President Alvarado will promote cannabis-hemp products

This Monday, during his State of the Nation address in front of deputies and members of the government, president Carlos Alvarado announced that he will promote the cultivation of cannabis-hemp, as part of the actions plan he will develop for the economic reactivation of the post-covid-19 pandemic.

"We will promote the cultivation of (cannabis) hemp to reactivate the productive sector, with all the guarantees and securities," said Alvarado.

Cannabis hemp, or industrial hemp, is a strain of the Cannabis sativa plant species that is grown specifically for the industrial uses of its derived products. The Cannabis hemp is used for making a variety of commercial and industrial products, including rope, textiles, clothing, shoes, food, paper, bioplastics, insulation, and biofuel.

The bill No. 21,388, presented by deputy Zoila Rosa Volio, for the use of the cannabis hemp is under analysis in Congress.

"I am excited by the positive reaction to my proposal for the industrial production of (cannabis) hemp and medicinal cannabis," said deputy Volio after President Alvarado's remarks.

According to the bill, the medicinal use, production of cannabis and its hemp would be legalized in the country.

"Currently, in more than 21 countries of the world, representing a global market of more than 1 billion people, of which, around 60% of the market is in countries whose legislation allows the medicinal use of cannabis and its hemp," stated in the bill introduction.

According to the bill presented by Volio, from an environmental point of view, Costa Rica offers truly beneficial climatic and environmental conditions compared to many of the countries that produce cannabis and its hemp-based drugs. Similarly, the investment in infrastructure that would have to be made in Costa Rica is less than the investment required in other countries with more extreme climatic conditions, whether due to high or low temperatures.

According to Volio's bill, the new law will have two goals.

The first is to generate a pharmaceutical industry around the products that result from the cultivation of cannabis and its hemp, which has already been accepted worldwide.

The second is to provide national and international consumers with quality products formulated and produced under the best international standards and practices.

It is very important to establish that the project does not regulate the recreational consumption of cannabis or its hemp, but is limited to an industrial regulation of the medicinal and industrial production of cannabis and its hemp.

The bill is under analysis by the Environmental Commission of Congress.
