AmCham presents President Alvarado a list of actions for economic reactivation By the A.M. Costa Rica staff The Costa Rican-North American Chamber of Commerce, known as AmCham, sent a letter to President Carlos Alvarado with a list of measures to be considered in the new economic reactivation plan. "As the government, we are concerned about the economic situation the country is facing and the lack of dynamism in many sectors," said Elias Soley, president of AmCham. "We believe it is important to move faster and work as a team to present solutions that benefit all Costa Ricans and the country in general. " In its letter, AmCham proposes two specific agendas, one labeled as urgent issues and the other as important issues. The urgent agenda suggests immediate measures to generate employment and reduce the number of people working off the books. The important agenda is to increase productivity and strengthen competitiveness. Each of these agendas lists actions in the short-, medium- and long-term. "Effective short-term actions are proposed to reactivate agriculture, construction, and tourism since they are the sectors that generate the most employment in the country," said the chamber in its statement. In relation to tax payments to Social Security, AmCham requested that the system should be adapted to the needs of the employers and not the other way around. "The government, the CCSS-Social Security-and the Financial Ministry must design tools that motivate the informal entrepreneur to migrate to formality, offering solutions that allow them to survive as businesses and not sink into highest tax burdens," said Soley. Costa Rican officials call employees who are working without payment to the social security system informal workers. According to the chamber, the initiatives on which this government should focus are foreign trade, approval of bills of Eurobonds, dual education, and home working, revision of interest rates, reduction in electricity rates, revision of Social Security taxes, among others. According to AmCham, the proposals delivered to President Alvarado are the result of the work that a group of experts from the chamber has been doing and that seek to contribute to boosting the economy and the generation of employment. ------------------------------ What changes should the government make to activate the economy?
