and restructuring is being made towards manufacturing and services," said Bárcena.

During the presentation of the annual foreign investment report report, which took place in México, the representative of the agency said that the most pronounced fall in foreign investment occurred in developed economies such as the United States and the United Kingdom.

The report added that the decline was widespread in the world due to trade tensions and nationalist industrial policies which increase uncertainty, according to the commission.

There is a great heterogeneity between countries because if Argentina, Haiti or Guyana had large increases in investments last year, countries like Chile, Brazil or Mexico suffered falls, according to the document.

In addition, there are very volatile investment inflows to Caribbean countries, the document adds.

Foreign direct investment fell by 48 percent in Chile, 9.7 percent in Brazil and 8.8 percent in Mexico.

In contrast, in Colombia it grew by 0.5 percent per year, and Bárcena pointed out that the nation was able to diversify its investments, when a decade ago it only reached the oil sector.

Positively, Central American foreign investment closed 2017 with eight years of consecutive increases, and reached $13 billion, based on manufacturing.

The continued fall is largely explained by lower prices for commodities which significantly reduced investments in extra-active industries and the economic recession of 2015-2016, said the report.

In Latin America and the Caribbean, foreign investment
fell by 3.6 percent per year.

According to the document, global trends point towards a stability of foreign direct investment in 2018. "The international context of uncertainty favors a pattern of growth of the leading countries, in which domestic investment and local capacities are key factors," said Bárcena

She recommended the countries have, active, proactive and clear policies in industrial matters, and urged them to bet on a quality investment in innovation and technology.

Innovation and technology are key factors to attract foreign investment, according to Bárcena.

She said the Latin American region is projected to grow 2.2 percent this year.

"We do not worry so much if it fell 3.6 percent because the quality of foreign investment is better because there are better results to develop local skills and employment, "she said.

Investigations into tax-related complaints stalled

A study by the Comptroller’s Office warns that the Ministry of Finance has a problem with receiving and processing complaints of tax felonies.

The Comptroller’s Office cited the lack of a single means for receiving and monitoring all citizen complaints, which end up recorded in different electronic spreadsheets.

Without a central processing format, 43 percent of the tax felony reports in 2017  went through channels other than the Denuncie YA platform, the document says.

This makes it difficult to obtain consolidated information from citizen complaints regarding tax offenses.

The citizen complaint process is done both through the Denuncie YA platform, by mail and by email in each directorate of the Ministry of Finance.

Citizen complaint channels do not comply with the minimum data that must be presented when filing any complaint, the comptroller said.

The study found that there is no way for a citizen to follow up on the complaint, or an adequate way to deliver the paperwork.

For example, in 2017, 19 percent of the complaints filed in Denuncie YA were rejected due to the lack of proper documentation, says the study, and, as of April 1, 28 percent of the cases had been dismissed for that reason.

The Comptroller's Office ordered the Ministry of Finance to design, disseminate and implement a standard procedure for citizen complaints by May 2019 at the latest.

"The Treasury must implement a unique and electronic information system for the reception and follow-up of complaints, and enact a comprehensive procedure for the citizen complaint process related to tax offenses and improper performance of public officers," added the report.

Musician’s latest single seeks to rescue
the Creole language of Limón

The group Di Gud Frendz released a new single, "Fiesta," a musical fusion of Creole, calypso, reggae and dance hall as a tribute to the old Limón province and to encourage an understanding on how the meetings of friends and family were celebrated with this music.

The song talks about how the activities in Limón were organized, where people would never miss the domino game, the rondón dish, the good music and, of course, the dance.

Mike Joseph, who is the singer-songwriter, emphasizes that he was inspired by his childhood and the memories of seeing his grandmother putting meetings together.

"It was in my childhood and it was very funny, so one afternoon I grabbed my guitar and started to compose. I started remembering my grandmother's words because I decided to sing it in Creole. I thought very well about the chords so that it would have a traditional calypso rhythm, but with the new reggae and dance hall trends, and that's how I got what is now “Fiesta," said the artist.

The single was recorded between October 2017 and May 2018, produced thanks to a project of the Cultural Identity, Art and Technology Program of the National University of Costa Rica and led by Professor Edgar León and produced by Daniel Solano, Andrés Cervilla de the Infibeat national band.

The single is a commemoration of how celebrations were carried out in Limón’s past.

"Mike Joseph and Di Gud Frendz" is part of the soundtrack of the Limonean film "Waak an Danz" that will soon be released. These musicians from Limón presented themselves last year at the Fifth International Calypso Festival, according to the artist manager Kendall Cayasso.

Guanacaste Band celebrates the Nicoya annexation

The musical performances of the Concert Band of Guanacaste will commemorate the 194th anniversary of the incorporation of the Nicoya into Costa Rica.

There will be presentations at Upala, in Alajuela, La Cruz, Liberia, and Santa Cruz in Guanacaste, as well as in downtown San José.

The band will offer four concerts commemorating that on July 25, 1824, the people of Nicoya decided to join Costa Rica instead of Nicaragua.

The musical offerings include works such as: "Vals del Recuerdo," "Nocturno," and "Alá en la hacienda" by Jesús Bonilla Chavarría, "Las Tres Pampas," "El Punto Guanacasteco," and "He ahorrado," all arranged by Ronald Estrada, as well as "Amanecer Guanacasteco" by Roberto Cantillano.

All concerts are presented under the direction of Ronald Estrada, director of band.

Two men shot in Limón

By A.M. Costa Rica staff

Judicial agents from the Regional Office of Batan are investigating the circumstances under which two men, 39 and 48, were shot Thursday morning in Cuatro Millas de Matina in the province of Limón

According to a preliminary report, the incident took place at 2 a.m., when the two men, who apparently worked as security guards on an area farm, were intercepted by two individuals on a motorcycle. Robbery was the apparent motive.

One of the victims suffered a leg wound while the other was hit in the left arm. Both were taken to the Limón Hospital.

The suspects apparently managed to get away with the belongings of the men, as well as their firearms.

According to the Ministry of Public Security, a short time later police officers of Siquirres were alerted of the presence of two possibly wounded men in a house.
