Emergency Commission expands Green Alert due to two new tropical storms By the A.M. Costa Rica staff The National Emergency Commission announced that, because of the arrival of two new tropical storms, the third and fourth of this year, the expected increase in rainfall and the risk of landslides, floods, and falling trees the Green Alert has been expanded. "The constant rains of the last week, have generated that the current conditions are propitious so that a high saturation of water in the grounds is maintained, mainly in areas of the Central Valley ( San Jose, Heredia, Cartago and Alajuela), the Pacific Coast ( Guanacaste and Puntarenas ), and mountainous zones, reason why it must be Attentive especially in areas of high risk due to floods and landslides," said the Commission in its statement. On June 10, as A.M. Costa Rica reported, the Commission declared a Green Zone risk level in the Central Valley because of the constant and heavy rains, mainly in the area of San José*, Heredia*, Alajuela*, and Cartago*. "We call on the population to maintain precaution in areas close to landslides and floods due to the fact that the soils are very saturated with water due to the strong and constant rains," said the Commission in its statement. According to the Commission, the areas with the highest risk of landslides are: - Route #1*, the passage through the village of Cambronero. - Route #2* passes through the mountain Cerro de la Muerte, and the town of Pérez Zeledón*. - Route #126* passing through the town of Vara Blanca in Heredia. - Route #35* passing through the town of Muelle de San Carlos. - Route #27* between San José and the Pacific Coast. - Route #32* between San José and the Atlantic Coast. According to the report of the National Meteorological Institute, the pattern of high temperatures in the mornings and heavy rains with electric storms in evenings and at night will continue. "In the Central and North Pacific Valleys, North Zone and mountains of the Caribbean rain and isolated showers are expected and in the Central Pacific and South Pacific the rains may extend until night," said the weather report. Since the rainy season started last month, the Commission reported the increase of heavy rains in the nation due to the presence of the Intertropical Convergence Zone over the country. The Intertropical Convergence Zone, ITCZ, known by sailors as the doldrums or the calms because of its monotonous, windless weather, is the area where the northeast and southeast trade winds converge. The ITCZ appears as a band of clouds, usually thunderstorms, that encircle the globe near the Equator. Variation in the location of the intertropical convergence zone drastically affects rainfall in many equatorial nations, resulting in the wet and dry seasons of the tropics rather than the cold and warm seasons of higher latitudes. Longer term changes in the intertropical convergence zone can result in severe droughts or flooding in nearby areas. Due to the current conditions, typical of the beginning of the rainy season in the South Pacific, Central Pacific, North Pacific, and Central Valley, there should be heavy showers in the afternoons that can be extended until late at night, so people should be alert especially in areas of high risk due to floods and landslides. For that reason, the Commission in May declared a Green Alert in the province of Limón and the northern area of the provinces of Cartago, Heredia, and Alajuela. Now the alert has extended to Central Valley, Guanacaste and Puntarenas. Authorities make a call to citizens to report at emergency number 9-1-1, any suspicious of a landslide, or flooding.
