Industry chambers demand better innovation policies | |

The Chamber
of Industries of Costa Rica said that the
country should invest more in innovation to
increase productivity and reach a higher level
of growth and social welfare.
The president of the organization explained the country has not taken yet full advantage of innovation, even though it has the necessary conditions to lead in Latin America. He is Enrique Egloff. Two of the main suggestions the chamber wants to send to the government are to create a group focused on innovation and the creation of more effective public policies. "Our innovation system is underdeveloped, highly fragmented and its actors generally have weak capacities to fulfill their role," Egloff added. "For this reason, we believe that we must promote science, technology and innovation in the country, have a more effective public policy, have adequate institutional framework to promote innovation and use science as a source of knowledge to innovate," he said. The chamber will have its Fifth Innovation Congress today. It will be divided into two sessions. |

Ministry

Public Works will start road improvements in Santo Domingo de Heredia Monday |

As part of the plan to reduce traffic congestion in the greater metropolitan area, the Ministry of Public Works and Transportation and the National Road Council will begin cleaning work on Monday on Route Five in Heredia. Work will be carried out on the 1.5-kilometer route between Neón Nieto and the intersection of Inbio Parque in Santo Domingo de Heredia. Channeling of water and the relocation of electric power poles will be part of the work. The work of recovery of space is necessary to continue with the extension to three lanes expected to be carried out in this sector, according to Pablo Camacho, engineer from the National Road Council. The engineer said that some additional work should be done, such as reconstruction of sidewalks. This work is part of the 28 key points of work in the metropolitan that are part of a presidential decree. |

Government signs agreement to strengthen family agriculture policies |

The government of Costa Rica signed an agreement with the aim of promoting new and better policies in favor of family farming and to contribute to its strengthening. The U.N. Food and Agriculture Organization said Thursday the agreement was declared of public interest at the implementation of the Decade of Family Farming Program. The U.N. agency said that, with this decision, the Costa Rican government recognizes family farming as an activity of national relevance and proposes the design of public policies focused on improving the living conditions of people in this sector. "The agreement will be key to designing public policies and improving the living conditions of rural families. It seeks to promote the productive inclusion of women and young people in rural areas, facilitate access to productive and financial resources, technical assistance and participation in decision-making," said Tito Díaz, sub-regional coordinator for Mesoamerica for the organization. The agreement establishes a system of voluntary registration for family farms at the national level that will identify the owner and members of the productive unit. |

More than half of farming activities in the country are carried out by families. The agreement also recognizes family farming as a way of life that, based on its productive activity, plays a fundamental role in achieving food and nutritional security in order to achieve sustainable territorial development and eradicate rural poverty. According to data of the last National Agricultural Census in 2014), 55.4 percent of the total of farms surveyed are managed by a family. Of these 15.6 percent belong to females. |

Government inaugurates the National Police

Carlos Alvarado created the National
Police Academy, officially called the
Francisco J. Orlich National Police
Academy, by signing Law No. 9552 Thursday.
The event took place at the headquarters of the Ministry of Public Security with the participation of its head Michael Soto Rojas, Deputy Minister Luis Carlos Castillo, and the director of the National Police School, Eric Lacayo. This is the first time since its creation that the National Police School will have its own regulatory body. Alvarado said the academy opens up the opportunity to design a training plan for the state's police forces, municipality forces, and private security. The objective is to consolidate the public security system in order to guarantee the elimination of risks and threats in terms of citizen security. An academic council is also created by the law and is responsible for defining the general policies to be followed in terms of training and police specialization. The permanent participation of a representative of the Ministry of Public Education is included in the council. |

police seizes 302 kilos of cocaine in Jacó |

Several specialized police units seized 302 kilos of cocaine inside a car in the Mirador de Jacó sector Thursday morning. According to the Municipal Police of Puntarenas, the operation was organized by the Judicial Investigation Organization, and the municipal officers helped intercept two vehicles and two men who were driving them. One was a white van and the other a sedan. Police said that the van had a hidden compartment with a hydraulic mechanism which lifted the seats and allowed access to the drugs. In addition, a firearm was found inside. "When the van was inspected, it was found that it had cocaine, so it was sent to the Garabito Prosecutor's Office. And after doing a thorough review of the vehicle, officers found 302 one-kilo packages of cocaine inside," police said. |

The Casa Beatriz Foundation and the Junior Company of the Kirov Academy of Ballet, Washington, D.C. will bring a special ballet performance to Costa Rica on Tuesday and Wednesday at the Eugene O'Neil Theater. The purpose of the event is to collect funds to continue providing shelter services to people in need. The performance will be delivered by the Junior Company along with Costa Rican dancers. The first part will be a segment of the “Ballet Le Corsaire” named "Jardin Animé," where the guest dancers will perform the main roles and the ballet corps will be the Costa Rican participants. It is under the direction of Kirov teachers Anastasia Dunets and Stanislav Belyaevsky with the co-direction of Fury Darlington. During the second part of the show a Kirov dancer will perform a ballet concerto with a diverse repertoire. The beneficiary of the events, Beatriz House. offers support to sick people and their families who live far away from San José. These people have a low incomes and the need to receive medical treatment in the city, according to Helga Cèspedes, president of the organization.
