Costa Rica and Ecuador foster the first biological
corridor between Cocos and Galapagos Island

The governments of Costa Rica and Ecuador are promoting the first marine migration and biological corridor in the Americas between the islands of Coco and Galápagos, according to the Pacific Foundation.

The project is called MigraVías. and it consists of transboundary biological corridors used by migratory species such as sharks and turtles, said the foundation in a press statement. The initiative makes the two countries the first in the Americas to launch this type of project.

"There is a huge opportunity to think outside the box and make a joint effort between countries. We must remember that marine species know no borders, so this initiative is a model of joint governance that can be translated from a legal and economic point of view," said Zdenka Piskulich from the Pacific Foundation.

To advance the project, 60 experts from national and international organizations, as well as academies and government institutions, met in Costa Rica to discuss options for this new initiative at the Second Migration Workshop of the Eastern Tropical Pacific, which took place at the end of June.

Different advances in the scientific, socio-economic and legal studies were analyzed to make possible the implementation of MigraVías in the east tropical Pacific zone.

"The research work has become a very important source of information for decision making. With the MigraVía Coco-Galápagos, it shows that sustainable development between Costa Rica and Ecuador is possible through this type of conservation initiatives," said the director of the Galapagos National Park, Jorge Carrión.

The biological corridor seeks to let marine species have a safer passage through the ocean.

Aside from the MigraVía Coco-Galápagos, the foundation is analyzing the possibility of creating another one that would unite the protected areas of the Coiba National Park in Panama and the Malpelo Flora and Fauna Sanctuary in Colombia.

The MigraVía Coco-Galápagos will cover an approximate area of 240,000 square kilometers.

The area covered by this region encompasses a significant percentage of the migratory travel of the 15 species studied.


Two suspects arrested following the death of U.S. citizen

By A.M. Costa Rica staff

Tuesday two suspects, a man, 30 and a woman, 29, were arrested in the canton of Sarchí and accused of murdering U.S citizen William Nearhoff, according to Walter Espinoza, general director of the Judicial Investigation Organization. He spoke at a press conference.

Monday authorities learned that the body of the 70-year-old American was found in his home in Grecia, Alajuela. According to police authorities and the Costa Rican Red Cross, the man had been bound, gagged and stabbed to death.

"One of the suspects is 29 years old with a criminal record for theft. The other person has a record for robbery and theft and both were arrested in the canton of Sarchí," Espinoza said.

The apparent motivation in this case is robbery because agents found the victim's belongings after two raids were carried out in one of suspect's home.

Investigators were aided because the entry to Nearhoff's apartment was covered by a surveillance camera. The footage showed Nearhoff and the 29-year-old woman arriving and entering the building while two men showed up and loitered for awhile outside.

The woman was known by some neighbors,
according to police reports.

Then they gained entry, perhaps because the steel door was opened for them form the inside. The camera also showed one of the men leaving with a flat screen television.

Agents also reported that they found video of the victim and the woman in a nearby restaurant, which also maintains a surveillance system.

Investigators said they believe a third person also is a suspect, but this person has not been detained as of Wednesday.

CasasVita fraud complaints increase from 47 to 125 in six weeks

The fraud complaints against CasasVita S.A rose 166 percent before the Public Prosecutor's Office in the last six weeks. The increase occurred after the company offices were raided by the prosecutor’s office and the Judicial Investigation Agency, according to data provided by the prosecuting authorities.

In June, the judicial police raided two offices of the company located in Santa Ana and La Guácima, Alajuela, the office of a lawyer in Heredia and two houses in Santa Ana and San Rafael de Escazú. The objective was to collect documentary and electronic evidence related to the case.

The case against CasasVita remains in the preparatory stage, the part of the investigation where agents gather and analyze evidence.

Mario Valverde, lawyer of several plaintiffs who went to civil and criminal courts, acknowledged in local media that new complainants came forward to pursue legal actions once the general prosecutor, Emilia Navas, showed great interest in the case.

A day after the raids, the agent of the company, a 33-year-old man, was arrested. The suspect was detained for only a few hours before being released without the  prosecutor, Jorge Alberto Araya, appealing a judge's decision. He was later separated from the case.

Weeks ago, the Public Prosecutor's Office reported that through two joint-stock companies, the company's owner and associates would have provided misleading information to at least 30 plaintiffs who delivered a down payment, money with which the operation of the company would be financed."

Valverde, the lawyer, cited the case of an 80-year-old woman who paid $85,000 in cash for the purchase of three houses in the Los Arcos project in Heredia and did not receive any of the houses. He also cited the case of another woman who paid $172,000 in cash for a structure that was included in a guarantee trust that had a lien on it.

Three students will represent Costa Rica
at the International Biology Olympics in Iran

Walter Chaves, Marco Vega and Joel Rojas are the three students who will travel to Iran to represent Costa Rica in the 29th edition of the International Biology Olympics.

After going through several national and international qualifiers, these young men will have the opportunity to attend the event from Sunday to July 22.

The International Biology Olympics gets delegations from 70 countries and includes subjects such as animal anatomy, plant physiology and botany, cell biology, chemistry and physics.

"We have to do two written exams and four lab tests. The practical ones are quite difficult because they have to be done very quickly," said Chaves, who recently was graduated from the San Pedro Scientific School.

In order to prepare for the tests, these young men continue to study and attend tutoring sessions twice a week.

"Afternoons that are free, and you can do other activities, we end up using them to study," said Vega, who is in the 11th grade of the Green Valley Athens school.

Rojas, a student at the San Agustín de Palmares High School, already has the experience of participating of the X Ibero-American Olympics of Biology in 2016 in Brazil, where he got the bronze medal.

"My goal is to make Costa Rica become the 38th member of the Organisation for Economic Co-operation and Development," said the new minister of Commerce Dyalá Jiménez Figueres on Monday.

"Some of the benefits of joining are that it requires us to work for a more efficient state that contributes to the well-being of Costa Ricans, "Jiménez added.

"As part of the challenges of joining the Organization, we need to formalize the 44 percent of the companies that currently operate irregularly, to eliminate procedures to improve the business environment, reduce the inequality, and look for fiscal sustainability, among others," she added.

She mentioned the possibility of establishing a successful fishing policy by learning from experienced countries in this field such as Chile, Spain and Norway, which are part of the organization.

According to Jiménez, another of her priorities will be to strengthen the relationship and articulation with some ministries and institutions.

She also said that she will promote a solid policy focused on attracting investment to the country and try to foster a culture of innovation and the effective transformation of skills and abilities that allow inserting more Costa Ricans in the knowledge economy.

Papilloma virus test is the better tool
for detecting cervical cancer, study shows

The papilloma virus test detects signs of cervical cancer earlier and more accurately than the pap test, according to the scientific study published in the JAMA Magazine.

The study, randomized and controlled, showed that the human papilloma virus test is more sensitive than the pap test, one widely used for decades in preventive medical care for women.

Several experts predict that the results could stimulate efforts to completely replace the pap test with the human papilloma virus test.

Papilloma infection is the most common sexually transmitted infection and is usually eliminated by the immune system in one or two years.

When an infection persists, however, it can cause cellular changes that turn precancerous lesions and, eventually, malign tumors.

Almost all cases of cervical cancer are caused by infections, researchers say.

About 13,240 new cases of invasive cervical cancer will be diagnosed in the United States in 2018, according to the American Cancer Society. About 4,200 women will die of the disease, the study added.

As experts learned more about the role of the human papilloma virus in cervical cancer, most medical groups have recommended that women receive both the new test and the pap test.

The Social Security Fund recently started a campaign to vaccinate girls age 10 and older against the virus.


In Costa Rica, during 2016, 12 out of 100,000 women were diagnosed with cervical cancer and five out of every 100,000 women died from it, according to the Costa Rican Social Security Fund, which recently started a campaign to vaccinate girls 10-year-old and older against the disease.

Municipality of Quepos establishes
work plan for the next five years

Some of the actions defined by the Municipality of Quepos as a priority for the next five years are: attract investment, generate employment, promote housing projects, improve road infrastructure, create recreational spaces and promote actions that protect the environment of the canton.

All these projects were approved by the Municipal Council in April.

"We delivered a Municipal Development Plan whose purpose is to create a welcoming, entrepreneurial and safe canton with better opportunities for the well-being for its inhabitants, recovering the sense of belonging and seeking a shared vision for co-existence," said Patricia Bolaños, mayor of Quepos.

"The development plans are the direction that the cantons are going to take. The municipal organizations must take into their hands the management of their territory and guide it towards a more egalitarian, fairer and more equitable development," added José Francisco Moya, adviser from the Institute of Municipal Cooperation.

"For the Municipality of Quepos, this plan is a working tool that articulates and coordinates municipal action in a more efficient and timely manner and allows it to establish the improvements that must be implemented to comply with the institutional development strategy, support the activities of the institutions public organizations, private organizations and the action of citizens within the framework of the vision and concerted priorities of local human development," said the municipality through a public statement.

Innovators will give a hand to emerging entrepreneurs

Entrepreneurs will help future entrepreneurs during the Entrepreneurship Week, smoothing the path for those who wish to start their company specialized in the technological area, according to Cenfotec University, organizer of the gathering.

From Monday to July 21, the university will hold talks and seminars with successful entrepreneurs on the technological tools that every company must have to succeed in the market.

"We want to motivate professionals from the technology sector to undertake a leap into a blue ocean. At UCenfotec we believe in the creativity and innovation of people in the technology sector," said Paula Brenes, director of marketing at the Montes de Oca institution.

Some of the talks will be: tips for successful entrepreneurship, personal branding for entrepreneurs, blockchain, cryptocurrencies, social entrepreneurship, a successful recruitment process, tips and recommendations.
