President Alvarado makes a call
to all powers to reduce their budgets

"The fiscal issue is a country issue, and therefore, it must be attacked from several fronts. One of them is to get the powers of the republic to apply austerity in next year's budget," said President Carlos Alvarado Thursday after a meeting with the heads of the supreme powers.

In response, the president of the Supreme Electoral Tribunal, Luis Antonio Sobrado, said that "all the powers are rethinking their budgets, and I have no doubt that responsible public officials are aware of the fiscal situation and the need for an austere management in public spending."

The president of the Legislative Assembly, Carolina Hidalgo, also referred to a series of actions that congress is taking, such as freezing vacancies, looking into the use of vehicles and a plan to reduce expenses in the administrative area.

Alvarado expressed his gratitude to the representatives of the judiciary, the legislature and the electoral tribunal for their consent to support, from their scope and from their management, the efforts of the country to better the public finances.

Alvarado said he considers the fiscal reform as a public interest issue that should be tackled on all fronts.

He ended by saying that there is a commitment to solve the problem of public finances and it is necessary to inform the judicial branch, the legislative branch and the tribunal about the need to reduce the budget in 2019.
Judge releases owner of  Casas Vita
business group from preventive custody

The owner of Casas Vita S.A Business Group, who is being investigated on an allegation of fraud involving more than 30 families, was released after being arrested Wednesday afternoon.

The order was issued by the San José Criminal Court after the hearing, said the Fraud Prosecutor's Office through the press office.

At the hearing, the judge rejected that request for preventive custody and released the man because the Prosecutor's Office did not present a strong request for preventive custody.

The judge's decision can still be appealed by the Prosecutor's Office.

Tuesday the Prosecutor's Office searched Casas Vita offices in Santa Ana and La Guácima. The police also raided the offices of a lawyer in Heredia, as well as two other houses in Santa Ana and San Rafael de Escazú.

The judicial authorities investigated based on the claim that company employees provided misleading information to potential home buyers. The buyers delivered an down payment money with which the operation of the company was financed.

The company is accused of selling the same property to more than one person, thus preventing a buyer from profiting from the property for which they paid and generating double income from a single asset.

The amount of the money they paid was not disclosed by the Prosecutor's Office. However, the lawyer of a group of 100 plaintiffs told the media the amount estimated exceeds $3 million.

Authorities analyze how to reform the use of
motorcycles due to increase in crimes involving hit men

The Minister of Public Security, Michael Soto Rojas, is evaluating pushing for legal reforms to control motorcyclists as a possible measure to decrease the pace of 1.6 homicides per day.

"There are a lot of suspects who use motorcycles, usually two people riding it, because it is a very versatile vehicle that allows criminals to flee very easily," said Soto Thursday, one day after an Italian businessman was killed by two people on a motorcycle.

Soto said he has analyzed legislative measures to control one of the vehicles most used by hit men such as the use of vests and helmets with the motorcycle license plate printed on them or allowing just one person to travel per motorcycle.

"This type of situation could generate some type of citizen restriction. Let's see, let's analyze," he added.

Three years ago, the then director of the Judicial Investigation Organization, Francisco Segura requested that the 2014-2018 Legislature prohibit the travel of two people on the same motorcycle.

Some of the measures proposed had been implemented in other Latin American countries.

In 2018, the judicial police have confirmed the total of 247 homicides, 37 have been perpetrated from motorcycles or cars. The figure represents 25 more crimes than those in 2017 in the same period.

Industry chambers demand better innovation policies

The Chamber of Industries of Costa Rica said that the country should invest more in innovation to increase productivity and reach a higher level of growth and social welfare.

The president of the organization explained the country has not taken yet full advantage of innovation, even though it has the necessary conditions to lead in Latin America. He is Enrique Egloff.

Two of the main suggestions the chamber wants to send to the government are to create a group focused on innovation and the creation of more effective public policies.

"Our innovation system is underdeveloped, highly fragmented and its actors generally have weak capacities to fulfill their role," Egloff added.

"For this reason, we believe that we must promote science, technology and innovation in the country, have a more effective public policy, have adequate institutional framework to promote innovation and use science as a source of knowledge to innovate," he said.

The chamber will have its Fifth Innovation Congress today. It will be divided into two sessions.

The first session is focused on the aspects that could make the Costa Rican innovation system more efficient and effective, and the second session will focus on successful practices such as applying the internet of things to the manufacturing industry and business innovation. Ministry of Public Works will start road
improvements in Santo Domingo de Heredia Monday

As part of the plan to reduce traffic congestion in the greater metropolitan area, the Ministry of Public Works and Transportation and the National Road Council will begin cleaning work on Monday on Route Five in Heredia.

Work will be carried out on the 1.5-kilometer route between Neón Nieto and the intersection of Inbio Parque in Santo Domingo de Heredia. Channeling of water and the relocation of electric power poles will be part of the work.

The work of recovery of space is necessary to continue with the extension to three lanes expected to be carried out in this sector, according to Pablo Camacho, engineer from the National Road Council. The engineer said that some additional work should be done, such as reconstruction of sidewalks.

This work is part of the 28 key points of work in the metropolitan that are part of a presidential decree.

Government signs agreement to
strengthen family agriculture policies

The government of Costa Rica signed an agreement with the aim of promoting new and better policies in favor of family farming and to contribute to its strengthening.

The U.N. Food and Agriculture Organization said Thursday the agreement was declared of public interest at the implementation of the Decade of Family Farming Program.

The U.N. agency said that, with this decision, the Costa Rican government recognizes family farming as an activity of national relevance and proposes the design of public policies focused on improving the living conditions of people in this sector.

"The agreement will be key to designing public policies and improving the living conditions of rural families. It seeks to promote the productive inclusion of women and young people in rural areas, facilitate access to productive and financial resources, technical assistance and participation in decision-making," said Tito Díaz, sub-regional coordinator for Mesoamerica for the organization.

The agreement establishes a system of voluntary registration for family farms at the national level that will identify the owner and members of the productive unit.

More than half of farming activities in
the country are carried out by families.

The agreement also recognizes family farming as a way of life that, based on its productive activity, plays a fundamental role in achieving food and nutritional security in order to achieve sustainable territorial development and eradicate rural poverty.

According to data of the last National Agricultural Census in 2014), 55.4 percent of the total of farms surveyed are managed by a family. Of these 15.6 percent belong to females.

Government inaugurates the National Police Academy

President Carlos Alvarado created the National Police Academy, officially called the Francisco J. Orlich National Police Academy, by signing Law No. 9552 Thursday.

The event took place at the headquarters of the Ministry of Public Security with the participation of its head Michael Soto Rojas, Deputy Minister Luis Carlos Castillo, and the director of the National Police School, Eric Lacayo.

This is the first time since its creation that the National Police School will have its own regulatory body.

Alvarado said the academy opens up the opportunity to design a training plan for the state's police forces, municipality forces, and private security.

The objective is to consolidate the public security system in order to guarantee the elimination of risks and threats in terms of citizen security.

An academic council is also created by the law and is responsible for defining the general policies to be followed in terms of training and police specialization. The permanent participation of a representative of the Ministry of Public Education is included in the council.

The new facilities are named after Francisco J. Orlich,
former Costa Rican president.

The academy will be able to initiate the process to take police degrees to a higher academic level.

The law establishes the authorization for the academy to sell training and specialization services to other public and private entities.

Garabito police seizes 302 kilos of cocaine in Jacó

Several specialized police units seized 302 kilos of cocaine inside a car in the Mirador de Jacó sector Thursday morning.

According to the Municipal Police of Puntarenas, the operation was organized by the Judicial Investigation Organization, and the municipal officers helped intercept two vehicles and two men who were driving them. One was a white van and the other a sedan.

Police said that the van had a hidden compartment with a hydraulic mechanism which lifted the seats and allowed access to the drugs. In addition, a firearm was found inside.

"When the van was inspected, it was found that it had cocaine, so it was sent to the Garabito Prosecutor's Office. And after doing a thorough review of the vehicle, officers found 302 one-kilo packages of cocaine inside," police said.

Washington D.C.'s ballet academy
will perform in Costa Rica next week

The Casa Beatriz Foundation and the Junior Company of the Kirov Academy of Ballet, Washington, D.C. will bring a special ballet performance to Costa Rica on Tuesday and Wednesday at the Eugene O'Neil Theater. The purpose of the event is to collect funds to continue providing shelter services to people in need.

The performance will be delivered by the Junior Company along with Costa Rican dancers.

The first part will be a segment of the “Ballet Le Corsaire” named "Jardin Animé," where the guest dancers will perform the main roles and the ballet corps will be the Costa Rican participants. It is under the direction of Kirov teachers Anastasia Dunets and Stanislav Belyaevsky with the co-direction of Fury Darlington.

During the second part of the show a Kirov dancer will perform a ballet concerto with a diverse repertoire.

The beneficiary of the events, Beatriz House. offers support to sick people and their families who live far away from San José. These people have a low incomes and the need to receive medical treatment in the city, according to Helga Cèspedes, president of the organization.

Tickets cost 19,000 colones and can be purchased at Special Ticket.
