New president of legislature to be
chosen amid union protest march

....

By the A.M. Costa Rica staff

The deputies will elect the new president of the legislature today. The chosen individual will hold the position of leader of the Legislative Assembly for a term of one year.

Carolina Herrera Hidalgo, deputy of the government party Citizens' Action Party's steps down from the position today. Mrs. Herrera will give a farewell speech where she will mention the achievements obtained by the deputies during this year.

On May 1 of each year, the Legislative Assembly holds two sessions. The first session will be held at 9 a.m., to take the oath to all deputies and will be followed by the election of the new president of Congress.

The second session is scheduled to start at 3 p.m. when the members of the ministries, the magistrates of the Supreme Electoral Tribunal, the Comptroller and other authorities will be invited.

The Legislative Assembly is composed of 57 deputies who are elected by direct, universal, popular vote on a closed party-list proportional representation basis by provinces for four-year terms.

Also traditional is a march of the members of the unions of public employees to celebrate the international day of worker and also to protest against the latest decisions taken by the deputies, considered unfair by trade unionists. The themes this year are: the increase in migrant flows, the high rate of unemployment, corruption, and the approval of the new tax law, among others.

The main unions are: the employees of the Ministry of Education, the Costa Rican Electricity Institute, the Costa Rican Oil Refinery, Social Security, and the Ministry of Transport, although there are others.

This year, the march starts at 8 a.m. in the Central Park* and goes to the Legislative Assembly* near National Museum.

Because hundreds of members of the unions are expected at the march, the officers of the Road Safety Council call on the public to avoid driving through downtown San José. In addition, the restriction of plaques in the capital will not be applied as Labor Day is a special holiday in Costa Rica.
