AmCham calls on deputies to speed strike regulation while Union calls another strike By the A.M. Costa Rica staff The Costa Rican - North American Chamber of Commerce (AmCham) calls on the deputies to support and speed the bills that protect the rights of all inhabitants against union strikes. The deputies are in the process of analyzing two projects: - Project # 21049 "Project for the Declaration of Essential Public Service," that is, by declaration by law, public education is an essential and basic service for citizens, and that the employees of the Ministry of Education, members of the union, cannot go on strike and suspend lessons. - Project No. 21049 "Law to provide legal security on the strike and its procedures," this project seeks to regulate the way in which unions strike and the manner in which public services are affected. Elías Soley, president of the Chamber, said " we ( Chamber members) want to call attention to the fact that abuses to the exercise of the right to strike, cannot be protected by the law. If we do not put an end to this situation, the rights of all Costa Ricans will be violated. The right to strike is in the detriment of others (peoples’ rights) will only affect social coexistence, destroy jobs and hinder economic growth." The Chamber says the Central Bank estimated that the strike of 2018 reduced the expected economic growth of the country by 0.4 percentage points, which is equivalent to approximately 138.7 billion colones. It also suspended the education of who could not receive lessons for 93 days. Last year, the Teachers Union was on strike for 88 days from September to December 2018. Some teachers extended the strike to 93 days. The Ministry of Education is in the process of reviewing the cases of more than 60 teachers who apparently left the country without permission, while they supposed to be in the strike. On Saturday the National Association of Teachers of the Ministry of Education, known as ANDE, called for two strikes, one on Wednesday June 19 and the other on Wednesday June 26. As A.M. Costa Rica reported, another union from employees of Ministry of Public Education, the Union of High Schools, known as APSE, struck on Thursday 6, to protest against those two new bills which are under analysis by the deputies of the legislative assembly. The APSE union strike will be a schedule of specific days on Tuesday 11, Tuesday 18 and Tuesday 25 of June. If these scheduled strikes do not achieve the goal of suspending the two law projects, another strike will be held for a period of one week after the teachers return from vacation in July. ------------------ Do you think that teachers should be prohibited from striking to protest legislation?
