| Coastguard rescues man trapped on a cliff by high tide | |

On Wednesday,
officers from the National Coast Guard Service
rescued a Costa Rican man who was caught off
guard by the tide. The man was trapped on a
six-meter-high cliff in Ocotal del Coco, in
Guanacaste.
Cristopher Zúñiga Blanco, 22 years old, was surprised by the incoming tide and had to take refuge on a cliff wall. He signaled for help and passers bye notified the police who, in turn, called the Coast Guard. Boat GC 38-15 was dispatched immediately with four officers aboard. They found Zúñiga nervously clinging to the rocks. Two officers jumped into the water, swam to the cliff and climbed the wall to help Zúñiga. After giving him a life jacket, they took him to the water and helped him to the boat where they provided emergency care for his leg and knee injuries. Zúñiga was transferred to the Coast Guard station in Flamingo and then to the hospital for a medical check-up. Some minutes later, the Coast Guard assisted a Canadian citizen who was in an apparent state of intoxication. The foreigner stayed on board in a boat while enjoying a private tour near Flamingo. The Coast Guard took him to the police station and then transferred him to the medical center. A similar situation took place on Saturday, when two officials of the Tourist Police rescued a tourist who was in danger of losing his life. |

Police in the area of Posa del Salto in La Fortuna de San Carlos, noticed an empty vehicle. When they approached it, they heard cries for help and ruched forward. They found a tourist trapped in one of the mini-lakes. He later reported that he had been calling for help for hours. He was tired and frightened but, according to a press statement, his face showed hope when he saw the officers. He was transferred by the police for medical attention. |
| English teachers gather on their most important conference | |

to 26, 2018, the 33rd edition of the National
Conference of Teachers of English (NCTE) is
being held in the country thanks to the support
Centro Cultural Costarricense Norteamericano,
the Embassy of the United States in Costa Rica
and the Ministry of Public Education.
"Developing global competence in the English class" is the motto of this conference, which aims to provide attendees with practical strategies that support the work of teachers, promote critical thinking, intercultural skills, creativity, innovation and cooperation among their students. The attendees will be in the hands of recognized and experienced national and international speakers. "An effective learning of the English language is one of the global competencies that new citizens must develop to be able to insert themselves into the world efficiently and work collaboratively with the global community using information and communication technologies," said Sonia Marta Mora, Minister of Public Education . "The new English programs aspire in an integral way to achieve this country's objective. For the first time the international standards of the Common European Framework of Reference are used to define the level of linguistic proficiency that our students will reach the end of each cycle. The National English Conference offers our teachers valuable tools to be successful in the process of implementing the new curriculum," she added. The conference consists of 3 days of pedagogical workshops, aimed at teachers of English teaching at all academic levels and students who wish to pursue a career as a teacher of English. The conference is nationally recognized as an important forum for learning, experience and network in the sector. |

| A founder of the country's Second Republic passes away | |

and ex-deputy Gonzalo Facio Segreda passed away on
Wednesday in San José. He was 99 years old.
Facio was one of the founders of the National Liberation Party (PLN), was part of the 1948 Revolution and later one of the members of the provisional board of government headed by José Figueres Ferrer. The news broke on the Facebook wall of the current chancellor Manuel Antonio González, who was his "pupil" in the law firm he founded in 1941 and which is known as Facio & Cañas. Considered a luxury chancellor, Gonzalo Facio occupied this position in the governments of Figueres and Oduber, consecutively, between 1970 and 1978. He was also representative of Costa Rica in Washington on several occasions. Despite his strong liberationist roots, Facio also participated in Christian Socialist governments as chancellor or ambassador, among them those of Rafael Ángel Calderón (1990-1994) and Miguel Ángel Rodríguez (1998-2002), as well as the PLN governments of Francisco J. Orlich (1962). -1966), Daniel Oduber (1974-1978) and José Figueres Ferrer (1970-1974). Facio was the son of a machinist of the Railroad to the Pacific, Mr. Gonzalo Facio Ulloa and Mrs. María Teresa Segreda. He married three times and his last wife was Julia Nubia Salmerón. He had five daughters: Sandra, Alda, Ana Catalina, Gianinna and Carla. He graduated as a lawyer at the University of Costa Rica and obtained a master's degree in Comparative Jurisprudence from the School of Law of the University of New York in 1948. |

In his long career, Facio edited four books: Lessons in Administrative Law (1960), Our Voice in the World (1978), The East-West Confrontation in the Central American Crisis (1985) and Litigation in Washington (1994). In this last work, he recalled several litigation in which he represented Costa Rica before transnational companies that were affected at some point by decisions taken by authorities of our country. |

| School kids improve their eating habits | |

On Wednesday, The Food and Agriculture Organization of the United Nations (FAO) highlighted the improvements in the eating habits of school children in Costa Rica, through a program which has benefited 10,800 students. The project ‘Strengthening of the National School Feeding Program’, promoted by international cooperation between the government of Costa Rica, the government of Brazil and the FAO, has contributed to the improvement of food and nutritional security in the Central American country. "The main opportunity for Costa Rica with this Brazilian cooperation has been the creation of a nutritional food education strategy with the children. The program encourages food purchases from neighboring family farmers as an opportunity to boost local economies,” said the project coordinator, Karla Pérez. The initiative promotes the reduction of poverty, through inter-institutional and inter-sectoral coordination, promotes social participation, and food and nutrition education through educational school gardens. As part of the process, the authorities have trained 638 teachers and 2,700 parents on the importance of promoting healthy lifestyles in schools and homes, according to data released by the FAO. "School gardens are spaces that go beyond agriculture itself, since we intend to unify the theoretical knowledge with the practical part, encouraging the student to work in a space where they are relaxed, in freedom, sharing, learning and being happy," affirmed the teacher of the elementary school, Cecilio Piedra Gutiérrer, Tania Ureña. |

According to the FAO, the objective is that this program can be replicated throughout the country, since it is one of the elements with the greatest political impact, thanks to the results achieved and the potential for expansion. Since 2013, the project has been carried out in conjunction with the Ministry of Public Education, the Ministry of Agriculture and Livestock, the Ministry of Health, the National Production Council, the Joint Institute of Social Assistance and the Rural Development Institute. |

| Coming elections will define economics, says vice-presidential candidate |

for the first vice presidency for the Citizen
Action Party, Epsy Campbell, warned about the
problems the economy may suffer should another
candidate be elected on February 4.
Campbell talked about the risks that Costa Rica will face in terms of economic stability, mainly if Fabricio Alvarado of National Restoration (PRN) or Juan Diego Castro of the National Integration Party (PIN) succeed. "The absence of proposals from these two presidential candidates - who are now leading the CIEP survey- and their opposition to a fiscal reform have alerted international markets, causing a fall in the price of bonds of almost 5%,” said Campbell. The fall of bonds is due to the lack of a concrete proposal in fiscal matters, along with the facts that the crisis and the indebtedness are increasing. Campbell said that, "if we do not act on public finances, the country risks entering into a crisis.” The candidate for the vice presidency and current pro-government legislator pointed out that Carlos Alvarado has been clear in his economic management and has defined tax reform as one of his priorities. On this issue, the presidential candidate of the PAC noted that: "I will convene a national dialogue with the business sector, the labor force and the political parties represented in the Legislative Assembly to promote a progressive tax reform, as well as the transformation of the sales tax in value-added tax." Campbell made a responsible call to vote and made it clear that the country's future is at stake. She said that the polls did reflect reality in the last elections. They are still confident that they are the best option. |

government, according to legislator Epsy
Campbell.
José Francisco Pacheco, former deputy finance minister, agreed that "the first and main problem that the next government will have to assume is the fiscal deficit, so it is natural for the markets to react negatively when they know who is leading. The survey lacks realistic proposals in fiscal matters." He added that the two candidates that appear leading the CIEP survey have said that a tax reform that contemplates new taxes is not necessary, a proposal that the PAC has raised in this campaign. |

Symphony Orchestra will deliver more than 40 free performances |

The National Symphony Orchestra (OSN) has more than 80 presentations throughout the year. More than half will be free and open to the public from the different communities and educational centers of the country and will will include presentations from artists of the caliber of Andrea Bocelli, Paquito D'Rivera and the soloists of the Palace of Versailles. The national ensemble will hold its first concert next Friday, February 9 at the Metropolitan Cathedral of San José. This will be the beginning of the tour called "Lunada Sinfónica", which will visit the communities of San José, Alajuela, Heredia, and Cartago, with free presentations and music by national and foreign composers under the direction of Costa Rican Alejandro Gutiérrez. On February 22, the OSN will share the stage with the Italian tenor Andrea Bocelli in Parque Viva, in the only presentation the Italian singer will have in Costa Rica this year. The repertoire will include national works performed by the orchestra. On March a concert tour is planned for the province of Puntarenas. The start of the Official Season 2018, will include 12 double concerts at the National Theater of Costa Rica (TNCR) with different foreign directors and soloists. Between April and May, the OSN will present the "Symphonic Summer", with a special concert for woodwinds. There will also be a two weeks tour of different schools in the country. In June, the ensemble will join the National Symphonic Chorus (CSN) to perform Verdi’s “Requiem,”in a community that will be announced in the future. All these events will be free. |

The Orchestra will play with
Italian tenor Andrea Bocelli. In July, the OSN will participate in the opera "Don Giovanni" produced by the Compañía Lírica Nacional (CLN). In August and September, there will be performances from a new edition of the contest, "Young composers", two concerts of Costa Rican music and a special presentation for string instruments. According to the Orchestra, free performances are planned in the last part of the year in different sectors of the Greater Metropolitan Area with a special program for brass, the Brahms Requiem and traditional Christmas concerts with the National Symphonic Choir. |

Calderón Guardia maternity services re-open on Friday |

The Ministry of
Health has approved the re-opening of
the maternity and neonatology service
of the Calderón Guardia Hospital.
The reopening will take place on Friday after almost a month and a half of closure. On December 13, the medical center decided to suspend deliveries due to the presence of a bacterium known as Serratia liquefaciens. María Eugenia Villalta, the Caja's medical manager, said she was satisfied that the remedial plan requested by the governing body of health was fulfilled in record time. Villalta said that the technical committee that was created in December to study the presence of the bacteria will continue to monitor intra-hospital infections. |
