Deputies approve loan of more than $90 million for improvements in Jacó and Quepos

The Special Commission of Puntarenas voted Tuesday to approve file #21,249, a loan contract to finance the Sanitation Program in Priority Zones. According to file #21,249 the loan is $90.4 million from the German bank Banco KFW Frankfurt.

The general objective of the program is to build sewage collection systems and treatment plants and/or subsea outfalls to help improve the population's access to sanitation services that are affordable and qualitatively adequate and to protect the environment and improve the situation of public health and environmental.

It also includes the construction of the sanitary sewer system in the town of Jacó, Puntarenas, as well as the construction of sewage collection networks throughout Jacó, and a wastewater treatment plant.

Also within its objectives of the plan, is to provide 90 percent of the population with a sanitary sewer system and a potable water system by the year 2046, eliminating the discharges of wastewater directly into the rivers and the sea and eliminating the use of septic tanks in Jacó.

A sanitary sewer system will also be built for the city of Quepos*, Puntarenas, as well as the sewage collection networks throughout Quepos which will also have a wastewater treatment plant.

Related to improvements in the area of Quepos, Jacó, and Manuel Antonio National Park*, as A.M. Costa Rica published on April 17, the government announced improvements in the park, which allowed the cancellation of the sanitary restriction imposed by the Ministry of Health.

Pamela Castillo, Vice Minister of Environment, said: "the improvements in the wastewater treatment system in beach #3, was key to recovering the number of visitors."

The elimination of the restriction allows park rangers to admit a maximum of 2,700 tourists per day. During the restriction order, only 1,700 tourists per day could enter.

In addition to the improvements in the treatment of wastewater, portable toilets have been placed on the beach and additional park rangers have been hired.

According to the managers of Manuel Antonio National Park Trust, ideas to improve management of the income from the sale of tickets are still pending.

Another change that is still pending is the extraction of solids and liquids from septic tanks more frequently. Several companies have made donations to finance this work including Coopealizanza (¢3 million colones or about $5,010), Costa Verde Hotel (¢300,000 colones, about $501), and donations by San Bada Hotel made and the Association of Friends of the Manuel Antonio National Park (¢250,000 colones, about $417).

The hiring of a company to design and construct the remaining wastewater treatment systems is still pending. Park administrators have estimated that they will begin to build new bathrooms in August.

Another commitment that is still pending is hiring of the company to develop a ticket booking system online. Park managers have scheduled this service sometime in the second semester of this year.

"The commitment we have is to improve the conditions of this and all our protected areas, this for the benefit of biodiversity, the economy of the country, our officials and the thousands of tourists who decide to visit us," said Castillo.
